PARC Meeting Norms

• Rauda Dickinson will facilitate Pupil Accommodation Review Committee Meetings

• Members will arrive on time and we will ensure that meetings end at the scheduled time

• The chair and the facilitator will follow the meeting agenda

• Members wishing to speak will be acknowledged by the facilitator who will maintain a speakers list

• Members will treat each other, and the opinions of each other, with respect

• Meaningful information sharing comes through dialogue and collaboration

• Significant interest in introducing the following programs:

• Athletics/sports (basketball, football, soccer, track, swimming)

• Technology (robotics, computer programming, biotechnology, STEM)

• Arts (languages, dance, fashion, music, film)

• ‘Life skills’ (money management, drivers ed., sewing, cooking, first aid)

• Students were most interested in the following facility upgrades:

• Sports equipment and facilities ( improved gymnasiums, weight room, bleachers, swimming pool, track upgrades, basketball court, field dome)

• Basic necessities (heat, air conditioning, fresh paint, washroom upgrades)

• Cafeteria and food programs

• Improved library/learning commons

• Student lounge/games room

• Prayer room

• Technology improvements (better WIFI connectivity, upgraded computer lab etc.)

Services/Extra-Curricular/Supports• Sports teams and access to weight room• Specialized clubs (Glee, wrestling, dance, art, music, languages,

Other comments :• Merging two communities and schools is difficult, there will be

inevitable conflict• Scarlett Heights students are used to uniforms, will this be applied

to Kipling CI students (no uniforms are preferred) • Transportation costs, travel times and proximity to school • Kipling CI could offer the same business programs currently

offered at Scarlett Heights• Kipling CI has a bigger facility, better infrastructure, larger

enrolment, which is why Scarlett Heights should close• Scarlett Heights is a better facility than Kipling CI, therefore

Scarlett Heights should stay open

Other comments :• Merging the two schools to increase enrolment will result in

more program, course, and extra-curricular options • Students are concerned that both school identities will be

lost through the school merger• Students fear a lack of diversity and inclusion • Transitioning to a new school may negatively effect student

performance• Concerned about the loss of the Business SHSM• Richview CI students should be included in the merger to

Kipling CI (promote integration)

• The business/ entrepreneurial focus is not succeeding

• Wide variety of program interests including technology, athletics, and the arts

• Desire to understand why students are leaving to attend other schools on optional attendance and what programs they might be choosing

have been more transparent • Need a transition plan for the students (BBQ, icebreakers,

welcome party, guidance counsellor involvement)• Understanding “urgent repairs” at both facilities makes staff

recommendation more reasonable• Concerned with process and protocol for staff placement

and realignment once the school is closed• Provide access to trades education (carpentry, mechanics)

Other comments:• Invest in more computer labs• Offer Justice SHSM and law program (similar to those offered at

Central Technical School) • Build on existing programs offered at Kipling CI (film, broadcasting,

music production)• Magnet program is great but maintain a comprehensive school

perspective • Financial investment supporting school programs ( STEM, software

licenses etc. )• Should we maintain the STEM focus or explore the STEAM program ?

Public Meeting # 1 Feedback

• Closing Scarlett Heights is not a good idea, as Kipling CI would have to accommodate more kids that need ESL support

• Students whose siblings are currently in enrolled in Richview CI should continue to be given priority

• Students are fleeing Scarlett Heights to Richview CI• Enrolment maybe down at Scarlett due to the large number of students

that require ESL support • Offer a SHSM at Kipling CI• Change the attendance boundary to along The Westway• Need to provide a variety of programs that students want or more

schools will close• Change boundary to allow students in walking distance to Richview CI• It is disruptive to force students to start at one school for the 2017-2018

school year, then change the following year

Public Meeting # 1 Feedback• The stigma attached to Scarlett Heights is the reason students chose to leave

on optional attendance • Kipling CI will be considered for closure too if enrolment does not increase• Students want to attend Richview because of the excellent reputation of the

programming, and those programs should be replicated at other schools• FSL programs at Richview are growing and cannot be accommodated in the

future , so a plan must be put in place• The SHSM program is only available at two schools in the system, and Kipling

will not offer it • Enrolment could possibly increase if those in the Scarlett Heights attendance

area decided to attend their home school• Accommodate more students at Richview CI, so the school will have

additional teachers • Stop optional attendance at Richview CI

Transition • Ensuring a smooth student transition and adjustment should be a priority• Disharmony amongst students, community, and neighbourhoods (inevitable

conflict)• TDSB should reach out to parents, students, staff and the community in an

effort to keep them informed throughout closure process• Support capital investment proposed for Kipling CI

Community Feedback

Comments via telephone conversations, emails and Community Feedback Survey’s received to date

• A better mix of social status will result in a stronger school• Suggestions to redraw the secondary school boundaries to facilitate a

mix or integration of socioeconomic status, races, and cultures• Current divide in communities based on socio-economic status, so

students are marginalized based on the neighbourhood they live in (lack of equity of program options)

• The stigma surrounding Kipling CI will not change therefore resulting in poor enrolment

• Kipling CI could possibly close in the future due to under enrolment and utilization

• Until EQAO and Fraser scores are improved at Kipling CI, students will continue to attend elsewhere

• Maintain French Programs at Richview CI• Move French Programs to Scarlett Heights• Offer a variety of new programs at Kipling CI• Rebrand Kipling CI to attract a variety of students • Facilitate the transition of students to Kipling CI• Walking distances are unacceptable• Maintain the attendance boundaries for existing Richview CI

Student Accommodation and Program Plan Considerations for Recommendation

Considerations for plan implementation:• Option for early transition to Kipling CI (ie. 2017 school year)

• Name change to rebrand and promote the transition

• Transition planning

• Explore introducing an Athletic/Sport SHSM at Kipling CI

• Capital investment at Kipling CI should include:

• Repairing, regrading, and seeding of the playfield and track

• Resurfacing of the parking lot

• Landscaping to improve curb appeal

• Painting

• Any other suggestions?27

At the end of the PARC process, staff will create a Final Staff Report with a staff recommended option. The Report will be submitted to the Board of Trustees and posted on the TDSB website.

The final staff report must include a Community Consultation section that contains feedback from the PARC and any public consultations.

Task: With the committee members associated with your school, please write a paragraph summarizing the Committee feedback that you would like to see included in the community consultation section of the report.

• The Planning and Priorities Committee meeting is scheduled to begin at 4:30 pm. The meeting is located at the Board head office at 5050 YongeStreet, Committee Room A.

• The deputation can be in person or in writing.

• In order to depute, you must contact Linda Mendonca at [email protected] by 4:00 pm two business days before the meeting (Thursday, June 1, 2017).
