Heading:Erasmus for Young Entrepreneurs

Remarks:Amend text as follows:Pilot project to enhance the competitiveness and sustainability of small and medium enterprises (SMEs) and very small enterprises (VSEs). The aim is to secure closer cooperation between Member States with a view to laying down principles for an ‘expanded mentoring’«expanded mentoring» scheme involving the transfer of the knowledge and core competences that are essential for the successful transfer of business ownership. The pilot project will also seek to ensure that experience is pooled at European level among young entrepreneurs (owners or managers of SMEs, VSEs and craft undertakings) by means of traineeships and training courses within SMEs in key or complementary sectors. The relevant representative bodies (chambers of commerce and industry and craft associations) will be responsible for supporting and promoting this programme. The beneficiaries will be young entrepreneurs (owners or managers of SMEs, VSEs and craft undertakings) who are in the process of setting up in business or are planning to transfer their business in the short to medium term. In the context of the Lisbon strategy, it is necessary to double the number of young entrepreneurs eligible under the Erasmus pilot project for young entrepreneurs. This project will enhance competitiveness in the Union and will enable entrepreneurs to follow professional courses in line with the principle of lifelong learning.

Legal basis:Reference acts:Justification:In 2000 in the Lisbon strategy, the EU set itself the goal of becoming the world's most competitive and dynamic knowledge-based economy. This goal necessitates large-scale investment in research and also in the training of young entrepreneurs. Education, training and investment in research need to treated as priorities by the Union if the objectives of the Lisbon strategy are to be achieved.

The Erasmus pilot project for young entrepreneurs was launched in 2007 with a budget of EUR 3 000 000, and it should continue on the same scale. Keeping this level of budget funding will make it possible to double the total number of beneficiaries of the pilot project in 2008. This is an investment in the Union's future and represents a simultaneous contribution to both lifelong learning and vocational training.

The Galileo programme is of vital importance for research in Europe and its many applications. The project must be moved forward in 2008, with the European Commission proceeding to identify sources for the additional EUR 400 m per annum needed for finalisation of the project.

In view to achieve the objectives to reach a 20% target for renewables in the EU's overall energy mix by 2020 (current target is 12% for 2010), presented by the Commission in their proposals of 10 January 2007, the present pilot projects has the aim to finance:— projects to develop integrated renewable energy systems (marine, wind, solar, biomass and biogas)

adapted to the climatic and specific socio-economic conditions of island communities, including hybrid systems and desalination systems;

— projects to assess the social and economic impact of increased penetration and utilisation of renewable energies and energy efficiency measures to the local island communities (economic development, employment, retention of the young etc.)

— Energy technology initiatives suitable for island communities promoting research projects in the areas of renewable energy and energy efficiency technologies to maximise the energy utilisation and to adapt to the local dimension;

— projects to develop efficient and environmentally friendly ways to transport this energy to the mainland, including the interconnection of peripheral island electricity networks to mainland grids;

— exchange of best practices between insular regions of Europe;

Justification:For their physical, geographical and natural position, European islands represent a key actor with specific characteristics to be taken into account in the implementation of the European energy policy, in the three main dimensions identified by the European Commission, namely: Security of supply, Sustainability, Competitiveness. Limitations for islands are evident in the energy sector: higher transport costs, fluctuations in the price and insecurity of supply. However, these disadvantages can be outweighed by inherent advantages, especially regarding the generation of renewable energy, thanks to their relative wind exposure, the swell of the sea, sun exposure and the relative low cost of supplying energy produced to the mainland. This potential should be better exploited to achieve the EU targets proposed by the Commission in its "Energy package" and supported by Council and Parliament. The pilot project aims at defining specific strategies, tailored on European islands' potential, to implement the EU energy policy.

Reference acts:Justification:In the first year of its envisaged operation the EIT will be fully occupied with the setting up of the Governing Structure. According to the Commission's Financial Statement this would include tasks such as the adoption of the EIT rules and procedures and financial rules, the preparation of the rolling triennial programmes and annual reports and the design and implementation of the initial calls in the view of the preparation of the first KICs which corresponds exclusively to administrative expenditure.

The indicated amount should therefore be considered as administrative costs and be transferred from heading 1A to heading 5 into the new budget line 15 02 12N.

Pending the adoption of the legal basis, the appropriation is entered in reserve.

Justification:The EU co-funds several environmental and energy programmes in China: The Energy Environment Programme from 2003-2008 with an EU contribution of EUR 20million, the EU- China biodiversity programme from 2005-2010 with an EU contribution of EUR 30 million, a river basin management programme from 2006-2012 with an EU grant of EUR 25 million and a natural forest management programme from 2003-2008 with an EU contribution of EUR 16,9 million. Seen the enormous environmental problems in China and in line with the priority given by the Commission in its APS and its proposed Climate Change partnership to fight climate change, cooperation with China in this field should be intensified and the budget increased with 45 million.

Legal basis:Reference acts:Justification:The European Parliament needs to fully support the promotion of business to business and scientific contacts between the EU and India. In last year’s budget for 2007 under the preparatory action programme for India (promoting business and research links between India and the EU), a budget line was established of 7000 000 EUR for commitment appropriations and 5000 000 in payment appropriations.

Further funding is needed for concrete activities to be undertaken such as the Creation of a European Business Technology Centre in India. Moreover, in order to broaden the Centre's scope beyond business to business issues and to embark upon scientific contact and joint development as well as considering the planned geographical expansion to other key regional commercial and research centres in India, the EP needs to ensure the 2007 level of funding in the budget of 2008. This would enable continuity and funding sustainability of the proposed action by the Commission.

In the context of climate change, the European Union needs to take the lead as regards measures to reduce its effects and causes. Each Member State now has to establish a plan for energy efficiency and forward it to the Commission. This preparatory action could also include the exchange of good practices in the field of establishing and implementing viable energy efficiency plans.
