PROCEEDINGS OF THE COUNTY BOARD May 19, 2015 The County Board of Jackson County met in regular session in the Courthouse in the City of Jackson on May 19, 2015 at 9:00am. The following members were present: David Henkels, William Tusa, Rosemary Schultz, Kim Hummel and Don Wachal, Commissioners; County Coordinator, Janice Fransen and Trish Schulz, Human Resources Technician. Motion was made by Commissioner Hummel and seconded by Commissioner Schultz to adopt the Agenda. Motion carried unanimously. Motion was made by Commissioner Wachal and seconded by Commissioner Tusa to approve the Consent Agenda. Motion carried unanimously. Resolution 15-157 approving the May 5, 2015 Proceedings of the County Board. Resolution 15-158 approving all Commissioners disbursements in accordance with Minnesota Statutes 130.01, subd. 4(b), recorded on warrants numbered 74761 through 74905 in the amount of $380,542.84 - for Revenue Fund, $87,272.05; Road and Bridge, $74,604.60; CIP Bonds, $81,733.69; Ditch Fund, $34,478.50; Revolving Loan, $100,000.00; and Tax and Penalty, $2,454.00. A detailed list of claims paid is available at the Auditor/Treasurer’s Office upon request. May 19, 2015

The County Board of Jackson County met in regular session in the Courthouse in the City of Jackson on May 19, 2015 at 9:00am. The following members were present: David Henkels, William Tusa, Rosemary Schultz, Kim Hummel and Don Wachal, Commissioners; County Coordinator, Janice Fransen and Trish Schulz, Human Resources Technician.

Motion was made by Commissioner Hummel and seconded by Commissioner Schultz to adopt the Agenda. Motion carried unanimously.

Motion was made by Commissioner Wachal and seconded by Commissioner Tusa to approve the Consent Agenda. Motion carried unanimously.

Resolution 15-157 approving the May 5, 2015 Proceedings of the County Board.

Resolution 15-160 granting Priscilla Wheeler-Vetsouvahn a one-step increase and setting her salary at $19.4024 effective May 10, 2015 for successful completion of her evaluation period.

Resolution 15-161 approving out of state travel for Chris Cain of the IS Department for Watchguard training in Rice Lake, Wisconsin.

Resolution 15-162 acknowledging the Application for Exempt Permit of Jackson Lions Club and approving with no waiting periood for a raffle to be held on July 25, 2015 at the Jackson County Fair.

Resolution 15-163 accepting a donation of $250 from DAV Chapter 32 to be dedicated towards the purchase of the next Veteran’s van.

Resolution 15-164 authorizing the removal of commitment of $51,654.87 Insurance Trust Funds and authorizing the transfer of those funds to General Revenue Undesignated Funds.

Resolution 15-165 authorizing the retroactive transfer of $30,000 from General Revenue to Forfeiture Land Fund.

Resolution 15-166 approving a change fund of $50 for the Parks Department.

Resolution 15-167 approving a 3.2% Malt Liquor “On Sale” Liquor License for Jon McCorkell, Jackson Speedway effective May 19, 2015 to September 30, 2015.

BUILDING MAINTENANCE

Motion was made by Commissioner Hummel and seconded by Commissioner Schultz to adopt Resolution 15-168 accepting the quote of M & H Electric for $3,350 to replace and install six light fixtures at the Law Enforcement Center Parking lot to be funded from the Building Improvement Fund. Motion carried unanimously.

Motion was made by Commissioner Wachal and seconded by Commissioner Tusa to adopt Resolution 15-169 accepting the quote of L & S Electric for $2,403 to provide and install twelve – six lamp T-bay lights in the Building Maintenance Shop to be funded from the Building Improvement Fund. Motion carried unanimously.

DEPARTMENT OF NATURAL RESOURCES

Dennis Frederickson of the Department of Natural Resources gave an overview of the DNR’s 10 year strategic plan – 2015 – 2025. The plan is on file in the County Coordinator’s Office.

PUBLIC WORKS

Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to adopt Resolution 15-170 awarding the quote for Horse Arena Option #2 to Minion Construction to be funded from the proceeds of the sale of the Racetrack. Motion carried unanimously.

Motion was made by Commissioner Tusa and seconded by Commissioner Wachal to adopt Resolution 15-171 awarding the Contract for SAP 032-601-005, 032-607-015, 032-615-008, 032-616-028 to Knife River of Sauk Rapids, Minnesota pending County Attorney review. Motion carried unanimously.

Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to table action on the Contract for SAP 032-030-019 and CP 032-100-019 to Pearson Brothers Inc. of Hanover, Minnesota. Motion carried unanimously.

Motion was made by Commissioner Hummel and seconded by Commissioner Wachal to adopt Resolution 156-172 terminating the agreement with Cottonwood County for Shared Parks Director contingent upon Cottonwood County Board of Commissioner’s approval to end agreement May 31, 2015. Motion carried unanimously.

Motion was made by Commissioner Hummel and seconded by Commissioner Schultz to adopt Resolution 15-173 approving that effective immediately upon termination of the Shared Parks

Director agreement with Cottonwood County, the Parks and Trails Director position shall be re-classified at 32 hours per week. Motion carried unanimously.

The Board of Commissioners recessed at 10:15 am and convened as the Drainage Authority for Jackson County for Judicial Ditch No. 33.

The Board re-convened at 10:43 am.

COUNTY COORDINATOR

Motion was made by Commissioner Schultz and seconded by Commissioner Hummel to adopt Resolution 15-174 adopting the following revised policies effective May 19, 2015:

Policy 302 - Evaluation PeriodPolicy 400 - Classification Plan and Performance AppraisalPolicy 505 - Worker's CompensationPolicy 706 - Group Benefits PlanPolicy 709 - Health Reimbursement Arrangement for Active Employees (VEBA)Policy 712 - Leave Benefits - Family and Medical Leave ActPolicy 718 - Leave Benefits - VacationPolicy 728 - Sick Leave for Fitness

Motion carried unanimously.

Motion was made by Commissioner Henkels and seconded by Commissioner Wachal to adopt Resolution 15-175 To Participate In The 2015 Performance Measurement Program. Motion carried unanimously.

RESOLUTION 15-175TO PARTICIPATE IN THE 2015 PERFORMANCE MEASUREMENT PROGRAM

WHEREAS, the 2010 Legislature created the Minnesota Council on Local Results and Innovation; and

WHEREAS, the council on Local Results and Innovation developed a standard set of performance measures that will aid residents, taxpayers, and state and local elected officials in determining the efficacy of counties in providing services and measure residents’ opinion of those services; and

WHEREAS, benefits to Jackson County for participation in the Performance Measurement Program for 2015 are outlined in MS 6.91 and include a reimbursement of $0.14 per capita in local government aid, and exemption from levy limits under section 275.70 to 275.74 for taxes payable in 2016, if levy limits are in effect under those statutes; and

WHEREAS, Jackson County was certified for the program in 2013.

NOW THEREFORE BE IT RESOLVED, by the Jackson County Board of Commissioners that Jackson County hereby elects to participate in the 2015 Performance Measurement Program.

BE IT FURTHER RESOLVED, that the following performance measures are adopted by the Jackson County Board of Commissioners:

Public Safety: Part I and II Crime Rates, as Reported by the Minnesota Bureau of Criminal Apprehension.

Public Works: Average Bridge Sufficiency Rating, based on County and Minnesota Department of Transportation records.

Social Services: Percentage of children where there is a recurrence of maltreatment within 12 months following an intervention, based on data available in County records.

Property Records, Valuation, & Assessment: Level of assessment ratio, based on data available from the Minnesota Department of Revenue.

Elections: Accuracy of post-election audit, based on data available in County records. Veteran’s Services: Dollars brought into the county for veterans’ benefits. Veteran’s Services: Percentage of veterans receiving federal benefits. Libraries: Number of annual visits per 1,000 residents, based on data available in County

records. Budget & Financial: Bond rating based on Standard & Poor’s Rating. Budget & Financial: Debt service levy per capita and outstanding debt per capita, based on

data available in County records. Environment: Amount of hazardous household waste and electronics collected, based on

data available in County records.

BE IT FURTHER RESOLVED, that the results of the adopted performance measures will be published on the Jackson County website by December 31, 2015.

BE IT FURTHER RESOLVED, that Jackson County will submit to the Office of the State Auditor the actual results of the performance measures adopted by the county.
