REASON FOR RECOMMENDATION: The City maintains over 130 miles of gravity sewer collection pipes and over 100 miles of stormwater collection pipes.

State regulations expect municipal sewer collection agencies to work proactively to eliminate occurrences of sanitary sewer overflows. Oregon City is tasked with the responsibility of collection system evaluation and prevention of sewer spills by identifying system deficiencies and finding and correcting potential problems before they happen. Broken pipe, cross connections, blockages due to debris or roots are typical pipeline problems, which go undetected without video inspection. Preventative maintenance measures such as pipeline video inventory combined with routine cleaning and inspection programs will significantly reduce the City's liability for property damage resulting from sewer line blockages.

BACKGROUND: On March 26, 2007 the City solicited TV lnspection equipment proposals from equipment suppliers through the Portland Daily Journal of commerce. Three proposals were submitted from three separate equipment~suppliers. Ease proposal pricing is as follows:

Each proposal was evaluated in accordance with weighted evaluation criteria provided in the request for proposals. The Pearpoint proposal package, like the other two submittals is comprised of a specialized video pipeline inspection unit including equipment such as a pan and tilt mainline camera, pipeline camera tractor, controller, computer and inspection software all housed in a custom built inspection vehicle. The Pearpoint proposal however, most closely matched the specified requirements and it was price competitive. We also have been most impressed by the Pearpoint equipment demonstrations, the service reference feedback, customer equipment training, and the simplicity of equipment maintenance. The Pearpoint unit is also the only unit compatible with the City's existing portable lateral camera.

Video Pipeline Inspection Technology
