CALL FOR PROPOSALS Fair trade awareness raising in Africa (2019-2020) Promote fair trade and get funding up to EUR 20,000!

The Trade for Development Centre (TDC) promotes and supports fair and sustainable trade. It does this by coaching producer organisations in marketing and business management, and by raising the awareness of public, public authorities and businesses in Belgium. TDC is a programme of Enabel, the Belgian Development Agency.

To raise the Belgian population’s awareness about fair trade, TDC organises the "Fair Trade Week" campaign every year with major players in the sector.

And you?

Are you planning a fair trade campaign, a fair trade promotional or awareness event:

- at a national or inter-regional level

- in 2019 or 2020

- in one of these countries: Benin, Burkina Faso, Burundi, Ivory Coast, Ghana, Mali, Morocco, DR Congo, Rwanda, Senegal, Tanzania and Uganda or in a region including one of the above countries ?

If so, you could receive TDC support! Detail your campaign, your promotional or fair trade awareness raising activities and send us your file by 2nd of September 2019. And, who knows, you may benefit from funding (up to EUR 20,000) from the Trade for Development Centre!

The competition rules below provide information on the types of organisations that can participate and how to introduce a project. It also explains what criteria your project must meet to be eligible. Read it carefully!

COMPETITION RULES

1. Why Fair Trade

Fair trade is born from the observation that the wealth gap between the rich and the poor is constantly widening, and from the desire to practise a fairer trade. Fair trade aims to change the way trade is conducted through higher prices and decent working conditions for farmers, artisans and workers. The main global networks of the fair trade movement endorsed the following definition: “Fair trade is a trading partnership, based on dialogue, transparency and respect, that seeks greater equity in international trade. It contributes to sustainable development by offering better trading conditions to, and securing the rights of, marginalised producers and workers – especially in the South. Fair Trade Organisations, backed by consumers, are engaged actively in supporting producers, awareness raising and in campaigning for changes in the rules and practice of conventional international trade.” 10 Fair Trade principles1

10. Respect for the Environment Fair trade has many positive effects on producers, such as capacity building through provided technical assistance. The fair trade premium, a development bonus paid to producer organisation, allows investments in key sectors such as health, education, infrastructure and community development. Fair trade also has a positive impact on the preservation of the environment. It regulates substances used in agriculture, such as pesticides and other chemicals, and is attentive to waste management and the conservation of biodiversity. 2. Who can participate?

The competition is open to the following types of organisations:

o Non-profit organisations,

o international or environmental solidarity associations,

o public authorities,

o federations, national or inter-regional platforms of producer organisations involved in fair trade,

located in one of the following countries: Benin, Burkina Faso, Burundi, Ivory Coast, Ghana, Mali, Morocco, DR Congo, Rwanda, Senegal, Tanzania and Uganda.

To be considered as "involved in fair trade", producers must be certified with one of the following standards: Fairtrade, WFTO, Fair for Life, FairWild, SPP Small Producer Symbol, Fairmined, Fair Trade Tourism, Guarantee fair tourism (ATES), or a standard that can be qualified as equivalent to one of the above and controlled by a third party organisation.

3. Participation terms

Your project objective is to promote fair trade in an African country, in an African sub-region, to raise awareness on fair trade for a defined target audience.

Your project must take place in 2019 or 2020.

The selected projects must include, in all their communications, the logos of the Trade for Development Centre and the Belgian Development Cooperation.

4. Activities that can be financed

TDC’s objective is to strengthen fair trade promotion, awareness raising campaigns and activities in African countries. TDC also looks for complementarities and synergies with the Fair Trade Week in Belgium.

The activities to be financed are activities that promote fair trade products, raise awareness of fair trade among African consumers or producers or companies and public authorities on the continent. The Fair trade national days, weeks or fortnights are all types of activities and campaigns that the TDC wishes to strengthen.

The activities of the project or campaign must both have a national or inter-regional dimension and have visibility at these levels. The activities must be multiple and integrated in a coherent project.

Please find below some different types of activities that can be financed by TDC:

Media, press campaigns at an inter-regional or national level,

Creation of a national or regional space of reflection between actors,

Space to exchange experiences and good practices,

Panels of national and international experts,

Events for federate stakeholders,

Creation of exchange platforms between all the stakeholders involved in agricultural value chains, in relation to fair trade products.

5. Selection criteria

A specially formed jury will evaluate the projects on the basis of the following criteria:

Target group. Example: public authorities.

Impact of the project: what do you want to achieve through this project? How do you intend to promote it?

Feasibility of the project: is the project feasible within the budget and deadlines?

Partnerships: collaboration with fair trade producers is certainly an asset. As well as collaboration and synergies with the Belgian Fair Trade Week.

6. Synergies with the Belgian Fair Trade Week

Short description of Fair Trade Week in Belgium

The Fair Trade Week campaign, which takes place every year at the beginning of October in

Belgium, has three objectives:

Provide a moment of joint communication for fair trade stakeholders

TDC collaborates with the main fair trade players in Belgium. It creates a platform that allows everyone to put their own accents on fair trade and on their own activities. A website brings together all the activities that take place during Fair Trade Week in Belgium (available in French or Dutch):

Increase the visibility and focus on fair trade in the media Through radio spots, press trips, television reports or print media, TDC aims to get as much attention as possible for fair trade during the campaign. It publishes new information and figures on different sectors, such as gold, textiles and tourism, where the latest developments and innovations are highlighted.

Encourage civil society to put fair trade in the spotlight Every year, the TDC launches a call for proposals for civil society by inviting non-profit

organisations, municipalities, youth associations, schools, etc. to organise an original activity that raises awareness on fair trade during the Fair Trade Week. The best proposals receive funding (max. EUR 4,000)

Political support The Belgian Fair Trade Week and its various activities have raised the interest of national politicians. Since 2015, TDC organises a fair trade breakfast in the Federal Parliament every year. This is an ideal opportunity to put certain themes on the political agenda and to allow fair trade organisations to get in touch with decision-makers.

On July 20th 2017, the Belgian Federal Parliament approved a resolution on fair trade promotion that supports the campaign "Make Belgium the country of fair trade!”, launched by TDC in 2016.

Some results from 2014 to 2017: • 740 different fair trade activities organised by civil society throughout Belgium • 142 of them financed by TDC • 1922 mentions in the press during the campaign (each time during September-October) Possible opportunities for partnerships with the Belgian Fair Trade Week:

Cross-participation in campaigns, activities in Belgium and Africa

Meetings in Belgium with cooperatives, with Belgian companies in connection with certain sectors (chocolatiers, importers, coffee roasters, etc.)

Meetings in Belgium with Belgian Fair Trade Organisations

Twinning between Belgian and African fair trade awareness projects.

Possible participation in trade fairs in Belgium and/or in Europe

• Press trips, interviews with journalists.

Etc.

7. How to introduce a project proposal?

You can write your file in English or French2. The file must contain the following elements:

A brief description of the concept and purpose of your project.

A detailed programme.

The planning and timing of the different stages of project implementation.

The number of people you hope to reach via this event.

A list of other organisations you plan to collaborate with.

The total budget of the project and the budget you wish to obtain from TDC (the amount requested from TDC can be the same amount as your project budget).

The synergies you see/want to achieve with the Belgian Fair Trade Week.

Be as specific as possible, also in your budget

Explain clearly what your project is. Concretely describe the activities and the budget for it. The jury must have a clear idea of the budget item(s) for which you are requesting a contribution of TDC, as well as the contribution that your organisation will provide itself or via third parties. This will allow the jury to properly evaluate your project.

Project proposals not submitted within the specified deadline will be considered invalid. In

addition, only project proposals that meet all the requirements of these Participation terms

will be considered.

Your promotion or awareness raising campaign must be sent signed, at the latest by

September 2nd 2019 by e-mail to the following address: [email protected]

8. Price

The reimbursement granted will be a maximum of EUR 20,000 (VAT included). TDC will use a maximum budget of EUR 80,000 for the financing of various projects.

The following costs will NOT be reimbursed:

Purchase of non-consumable goods (video camera, computer, etc.).

The cost of "prizes" or "rewards" awarded to participants and/or animators, speakers, etc.

Commercial gestures such as vouchers to be used or exchanged in (local) shops.

The total amount of (fair trade) food and beverage purchases for participants: a maximum of 50% of this amount can be passed on TDC’s contribution.

Costs incurred before TDC's notification of the selection of your project (mid-September).

The total staff costs required to carry out the activity: a maximum of 50% of this total can be financed by TDC.

9. Announcement of results

In mid-September, we will inform you by e-mail whether your project has been selected and the amount which is allocated to you. The date of notice of this e-mail will be the date from which the costs incurred related to the activities may be invoiced to TDC. Any supporting documents prior to this date will not be taken into account.

Each project will receive a signed letter of TDC that will confirm the result. If your project is successful, we will also send you the invoicing conditions and use of logos. It is not necessary to sign and return it to us. The introduction of your signed project proposal implies acceptance by your organisation of the rules of this call for proposals. Your organisation is committed to:

Enforce the execution of the proposed project (or the approved part of this project) during the indicated period. If circumstances require you to modify activities of your project, you will have to validate this modification through TDC, by sending an e-mail to Samuel Poos ([email protected]).

Use the new logos of the Belgian Development Cooperation and the Trade for Development Center in all communications related to your project. Warning: Failure to comply with this condition may constitute a reason for non-acceptance of invoice.

10. Invoicing

Carefully read the participation terms before sending your invoice. The invoice has to be addressed to Enabel!).

Your invoice must be sent by e-mail to Florina Mihalovici ([email protected]) and to [email protected], with the following attachments:

A scanned copy of all supporting documents (invoices, receipts, pay slips, etc.)

o Provide supporting documents up to the total amount requested to TDC)

A summary table listing all the supporting documents submitted (template provided by TDC)

A duly completed evaluation form (template provided by TDC).

Two ways of financing are possible:

payment of half of the amount before the event/project, the balance being paid after review of all supporting documents (invoices, etc.) by TDC;

Payment of the total amount at the end of your activities, upon presentation of supporting documents and after review of all (invoices, receipts, etc.) by TDC.
