EU-Transparency Register of interest representatives - 510083513941-24 1 Comments to the financial files presented at the Barcelona CLGE General Assembly, 5-6 October 2018 The financial report hereafter relates to the incomes and expenses until 15 September 2018. A budget 2019 is proposed for CLGE, including CLGE - IG-PARLS, this goes with the fees for both. The delegates are asked to read these comments together with the financial files. The Treasurer will not read them again during the session of our General Assembly. All the documents are integrated in this report, and there is an additional .zip file with the original documents in Excel format. This extensive preparation will give us more time for questions and answers as well as for the other parts of the meeting. The Executive Board proposes the General Assembly to acknowledge the financial situation at hand and to approve the Budget 2019, including the 2019 fees for CLGE and CLGE - IG-PARLS. CLGE financial situation Quite all the 2018 contributions were paid by the principal members. Only one country (Serbia, € 565,00) didn’t pay its fee 2018 and before, despite the encouraging contacts we had with the Serbian Union of Surveyors. If we don’t get a result until the next general assembly in Sofia, the next Executive Board will probably have to propose to the general assembly to downgrade this principal member to the statute of observing member. It is interesting to mention that we didn’t have such a good situation since years. For the older outstanding fees, Greece and Bulgaria have started a structural reimbursement scheme by paying 10% of their outstanding fees in 2018. The total still outstanding fees (2012 – 2017) represents less than € 9.000,--. All the contributions of the corporate members were paid. The cadastral and mapping agencies of Switzerland and Macedonia have now joined the group "Corporate Member" while the Croatian agency came back after a short interruption. We have now 6 Corporate members most of them NMCA’s. All the sponsors have paid (GSA, LEICA and PIX4D), Riegl is a new sponsor and we are in contact with Aerovision and Geoweb for sponsoring. These are positive evolutions thanks to President Barbieri and Director-General Pirlot. As long as no other major sponsor from the mapping sector joins, esri will get the occasion to support the CLGE Students' Contest with € 1.000 annually.

Comments to the financial files presented at the Barcelona

CLGE General Assembly, 5-6 October 2018

The financial report hereafter relates to the incomes and expenses until 15 September 2018.

A budget 2019 is proposed for CLGE, including CLGE - IG-PARLS, this goes with the fees for both.

The accounts are only informative. The incomes are computed until 15.09.2018. They represent a total

of € 91.524,--. The difference with the expected income of €134.500,-- is related to appropriations

from our reserves that we didn’t have to realize until now.

The expenses until 8/2018 are largely within the budget. The expenses of the board as well as the "Per

Diem" payments are under the allowed budget.

Until 08/2018, we have spent a total of € 78.222,00. We can mention that we didn’t pay for the

moment any amount for the website renewal, because the contract is not signed yet, as well as for the

hosting of Blueparking, because the invoice will probably be received at the end of the year.

CLGE Budget in 2019

Some comments on the incomes: The fees are budgeted at € 53.000. We expect a conservative budget

of € 20.000 for the sponsors and € 6.000 for the corporate members, however we hope that we will

be able to increase these incomes , and this would have a reduction of the planned deficit as

consequence.

We expect and encourage all delegates to use their networks to find new sponsors and especially new

corporate members. With 39 members countries and only 6 corporate members, there is certainly a

great opportunity to reach this goal. As soon as you have a pertinent contact, please contact the CLGE

Bureau and they do the rest

The expenses are based on the accounts of 2018 and are realistic. In total, we expect incomes of

€ 114.400 and expenses of € 121.500, what represents a minus of € 7.100. The reserves created in

recent years will be reduced from € 25.750,-- to € 24.799,--. As information, the assets of CLGE

represent approximatively € 93,000

The Executive Board has established this budget in July 2018 and proposed it to the CLGE General

Assembly.

Hereafter, there is an overview about the situation and evolution of the reserves.

CLGE Fees in 2019

The fees for 2019 are computed on the basis of the GDP per country as published by the World

Bank: https://en.wikipedia.org/wiki/List_of_countries_by_GDP_(nominal)

In 2019 we will have small differences, most of them limited to +/- €100,-. The exceptions are

Russia (+€322,-), Germany (+ €215), France (+ €131), Spain (+ €109) and Italy (+ €104). The

fees of Poland are indicated as TBC, because negotiations are ongoing

The Executives Board proposes not to increase the fees, since our reserves are still important

enough and we hope to improve the other income streams.

CLGE IG PARLS financial situation

Income: All membership fees of 2018 have been paid. The total of income represents € 32.900.

Expenses: The expenses are in relation with the budget. We expect a charge of € 5.000 as

participation to the new website of the CLGE. The expenses on 23.07.2018 were 20.979,-- €,

the reserves on the Greenbook still amount to approx. 98.000 €. This means a good reserve

for the Interest Group.

CLGE IG PARLS Budget 2019

The budget for 2019 is in relation with 2018 and presents a deficit of 4’000 €. This deficit

translates the voluntary approach of IG-PARLS and their will to decrease the reserves (nearly

three times the annual income).

CLGE IG PARLS Fees 2019

Last year there was a reform of the fee structure, adopted for a period of five years.
