The milky condition was observed by a field technician doing work at the adjacent Big John Site on December 8, 2009. According to the technician, he observed the slightly milky condition in Sharon Steel Run and the tributary that receives treated storm water from the Site. The technician did not observe the discoloration in previous or subsequent site visits, indicating that it may have been an isolated or infrequent condition. To evaluate this condition, ARCADIS was requested by ExxonMobil to sample the following: treated storm water discharge from the water treatment plant solids collected from rocks in the streambed at a location approximately 100 feet downstream of the NPDES discharge point, and 70 feet downstream of the convergence of the discharge ditch with a ditch carrying water from the south swale solids collected from the walls of the 155,000-gallon Modutank "clean side" which functions as a treatment system effluent equalization and settling tank. The samples were obtained on March 10, 2010, and analyzed for the following parameters: selected metals that commonly tend to precipitate under certain conditions, including Calcium, Sodium, Iron, Aluminum, Magnesium, and1 Manganese general chemistry parameters, including Sulfate, Chloride, hardness, Total Dissolved Solids (TDS) and Total Suspended Solids (TSS) The lab report presenting the results of this sampling event is attached. General observations and comments related to the sample results are summarized below: Treated Effluent Water Analysis Summary The treated water effluent is visually clear, as is supported by the very low levels of TSS (0.70 mg/l). Dear Mr. Newman:

The purpose of this letter is to summarize findings of our assessment conducted to evaluate a "slightly milky" condition documented in the Sharon Steel Run tributary downstream of the NPDES-permitted outfall at the Fairmont Coke Works Site (Site) in Fairmont, West Virginia. The milky condition was observed by a field technician doing work at the adjacent Big John Site on December 8, 2009. According to the technician, he observed the slightly milky condition in Sharon Steel Run and the tributary that receives treated storm water from the Site. The technician did not observe the discoloration in previous or subsequent site visits, indicating that it may have been an isolated or infrequent condition.

To evaluate this condition, ARCADIS was requested by ExxonMobil to sample the following: • treated storm water discharge from the water treatment plant • solids collected from rocks in the streambed at a location approximately 100 feet

downstream of the NPDES discharge point, and 70 feet downstream of the convergence of the discharge ditch with a ditch carrying water from the south swale

• solids collected from the walls of the 155,000-gallon Modutank "clean side" which functions as a treatment system effluent equalization and settling tank.

The samples were obtained on March 10, 2010, and analyzed for the following parameters: • selected metals that commonly tend to precipitate under certain conditions, including

Treated Effluent Water Analysis Summary The treated water effluent is visually clear, as is supported by the very low levels of TSS (0.70 mg/l). roughly pH neutral. Lastly, there was virtually no Iron (non-detect) or Aluminum (0.146 mg/L) in the treated effluent water.

Modutank 1 Wall Solids Analysis Summary The overwhelming constituent in the Modutank solids sample is Calcium (364,000 mg/kg), resulting from expected precipitation of calcium carbonate due to the addition of oxidants during the treatment process. As you are aware, water from the influent side of the Modutank is pumped into the water treatment building for processing, where one step consists of in-line pH-adjustment. The pH-adjusted and treated water is returned to the clean side of Modutank 1. Prior to discharge to the stream, the water is pumped through three bag filter units (in parallel) and a granular activated carbon vessel.

Streambed Solids Analysis Summary The solids collected from the streambed rocks consist mainly of Iron (401,000 mg/kg) and Aluminum (59,800 mg/kg), neither of which were detected in the treated effluent water discharge sample we obtained. On a weight percent basis, the constituent breakdown is approximately 86% Iron, 13% Aluminum, and less than 1% each of Sodium, Calcium, Magnesium, and Manganese.

In addition, we have obtained ground water data from a nearby well, MW-161, to evaluate the constituents in the ground water and if there could be any effect on the stream as a result of ground water seepage to the stream. Data over time has shown elevated concentrations of Aluminum and Iron, with a relatively low pH (see table).

In summary, ARCADIS obtained multiple samples of water and solids associated with our discharge from the water treatment plant as a result of an observation of a "slightly milky" condition in the Sharon Steel Run tributary downstream in December 2009. Our treated effluent sample results indicate the presence of Sodium Sulfate, normal levels of Calcium (i.e., within the range of typical storm water quality), no Iron or Aluminum, and a low level of TSS in the discharge stream. In addition, analytical results for the routine monthly effluent samples collected from the treated effluent discharge on December 8, 2009 (the same date as the off-site observation) were in compliance with discharge limits of applicable NPDES permit limits for all parameters, with no discoloration of the effluent noted on December 8, 2009 or in the weeks surrounding that date.

Also, streambed solids were sampled as noted in the heart of the document. The presence of solids deposited in the streambed at this location has been noted in the past by both ExxonMobil representatives and regulatory personnel. Stream deposits (white material) sampled from this location on March 10, 2010 consist of mainly Iron, with a smaller amount of Aluminum and negligible amounts of Calcium and other metals. There was no water discoloration observed in the stream at the time the samples were obtained. Lastly, we have ground water data from a nearby monitoring well which shows elevated levels of Iron and Aluminum and a relatively low pH.

Based on review of the available information and analytical results, and discussions with ARCADIS and Comtech technical personnel, the slightly milky discoloration of the stream water observed at an off-site location on December 8, 2009 does not appear to be related to discharge from ExxonMobil's water treatment plant. It appears that there is a precipitate that occurs when the effluent from our water treatment plant mixes with water in the stream, which likely consists of ground water that is emanating from the hillside to the north. One possibility that has been discussed is that by increasing the pH of the ground water (pH of 3) by mixing with a larger source of water (from the treated effluent of the water treatment plant) with a relatively neutral pH (6.5 - 8.5), causes a precipitate of naturally-occurring Aluminum, Calcium and Iron, in varying quantities, to be deposited along the length of the streambed. It has also been observed that when there is a disturbance in the stream, some of the precipitants will detach from the streambed and dissolve into solution creating a white, cloudy appearance that will flow downstream. Another possibility for a white substance flowing in the stream is the foam/scum that has a tendency to build up in turbulent areas and rock formations, being swept downstream.
