ART

Events: - Boys & GirlsU/8, U/10, U/12, U/14, U/16 years.

1. An exhibit must have a CommunityGames theme.

2. A competitor will enter only one exhibitat each level of competition.

3. An exhibit may be a painting or adrawing or a collage or a cartoon.

4. At Area and County level the title ofeach exhibit must be clearly marked onthe front of the exhibit. The name,address, date of birth and signature ofthe competitor must be on the back.At National finals, only the age groupand county number will appear on theback.

5. A supervised competition must be heldat both area and county level.

6. At the National Finals Art Competitionunder the supervision of theadjudicators competitors will berequired to paint, draw, sketch orcollage –(a) U8s & U10s his choice of any

community games theme.

the commencement of competition andif any paper is deemed to be prepared,the competitor will be automaticallydisqualified.

14. Visual aids i.e. photographs,newspaper cuttings, transfers, objectsetc., will not be permitted andadjudicators will request the removal ofany item they consider as helping thecompetitor.

15. Materials for a collage are permitted.

2. Competitors can compete in oneindividual event plus a team relay.

There will be 4 hurdles 45cm high andspaced 10m apart with a 15m run-upand15m finish.HURDLES U/14. 80 metres.There will be 8 hurdles 70cm high andspaced 8 metres apart with a 12m runup and 12m finish.

6. All races may be started by the actualreport of a pistol or other similarapparatus fired upwards into the air butnot before all the competitors are quitestill on their marks. A whistle may beused but a whistle must be used in allU/8 and U/10 events.

7. At all Community Games competitions,the words of the starter will be, inraces up and including 400m – “Onyour marks”, “Set” and when all thecompetitors are still, the race will bestarted. In races over 400m the wordswill be “On your marks” and when thecompetitors are still, the race will bestarted.

8. A competitor must not touch either thestart line or the ground in front of itwith his hands or his feet when on hismarks.

9. On the command “Set”, all competitorswith the exception of U/8 and U/10 willwithout delay assume their full and finalset position. Failure to comply with thiscommand after a reasonable time willconstitute a false start.

10. If a competitor leaves his mark withhand or foot after the words “On yourmarks” or “Set” as the case may be

and before the race is started it will beconsidered a false start.

11. Any competitor making a false startmust be warned. If a competitor isresponsible for two false starts he willbe disqualified except in the U/ 8 andU/10 events.

12. At the National Finals the first 4 in eachheat will qualify for the semi-final andthe first 4 in each semi-final will qualifyfor the final.

13. At the National Finals all qualifiers willbe given discs.

14. At county finals the area numbers mustbe displayed on front and back on allcompetitors’ vests.

15. At National Finals, county numbersmust be displayed front and back on allcompetitors’ vests.

16. Track and field referees decisions atarea, county or National Finals are finalprovided he has applied the rules andbye laws of the Community Gamesand no appeal will be accepted onsuch referees decisions.

17. At all finals only equipment officiallyprovided will be used by competitors.

the track referee is empowered toorder a re-run without disqualifying anycompetitor, following consultation withthe starter and finish line judges.

19. At the National Finals in Athletics, all under8 and under 10 children who reach the final(last 8 competitors) and who do not win amedal will be given a certificate. In the U8track events at the National Finals after theheats the first 4 competitors will go on tothe semi-finals and the remainder in eachheat will go on to a second competition.

MARATHON (7k)Boys & Girls U/16 and Over 141. At county level the first four (4)

competitors over the finish line, willrepresent their county at the NationalFinals in both the Boys and GirlsMarathon.

2. At the National Finals the marathon(boys & girls) will be regarded as anindividual event and a team event with 3of the 4 runners to score per county.The total score per county to determinethe result.

3. Prizes of 1st, 2nd, 3rd and 4th placeswill be awarded for both the individualand team events.

zone. A distinctive mark will be made ineach lane to denote the extended limit.

4. A competitor may mark or place acheck mark within his own lane.

5. The baton must be carried in the handthroughout the race. If dropped it mustbe recovered by the athlete whodropped it.

6. Competitors after handing over thebaton must remain in their own lanesuntil the course is clear to avoidobstructions to other competitors.Should any competitor impede amember of another team at the finish ofa stage he will cause disqualification ofthis team.

7. Relays are team events with aregistered panel submitted.No substitution is allowed.

8. Subject to rule 10, any member of thepanel may run any leg of the relay atany stage of the competition. Nomember may run two legs of a race

9. In the semi-finals and finals of relays atNational level, an open draw will bemade for lanes at which a managerfrom each team involved will have the

ATHLETICS - FIELD EVENTS

NOTE:At National Finals the top 8 in field eventswill be given three further attempts with theirinitial distances being carried forward. Atcounty level the county executive will decidethe field events format butcompetitors must be notified of the formatbefore the competition commencesi.e. 3 attempts only or top 8 with a further3 attempts.

BALL THROWBoys & Girls U/12 years.Ball Size: Standard 4

1. The runway will be marked by twoparallel lines 4m apart with a 90 degreesector emanating from the cornerpoints. The throw will be made frombehind an arc which joins the twoparallel lines which is derived from apoint 2m back, all measurements willbe taken as follows, the tape will bepulled through the centre point of thearc and measured at the dissection ofthe arc.

2. The competitor may throw the ball froma standing position or use the run uptechnique.

3. The competitor must throw the ballover arm.

4. An under arm, side arm or any othertechnique will be deemed a foul throw.

5. If a competitor touches any part of thescratch line or ground beyond with anypart of his body, it is deemed a foul.

6. A valid throw is signalled by a whiteflag being raised in the throwing areaand a throw shall be measured. If a redflag is raised this signals a foul and thethrow is not measured.

7. A throw is complete when the ballstops rolling and must be measured atthat point.

8. A competitor will have 3 throws all ofwhich will be taken in sequence as percounty number.

9. When all competitors have completedtheir throws the 8 competitors with thelongest throws will compete in the final.

10. Each of the 8 finalists shall take afurther 3 throws in their originalsequence.

DISCUSBoys & Girls U/16 years.

1. The throw will be made from a circle2.5 metres in diameter.

2. The throw must fall within a 34.92degrees sector.

3. When the throw is complete thecompetitor must leave from the rearhalf of the circle.

4. The weight of the discus will be 1 kg.5. At all finals only the discus officially

provided will be used by competitors.6. All measurements will be made

immediately after a valid throw.

Note: To obtain a 34.92 degree sector, markan isosceles triangle from the centre of thecircle with two equal sides of 10m and abase of 6m.

HIGH JUMPBoys & Girls U/16 years.

1. The competitors must take off from onefoot.

2. Knocking the bar off the supports ortouching the ground or the landingarea beyond the place of the uprightswith any part of the body withoutclearing the bar will count as failure.

3. The uprights or post will not be movedduring the competition unless the fieldreferee considers the take-off orlanding area has become unsuitable.The change if required, will be madeonly after a round has been completed.

JAVELINBoys & Girls U/14 years over 12

1. The runway will be marked by twoparallel lines 4 metres apart. The throwwill be made from behind the arc of acircle drawn with a radius of 8 metres.

2. The Javelin must be held at the grip.3. No throw will be valid in which the

metal head does not strike the groundbefore any other part of the Javelin orwhen the competitor touches the arcwith any part of his body or limbs. Thecompetitior may cross either of theparallel lines provided he does not gobeyond the end of the parallel lines.

4. At no time after preparing the throw,until the Javelin has been dischargedinto the air may the competitor turncompletely around so that his back isto the throwing arc.

5. The Javelin must be thrown over theshoulder or the upper part of thethrowing arm and must not be slung orhurled.

6. All throws to be valid must fall withinthe inner edge of lines marking thesector set out on the ground extending

for a distance of 90 metres. The linesextend from the centre of the circle ofwhich the arc is part, through thepoints at which the arc joins the linesmarking the runway. The end of theradius lines should be marked withsector flags.

7. Junior Javelin 500grams is used.8. At the National Finals the Javelin

officially provided will be used,competitors may use their ownJavelins, subject to inspection by thetrack referee, and it must be madeavailable to all the other competitors.

9. All measurements will be madeimmediately after a valid throw.

LONG JUMPBoys & Girls U/14 years.

1. The take-off will be marked by a boardsunk level with the runaway and thesurface of the landing area.

2. It will be counted a failure if anycompetitor touches the ground beyondthe take-off line whether running upwithout jumping or in the act ofjumping.

3. All jumps will be measured from themark nearest to the take-off line in thelanding area, made by any part of thebody or of the clothing worn.

4. Officials must ensure that “BreakMarks” are clearly visible in the take-offarea.

LONG PUCKBoys U/12 years.Girls U/14 years.Ball Size: Standard 4

1. In the long puck the competitorcommences his puck by striking theball from his hand with his hurley fromwithin a defined sector.

2. The competitor will have 3 attempts.3. The puck may be taken from a running

or standing position.4. The puck must be taken from behind a

single line which will be 1.25m inlength and all measurements will bemade from the centre point of this lineto where the ball stops rolling.

5. Should a competitor in taking a puck,crosses the line either before or afterstriking the ball and before the ball haslanded then that puck will be declareda foul.

6. Failure to make contact with the ballusing the hurley will be considered anattempt and will be declared a foul, i.e.“a fresh air”.

7. All Competitors will compete insequence; one puck at a time and all

pucks will be marked immediately aftera valid puck.

8. When all pucks have been taken the 8Competitors with the longest pucks willcompete in a final “puck off” and willcarry into the final “puck off” theirlongest pucks.

9. Each of the 8 finalists will receive afurther 3 pucks in their originalsequence.

10. Qualifiers from area or countypreliminary competitions will not carryforward measurements to the area orcounty final.

11. In the event of a tie at the end of thecompetition, a further 3 pucks will betaken by the competitors involved, inorder to determine a final result.

12. An Out of Bounds Area is defined atthe National Finals.

SHOT PUTTBoys & Girls U/14 years.

1. The putt will be made from a circle2.135 metres in diameter. The throwmust fall within a 34.92 degree sector.

2. The shot will be putted from theshoulder with one hand only. From thetime the competitor takes a stance inthe circle to commence a putt, the shotwill touch or be in close proximity tothe chin and the hand will not bedropped below this position during theact of putting. The shot must not bebrought behind the line of the shoulder.

3. All measurements will be madeimmediately after a valid putt.

4. When a competitor has completed hisputt he must leave from the rear half ofthe circle.

5. The weight of the shot will be 2.72kg.6. At all finals only the shot officially

provided will be used by competitors.

halve having 19 minutes " runningclock" (in U/11 each half having 13minutes "running clock") plus oneminute, the last minute of each half"stopped clock".

4. Size 5 ball will be used.5. When fouls are called immediately prior

to the end of “running clock” timesuch free shots as are warranted bythe foul must be allowed. When thefinal shot is taken play ends and thescore at the end of play determines theresult of the match.

6. Only 2 “time-outs” per half areallowed to each team (clock stoppedduring time-out).

CAMOGIEGirls U/14 (O/10) years

1. The playing rules of the CamogieAssociation will apply except whereamended by the Community Gamesrules.

2. The game will be 25 minutes each half.3. The panel will consist of 16 (12 players

+ 4 substitutes).4. The game will be 12 players a side. A

team must field a minimum of 10players at the commencement of thegame. Failure to do so will result indisqualification. A team may competewith a minimum of 10 players.

5. Rolling substitutions will be themethod used during the game.

7. Shorts may be worn.8. All players must wear protective

If a playerfails to rise the ball she may hit it onthe ground but may not attempt to riseit again.No player from the same team as thefree taker may interfere with play.Goals and points will decide the result.If the sides are still level at the end of10 frees, 5 different players from eachteam will then alternately take a 15mfree and so on until a result is arrived at.

9. Allegro Chess.a) Where a game has not already

been decided by checkmate,resignation stalemate, or other formof draw, the player whose allottedtime expires first loses unless thematerial remaining to the opponentis insufficient to secure a victory. Inthese circumstances the game isdeclared a draw.

b) In Allegro Chess tournaments,illegal moves lead to an immediateloss.

10. Prompting by onlookers will lead to thedisqualification of the player involved.

11. Any dispute must be brought to theattention of the co-ordinatorimmediately - not at the conclusion ofplay.

knockout system i.e. two semi-finals,play off and final.

14. Each team must be accompanied by ateam manager. It will be part of hisfunction to ensure that each teambrings three “Staunton” type chesssets and suitable boards to each matchvenue. These sets should be of areasonable size with 70mm King.

15. It will be the function of theco-ordinator to ensure that adequateboards, sets and clocks are availablefor National Finals.

16. In the event of teams playing a drawi.e. 2 and a half games each, the resultwill be decided by a replay with onegame each, after tossing for colours atthe top board. Colours will then beevery second board black or white.

competition is three speakers a sidewith only two teams in each debate, aChairperson and a Timekeeper withtwo Adjudicators.

2. Speaking time for speeches :. Minimum for all speakers is 1 minute. For Captains opening and closing

speeches, 2 min maximum. All remaining teammates have 1½ min

maximum3. It is the job of the Captain to inform the

adjudicators of the names of theirspeakers, the order they will bespeaking in and the topics each will becovering. Speakers may use cue cardsto refer to their notes but are not to relysolely upon them.

be of clearly contrasting squares, withthe board size not less than 37cm ormore than 41cm square.

7. The board will be placed so that thedouble corner of the playing squares ison the right hand side.

8. The standard pieces technicallydescribed as black and white must beclearly contrasting colours turned andround, and not less than 28mm ormore than 38mm diameter.

9. The pieces will be placed on the darksquares. In printed diagrams the whitesquares are used.

10. The black or dark pieces will be placedon the first twelve squares of the board(numbers 1 to 12). The white or lightpieces will be placed on the last twelvesquares (numbers 21 to 32). Boardshave numbers 1 to 32 for the purposeof recording games although the actualnumbers are not written on the boards.

12. Competition will be free style in whichthe opening move is made by theplayer with the “Black” pieces.

13. A player loses when all his pieces havebeen taken or when he cannot moveany of his remaining pieces.

14. Either player is entitled, after firstadvising his opponent, to arrange hisown or his opponents pieces properlyon the squares. After this adjustmenthas been made, however, if eitherplayer touches or arranges any piecewithout advising his opponent, he willbe cautioned for the first offence andwill forfeit the game for any subsequentoffence.

15. In the event of a clock not being in usethere will be a 3-minute limit on amove. At the end of 3 minutes “Time”must be called by the personappointed for that purpose and thenthere is only a further minute allowedfor the move to be made. If the move isnot then made, the game will bedeemed lost through improper delay.

16. After the pieces have been arranged ifthe person whose turn it is to playtouches one of his own playable pieceshe must either play it or forfeit thegame. When the piece is not playablehe is penalised according to Rule 15.

17. If any part of a playable piece is playedover an angle of the square on which itis stationed the play must becompleted in that direction.

18. A capturing play, as well as an ordinaryone is completed whenever the hand iswithdrawn from the piece played eventhough two or more pieces shouldhave been taken.

19. Inadvertently removing, touching ordisturbing from its position any piecethat is not playable while in the act ofjumping or making an intended movedoes not constitute a move and thepiece or pieces will be returned to theirproper position and the gamecontinued.

20. The “Huff” has been abolished. Alljumps must be completed and alljumped pieces must be removed fromthe board.

21. When a piece reaches for the first timethe squares on the extreme oppositeline of the board it becomes a king andcan be moved backwards or forwardsas the limits of the board permit(though not in the same play) and mustbe crowned by the opponent byplacing a piece on top of it. If crowningthe piece is neglected play is put backuntil the piece is crowned.

22. A draw occurs when neither of theplayers can force a win. When aposition is reached where a player hastwo kings only and the opponent hasthree kings or more kings plus onepiece or pieces then the player withthe most material is required to com-plete the win in forty of his moves tobe counted from the point at whichnotice was given. Failure to achievethis will result in a draw. Should aplayer with two kings lose a king atany point during the count then theplayer with the extra material is

26. While a game is in progress neitheropponent may leave the room withoutsufficient reason or receiving the othersconsent or company.

27. Pointing at a jump by either player isnot allowed. Should a player offer apiece or pieces to be jumped by hisopponent and the opponent fails tojump the said piece or pieces e.g. bymoving another piece then the playerhas the right to compel his opponent tojump the piece or pieces offered andmove back any piece moved instead oftaking the jump. (The only exception toRule 17) If there exists more than oneway to jump the player takes his choice.

28. When teams are tied at the end of amatch the result will be determined asfollows:-a) Each team member will replay his

opponent.b) This will consist of one game only.c) There will be a toss for colours at

the top board.d) Colours will then alternate for the

5. Centre MarkA suitable mark should be made in theexact centre of the playing area. Thegame commences with a kick off fromthe centre mark. A circle 3m in radiusshould surround the centre mark. Agoal can be scored from kick-off.

6. Penalties.Penalty kicks shall be taken from apenalty spot marked 6m from the goalline. The goalkeeper cannot move untilthe ball is kicked. Another free kickspot is marked 10m from the goal line.

7. Free Kicksa) Direct free kicks are awarded for

e.g. kicking, tripping, charging,striking, pushing, holding, slidetackling (except the goalkeeperwithin his area), deliberate handballand dissent. Other free kicks areindirect. When a free kick has beenawarded all players from theopposing team must be at least 5mfrom the spot where the free kickshall be taken (failure to do so willwarrant a yellow card). Any free

8. Score KeeperAn independent scorekeeper may beappointed to assist the referee. Thescorekeeper may also act as anobserver to ensure teams adhere to thecorrect substitution procedure (see 13below).

9. Duration of the GamesThe duration of the game shall be twoequal periods of 15 minutes, subject tothe following:-a) Allowance shall be made in either

period for time lost through stoppages as decided by the Referee.

b) Time shall be extended to permit apenalty kick being taken at or after

10. Drawn Games.a) In the event of scores being level at

the end of normal time, extra time oftwo periods of 3 minutes will beplayed. If the scores are still levelafter extra time is played, a penaltyshoot-out with the best of fivepenalties will apply (i.e. fivepenalties per team), and if then stilllevel, sudden death penalties willapply.

b) All players and substitutes areeligible to participate in a penaltyshoot-out or in a “sudden death”penalty shoot-out, subject to rule12.

c) A list containing the rotation ofpenalty takers must be given to thereferee after extra time is played (ifa team finishes with only 4 eligiblepenalty takers their opponents mustreduce their penalty takers to 4).Failure to comply with the abovewill result in the loss of the game.

Thekicker cannot touch the ball againuntil it has being played by anotherplayer. Opposing players must be5m from the ball when being kickedin. Goals cannot be scored directfrom a kick in.

b) When the ball goes out of play atthe end line, the goalkeeper shallthrow (not kick) the ball backinto play. A goal cannot be scoreddirectly from a throw in.Goalkeepers must throw the ballback into play within 4 seconds ofreceiving it or concede a free kick

4. A suitable mark should be made in theexact centre of the playing area onwhich the ball is dropped to com-mence a game. The centre markshould be surrounded by a circle 1m.in radius. Kick-off is taken from thecentre mark. A goal can be scoredfrom kick-off.

5. A penalty kick shall be taken 5m fromthe goal line. It must be taken from astanding position and the goalkeepercannot move until the ball is kicked.

6. All free kicks are deemed to be directfree kicks. When a free kick has beenawarded all players from the opposingteam must be at least 2 metres fromthe spot where the free kick shall betaken. Any free kick awarded less than2 metres from the goal area shall bebrought back to a spot 2 metres fromthe goal area.

7. An independent scorekeeper may beappointed to assist the referee.

If the scores are still level afterextra time is played, a penalty shoot-out with the best of five penalties willapply (i.e. five penalties per team), andif then still level, sudden deathpenalties will apply. Only the playersparticipating on the “field of play” afterthe end of extra time are eligible toparticipate in the penalty shoot-out orin a “sudden death” penalty shoot-out.A list containing the rotation of penaltytakers must be given to the refereeafter extra time is played. Home base.22) A thrower is deemed to be “out” if the

ball is caught directly by a fielder, or heis touched by the fielder holding theball , or the base that he is running tois tagged by a fielder holding the balland he touches the base or he hasfouled the ball. A runner can return toprevious base if not occupied ortagged. A runner is not out if he is incontact with the base when touchedby the fielder with the ball. If a base isoccupied it may not be tagged.

23) The Ball may not be thrown at the run-ner by the fielder.

24) All runners must run straight linesbetween bases and may not deviatebut if it is possible to avoid contact byeither sliding under or jumping over afielder, then the runner may do so with-out penalty. If contact is made in anyway,even accidently, with the fielderholding the ball, the runner is out. 27) The team with most runs scored at theend of 4 Innings are declared the win-ners. If teams are level after 4 Innings,the following method will be used todecide the winner.A) The team that wins 3 of the 4innings. 1. It will be a 8-a-side competition – panelof 12. Seven players must commencethe game and a team may competewith a minimum of 7 players.

2. A team should consist of 3 forwardsand 5 backs. The positions are Prop,Hooker, Prop, Scrum Half, Out Half,1st Centre, Right Wing, Left Wing.Substitution can be made at any timeand all 4 subs may be used.

3. The pitch size should be 60m x 40m.4. Size 3 ball.5. Duration of play – 15 minutes a side. In

the event of teams being level after 30minutes of play, two periods of extratime of 5 minutes each will be playedand if the teams are still level, furtherextra time will be played in a series of

3. All players must remain bound until theball has emerged.

Duration:• 15 minutes each way.Passing:• The ball can only be passed sideways

1. Panel of 7. 5 players + 2 subs.2. The ring is 1.5m in diameter.3. STANDER OR SKITTLE:-

a) Is an oblong four sided block 10cmhigh and tapered from a 7.5cm sqbase to a 5cm sq top. There arefive standers numbered 1, 2, 3, 4and 10.

b) These are placed in the RING in across shape about 60cm apart, with

no.10 in the centre, no.1 at thebottom (nearest the player) of thecross (inside the ring), no.2 on theleft, no.3 on the right and no.4 atthe top of the cross.

4. THROWER (THROWING SKITTLE)a) Is a cylindrical block of wood/

plastic/rubber 25 cm to 30 cm longand 5 cm to 7.5 cm diameter.

b) There are four “Throwers”.Each player may have their own

7. a) The game is played in “ROUNDS”and there are 5 rounds in a game.

b) Each player throws 4 throwers in around.

c) The number marked on the standerdenotes the points scored, e.g. ifno 4 is knocked out four points arescored, no 10 - ten points scoredand so on.

d) For a score to count a stander mustbe knocked clear of the ring. If astander is knocked out of the ringand rolls back in without striking anobstacle outside the ring it is notcounted as a score, but a standerknocked back by a later skittleremains a score.

e) If a ring is tossed (all standersknocked out of the ring) with 3 fairskittles (or less) the ring is put upagain to finish the throw.

4. All games will consist of 5 sets. To wina set a player must reach 11 pointsand win by 2 points. If the score goesto 10 all, play will continue with servicechanging every point, (up to 10 allservice consists of 2 points) until oneplayer wins by 2 points.

5. The referee must be given in writingbefore the match commences, theorder in which members of each teamwill play. The order may be changed forsubsequent matches.

6. Passinga) No forward passes are allowed and

will be penalised by a tap and passbeing given to the non offendingteam. A forward pass is any passwhere the ball travels in thedirection of the opponent’s goal line.Note: - A pass directly sideways isallowed.

7. The “Tackle” (Tag)a) Only the player with the ball can be

tagged and a tag is simply theremoval by a defender of one of thetwo tags from the ball carrier.Ball carriers can run or dodgepotential taggers. Ball carrierscannot fend off or guard or shieldtheir tags in any way.Note: -Defenders should keep theirhead to the side or behind the ballcarriers body for safety.

c) Defenders are not allowed to snatchthe ball from the player’s hand.

d) Once tagged the player inpossession of the ball must attemptto stop as soon as possible andpass the ball within 3 seconds ofbeing tagged.

e) Immediately after the pass has beenmade the defender must thenpresent the tag back to the tackledplayer. The defender can take nofurther part in the game until theyhave returned the tag.Note: Giving the tag back simulatestime taken up by defenders whentackling in full contact rugby andstops defenders being unrealisticallyactive in some forms of touchrugby. It also maintains space forthe attacking team.

f) Players must receive back their tagsas no player can take any furtherpart in the game without both tagsproperly in place on their belt.Note: - There should be no tags on

8. Tap and passa) A tap and pass is used to start the

game (from the centre of the field)or to restart it at the place wherethe ball went out of play or wherethe infringement took place.Note:- If an infringement takes placeover the goal line or within 5m of thegoal line, then a tap and pass shouldbe awarded to the non-offendingteam 5m out from the goal line tocreate some space.

b) At a tap and pass the ball is held intwo hands and on the instruction“PLAY” By the referee the playertaps the ball with his foot andpasses the ball to a team mate.

c) The player making a tap and passmust pass the ball and not just pickit up and run themselves.

d) The ball must be passed throughthe air and not taken from the handsof the first player.

e) To ensure safe practice the receiverof a tap and pass should start fromno more than 2m behind the passer.

f) The opposition cannot start movingforward until the player has tappedthe ball.

PROCEDURES FOR APPEALS

1. All appeals must commence “I(We)wish to appeal---“ and then set forththe rules claimed to have beeninfringed. In the event of an appeal notcovered by a specific rule, then thecase for appeal should be clearlystated with all the relevant informationsubmitted. Only formal appealsproperly lodged in time per rule will gothrough the appeals procedure.

2. All Appeals properly lodged, must beheard by the appropriate AppealsCommittee.

3. Appeals will in the first instance, belodged with the committee underwhose jurisdiction the activity is beingorganised. All areas/countiesparticipating in an event be notified ifthere is an appeal pending.

4. Appeals Committees will have powerto impose such penalties andrestrictions as they in their absolutediscretion will decide.

5. A team proved illegal will bedisqualified from further participation inthat competition. Sanctions may be

7. Appeals Committees will have powerto award the event to such competitoror team as they will decide.

8. Area, county and Provincial Bye-Lawswhich have not been submitted andapproved by the Board of Directors,will not be considered relevant ifsubmitted in Appeals by Area,County or Provincial ExecutiveCommittees.

9. Dates, decided by Area, county,Province and National, for entry orcompletion of activities, will beregarded as part of the normal runningof Community Games and will beaccepted by Appeals Committee,provided that proof is furnished thatnotification was sent and received atthe appropriate level.

10. A minimum of three Members musthear an Appeal at all levels.

11. In the absence of the AppealsChairman, at Area, county or Provinciallevel, a chairman will be elected fromthe Appeals Committee memberspresent and in the event of fourmembers hearing an Appeal, theChairman will have a casting vote.

13. A member of an Appeals Committeecan not hear his own Area or CountyAppeal, or plead a case before his ownCommittee.

National Appeals Committee.16. The Board of Directors will decide at

its first meeting, the appropriate feesfor all appeals and notify all countieswithin 14 days. Appeal fees will bereviewed annually.

17. Appeals in individual events at AreaLevel, must be signed by a parent orguardian of the individual involved or bya responsible adult, and lodged withthe Area Secretary accompanied bythe appropriate fee within thirty minutesafter the result of the event has beenofficially made known.

18. Appeals against the decision of theArea Appeals Committee in individualevents must be signed by the AreaSecretary and lodged with the CountySecretary accompanied by theappropriate fee within 48 hours afterthe decision has been officially madeknown.

19. Appeals in individual events, relays andsquads at County level must be signedby the Area Manager or Area Secretaryand lodged with the County Secretaryaccompanied by the appropriate feewithin 30 minutes after the result has

The timeof receipt of the “intention to appeal”will be noted by the recipient on behalfof the Company Secretary.

30. Appeals in Team events at Nationallevel must be signed by the TeamManager or County Secretary andlodged with the Company Secretary ata designated point accompanied by the

appropriate fee within 30 minutes ofthe lodging of the Intention to Appeal.(if no Intention to Appeal has beenlodged, then any appeal beingpresented should be signed by theTeam Manager or County Secretaryand must be lodged with the CompanySecretary at a designated pointaccompanied by the appropriate feewithin 30 minutes of the result beenofficially made known.)

31. The Chairman of the AppealsCommittee at each level will give theofficial decision of the AppealsCommittee in writing to theappellant at the conclusion of theAppeal and he will forward a copy tothe appropriate Secretary at whichlevel the appeal took place.

32. The Company Secretary must beinformed of all appeal decisions atCounty, Provincial and National leveland will be so informed by theChairman of the Appeals Committeeunder whose jurisdiction the appealtook place.

33. When an Appeal fails, the fee will beforfeited and so much of the outlay

incurred in hearing the appeal, as willbe determined by the Committee, mustbe discharged by the appellant within 7days of the decision being madeknown. Failure to pay the outlaywithin the said period, will debar theappellant from further participation inthe Community Games Company untilpaid.

34. Complaints, queries and other suchissues will be investigated by theExecutive Committee at which levelthey were submitted and a decisionhaving been arrived at, will notprogress further.

35. Two Representatives from each partyinvolved in the Appeal will be invited toattend the hearing, both having theright to speak. They will be notified ofthe nature of the Appeal or the reasonfor disqualification.

36. The Chairman of the AppealsCommittee will inform all partiesinvolved that once the official decisionis given, there will be no furthercomment from anybody involved inthe Appeal.

be further penalised by the Board ofDirectors.

38. Appeals Committees may summon asmany witnesses as they feel necessary.

39. Parties involved in an appeal will beinterviewed separately and will remainin attendance in case of recall.

40. At Area, County or Provincial levels,the Official Result will be the time it isannounced over the P.A. system,placed on a notice board orcommunicated by whatever meansavailable.

41. At National level, the Official Result willbe when it appears on the OfficialNotice board accompanied by time ofposting.

42. Referees decisions on the field of playin team events are final provided hehas applied the Rules and Bye-Laws ofthe Community Games Company andno Appeal will be accepted on suchReferees decisions.

43. Athletic Track and field Referees andSwimming Gala Referees decisions arefinal provided he has applied the Rulesand Bye-Laws of the CommunityGames Company and no Appeal willbe accepted on such Referees

the Appeals Committee only. AllAppellants must cover their ownexpenses. Persons called under Rules36, may be granted expenses by therelevant Appeals Committee.

45. When an appeal is successful the feewill be reimbursed immediately.
