    RESOLUTION NO.

    WHEREAS, the Supreme Court issued A.M. No. 11-9-4-SCproviding for the "Ef ic ient Use of Paper Rule" on 13 November 2012applicable to all courts and quasi-judicial bodies under theadministrative supervision of the Supreme Court.

    WHEREAS, the Commission, while not under the directadministrative supervision of the Supreme Court, recognizes thelaudable purpose of promoting a paper-less Judiciary in order to cutthe use of excessive quantities of costly paper, save our forests, avoidlandslides, and mitigate the worsening effects of climate change thatthe world is experiencing.

    WHEREAS, the Commission supports the initiative undertakenby the Supreme Court.C,

    WHEREAS, Section 3 of Article IX-C of the 1987 Constitutionprovides that the Commission shall promulgate its rules ofprocedure.

    NOW THEREFORE, the Commission RESOLVED, as it ishereby RESOLVES, to adopt A.M. No. 11-9-4-SC and promulgatethe following rules and regulations to govern the implementation ofthe Efi cien t Use of Paper Rule to read as follows:

    "Section1. Applicability. - This rule shall apply to all actionsand proceedings brought before this Commission such as, but notlimited to, ordinary actions (EPC), appealed cases (EAC), specialactions (SPA), special cases (sPc),' pecial reliefs (SPR), specialproceedings (SPP), election offenses (EO), fact-finding investigations(FF INV), election matters (EM), and administrative cases (AC).

    Section 2. Format and Style. - a) All pleadings, motions, andsimilar papers intended for the Commission shall be written in singlespace with a double space between paragraphs, using an easilyreadable font style of party's choice, of 14-size font, and on 8.5-inchby 13-inch white bond paper; and

    b) All decisions, resolutions, and orders issued by thisCommission shall comply with these requirements including thereports submitted to the Commission and transcripts of stenographicnotes. The requirements under Section 2 (a) shall not apply to thoseinvolving the presentation of tables, graphs, superimposed imagesand quotations.

    Section 3. Margzns and Prints. - The parties shall maintainthe following margins on all court-bound papers: a left handmargin of 1.5 inches from the edge; an upper margin of 1.2inches from the edge; a right hand margin of 1.0 inch from' theedge; and a lower margin of 1.0 inch from the edge. Every pagemust be consecutively numbered.

    Section 4. Copies to be Filed. - Unless otherwise directed bythe Commission En Banc or any of its Division, the number of. Commission-bound papers that a party is required or desires tofile shall be as follows:

    (a) For the Commission En Banc or Division, two (2) originalcopies with the complete annexes. *

    ,(b) Parties to cases before the Commission E n Banc or any if its

    Division are further required to submit, simultaneously with theirCommission-bound papers, soft copies of the pleading, motion andsimilar papers, which need not bg signed and can be in MS Word orother similar formats, and their annexes, the latter in PDF formatsaved as a single file' either by electronic mail, compact disc, flashdrive, or other similar portable containment devices.

    (c) In case of variance between the hard copy and the soft copysubmitted, the hard copy shall prevail. The party and/or his counselfound guilty of deliberately submitting varying copies shall besubject to the appropriate penalty, including direct contempt.

    (d) The Law Department, Clerk of the Commissi n or theElectoral Contests Adjudication Department (ECAD) is duty-boundto stamp two (2)receiving copies only.

    (e) Pleadings, motions and similar papers failing to complyherewith shall not be accepted.

    Section 5 . Annexes Served on Adverse Party. - A partyrequired by the rules to serve a copy of his Commission-boundpaper on the adverse party is required to enclose copies of thoseannexes.u% f................................

    Section 6. Date of Efectivify. - This rule shall take effect on 16January 2013 after publication in two newspapers of general. circulation in the Philippines."

    Let the Clerk of the Commission, the Electoral ContestsAdjudication Department (ECAD), Law Department, and Educationand Information Department (EID) iinplement this Resolution.
