d’Escoto, inc. was commissioned by the Chicago housing Authority to provide Owner representative Services for this renovation. the ralph J. Pomeroy Senior Apartments, built in 1923, sat vacant in Chicago’s historic Bryn Mawr district for six years until rehabilitation began in 2010. the entire interior of the building was renovated, from the first floor lobby and common areas, to the rooftop spaces. the number of living units was reduced from 125 to 105 to allow for more space per unit and comply with current accessibility requirements.

the Pomeroy project attained lEED Platinum certification through the use of geothermal wells, solar thermal and photovoltaic panels, heat recovery systems, green vegetative roofs, high-performance windows and envelope insulation, stormwater control, and Energy Star appliances. More than 90% of the project’s construction waste was diverted from landfills.

the ralph J. Pomeroy is now one of only 1,075 buildings worldwide to achieve lEED Platinum and one of 32 in illinois. the Pomeroy building is also the second Chicago Housing Authority senior building to achieve the title (Kenmore Senior Apartments earned the title in 2011).

the Pomeroy also earned a Silver Award in the Best renovation Category at the 2012 Multi-housing news Excellence Awards, and a Bronze Award at the 29th Annual Building Design and Construction reconstruction Awards.

As part of the Chicago housing Authority’s (ChA) “Plan for transformation” approximately 2,000 units scattered throughout the City of Chicago were selected to be fully renovated or made ready to provide decent, safe, and sanitary housing for the lower income community. these properties were all in existing buildings and each property was unique. As part of the renovation, 20 of the units were made ADA and huD compliant and an additional 130 are set to be completed in the future.

Our scope of services included providing project management, cost controls, estimating, scheduling, monitoring, reporting, and administration of the program. the field team provided leadership and coordination with bid package compilation, review and recommendations of bids, and field construction supervision. the project management team oversaw all work and ensured that work was completed in a satisfactory manner, on schedule, and within budget. Additional duties included acting as a liaison with the CHA, tenants, and property managers.

With the large number of units and stakeholders involved, coordination and communications were critical in order for d’Escoto, inc. to deliver a successful project to the ChA. We had individuals dedicated to record keeping and document controls so that at any time we could provide the ChA with the status of the program.

After conducting a preliminary ADA/504 assessment for the Charles A. hayes Family investment Center, the Chicago housing Authority (ChA) concluded that this facility was not fully ADA/504 compliant. d’Escoto, inc. was awarded this task order to provide primary design consultant services which includes a thorough ADA/504 assessment and subsequent design documents and construction administration. the current facility is two stories, approximately 36,400 sq. ft. in size and is generally used for administrative, classroom and community multi-purpose space.

Scope of work also includes: new fire alarm system, re-grading of parking lot, establishing an accessible route from public sidewalks to building entrances, upgrading existing restrooms and break rooms/kitchens to be ADA/504 compliant, and providing a ramp for the existing stage.

d’Escoto, inc. is the architect of record for this project and manages four design subcontractors: harley Ellis Devereaux (hED), architectural design; dbhMS, MEP design; EDi civil and environmental design; and AOn Fire Protection Engineering, fire and security design. As the lead of a diverse team we are collaborating with these design firms to provide overall program management, design documents, cost estimating, plan review, construction administration, permit coordination, reporting, and property inspections.

Our team is currently implementing a “triage” approach to this task order based program to ensure the client is getting the best valued services based on the particular requirements of each task order.

this effective innovation was developed in conjunction with hED and d’Escoto, inc. as part of our initial approach to this contract and has been met with client satisfaction. this has allowed our team to provide the appropriate level of time, money and resources saving the client a significant amount of unnecessary costs.

the gary housing Authority, Capital Construction Division sought out Owner’s representative services for their vacancy reduction Program. the program consisted of the complete demolition and renovation of 266 Single Family, Senior high-rise, row house, and Scattered Sites units. these units were designed to provide decent, safe and sanitary housing for the lower income community.

d’Escoto, inc. provided owner’s representation, construction management, cost controls, estimating, scheduling, monitoring, reporting, and administration of the entire program. the field team provided leadership and coordination along with construction supervision. the project management team oversaw all work and ensured that work was completed in a satisfactory manor, on schedule, and within budget. Additional duties included acting as liaison with the ghA, representative tenants, and property managers.

Due to our oversight we discovered that the previous scopes and estimates did not fit the ghA’s needs in the most efficient and cost effective manner. Our team took on the task of inspecting and re-evaluating the units and sites to determine the best course of action. those inspections produced scopes that were more accurate, detailed, and cost effective. the new scopes resulted in contracted savings which were then used to complete more units and to cover uninspected work that would have resulted in change orders.

d’Escoto, inc. has provided Owner’s representative Services and Construction Management Services to the unO Charter School network (unO-CSn) for the new construction of two schools, including the galewood Elementary School, and the rehabilitation and new opening of the rogers Park Campus formally known as St. Scholastica.

As the prime Or, d’Escoto, inc. provided project management, project controls, cost estimating, project engineering, construction supervision and inspection services, and document control with excellent staff of project managers, scheduler, cost estimator, project and office engineers, and construction superintendent. the building of the new $22 million galewood Elementary School was completed within an eight month period and was opened on time in September for the 2012-2013 school year.

d’Escoto, inc. was responsible for monitoring the budget and schedule, reviewing the submitted pay applications and change orders, supervising on-site construction contractor and subcontractors, and the coordination of all classroom and school office furniture.

As part of the Board’s Capital improvement Program, the Chicago Board of Education commissioned a Biennial Facility Assessment project for various Chicago Public Schools and facilities throughout the district, targeting over 300 locations.

the scope of work involves assessing the following elements; ADA compliance for accessibility, the exterior envelope, heating and cooling systems, electrical systems, plumbing systems, fire protection systems, interior spaces, and exterior grounds. Data elements collected by the team will be imported into a web enabled software program provided by the Board.

As part of the assessment team, d’Escoto, inc. is providing support services as it relates to the architectural, mechanical and plumbing assessments of the targeted locations. tasks include site visits to collect, organize, and input facility data as well as working with the QA Specialists to resolve issues with prior assessments. d’Escoto inc. staff is also responsible for recording all data line items as directed by the Architect and Engineer, gathering quantity take-offs, and collecting and organizing photographs of identified problem areas and hard copy documentation.

the university purchased the Chicago theological Seminary Building as a home base for the Department of Economics. the redevelopment of this gothic revival style building will create a total area of approximately 134,000 SF of renovation and additions. the university would like to preserve the architectural integrity of the structure yet renovate to accommodate their needs.

the building will house offices for the institute Director, Department Chair and their supporting staff, offices for faculty, research associates, post-doctoral, and graduate students, classroom, seminar, and conference facilities, library and computing facilities, and common areas for social interaction. the university has chosen to seek lEED certification.

this project approach is integrated Project Delivery with Design-Assist procurement to ensure a collaborative effect that maximizes design and construction teams expertise. in order to fully participate in the integrated Project Delivery approach, our team is using BiM (Building information Modeling) 3D software which helps us avoid common MEP issues and maintain the schedule.

d’Escoto, inc. provided detailed facility condition assessments of over 36 buildings (over 4,755,548 gross square feet) at the university of Chicago Medical Center.

the d’Escoto, inc. team’s responsibilities included documenting existing facility conditions related to the building envelope, major building systems and other facility elements; generating and documenting deficiency correction cost estimates and assessments of the remaining useful life of major buildings and generating and documenting a Facilities Condition index for each facility. Data was input into a scalable and updatable database to store compiled information and automate analysis for future capital planning.

in July 2011, d’Escoto, inc. was one of only four firms selected by the City of Chicago to provide construction engineering services for various sewer improvements under an initial $5 Million master contract. the contract is a five-year, task order based agreement, where qualified firms are given the opportunity to submit a pricing proposal for each issued task order. While we have pursued a great deal of task orders in the past, never have we been more fortunate with the number of projects and project-commited staff as we are now with the CDWM. the Main Sewer lining rehabilitation projects have included the inversion of cured-in-place, flexible, resin impregnated tubes into under performing existing sewers, catch basin laterals and structures. the sewer pipe sizes under the rehabilitation project range from 8” to 48” in diameter.

to accomplish the requirements of each project, d’Escoto, inc. is providing personnel at three levels; supervisory: capable of reviewing shop drawings/submittals and providing general oversight, resident engineer: capable of inspecting moderate to complex construction projects in the field and technician: providing assistance to the project engineer by ensuring all work is in compliance with the contract document standards and specifications, and maintains daily records of projects in planning and progress.

d’Escoto, inc. plans and coordinates future projects for rehabilitation, ensures sewers are adequate for sewer lining improvement or require new sewer installation, prepare and coordinate all project locations for contractor, reviews and verifies construction schedules and notes any deviance, monitors permitting activities, reviews and recommends pay applications as well as assist with budget plans for upcoming years, reviews safety plans, verifies QA/QC plans are executed properly and as-built documentation is correct at project closeout.

in 2011, the illinois tollway Board of Directors approved the 15-year, $12 billion capital program, Move illinois: the illinois tollway Driving the Future. Move illinois commits $2.2 billion to rebuilding and widening 62 of the Jane Addams Memorial tollway’s (i-90) 77 miles between rockford and O’hare which extend from near the Wisconsin border to the Kennedy Expressway (i-294), making it the longest interstate in the united States. Most of i-90’s infrastructure was originally built in the 1950s and although it has been repeatedly resurfaced and repaired, the pavement is near the end of its useful life.

the proposed improvements will improve safety with wider shoulder lanes and auxiliary lanes, increase capacity by an estimated 30,000 more vehicles per day, reduce congestion and thus improve travel times from Elgin to the Kennedy Expressway by nearly a half hour on average. the design required the addition of a fourth travel lane in each direction and either the rehabilitation or full reconstruction of various crossroad bridges and interchanges located within the project limits. the i-90 design also includes the inclusion of a park and ride feature operating with PACE.

d’Escoto, inc. was selected to provide the illinois tollway with Phase ii Civil Design Services for i-90 from the Elgin toll Plaza to the Kennedy Expressway (i-294) which included preparing the il-31 & il-25 interchange Design Concept Reports and cost estimates with various design and design impact alternatives. Our design engineers also prepared the earthwork quantities, retaining wall layouts and right of way impacts for the Master Plan.

A d’Escoto, inc. engineer provided structural design engineering support by designing multiple moment slab section scenarios in coordination with over 20,000 feet of a structural wall system, determined structural limits based on rOW constraints, drainage considerations, and the future implementation of intelligent transportation System structures. the design required the detailing of reinforcement needs within the moment slab and the calculation the load transfers associated with an MSE retaining wall. Our engineer also designed structural support for noise abatement walls to be mounted onto the MSE wall and the associated safety barrier.

Work on the segment of i-90 from Chicago to Elgin is scheduled to be complete by 2016.

d’Escoto, inc. provided Phase iii engineering services for various projects in iDOt’s District 2. Staff duties included inspection and documentation of pay quantities, quality assurance coordination and monitoring, maintaining a project diary, daily and weekly reports, daily quantities, field books, calculations, construction staking, and layout as necessary to assure the project was built per the plans and specifications.

d’Escoto, inc. provides construction management and project control services as part of the O’hare Modernization Program (OMP) Construction Management team led by Parsons Brinckerhoff Construction Services.

the City of Chicago has committed to a $6 billion capital investment plan for the expansion and renovation of O’hare international Airport. the plan will increase O’hare’s capacity by 60% and decrease delays by an estimated 79%. the plan includes the addition of four runways, the lengthening of two existing runways, the decommissioning of two existing runways with additional terminal space and two new air traffic control towers. When the OMP is complete, O’hare will have eight runways: six east-west parallel runways and two crosswind runways.

three major OMP runway projects have already been completed. in 2008, the OMP opened a 3,000-foot extension to O’hare’s busiest runway, a 7,500-foot long runway and a new air traffic control tower. All three projects opened on or ahead of schedule, and nearly $40 million under budget. this was due to the diligent Construction Management services provided and clear communication between all parties. O’Hare remains an active airport while construction activities are taking place, requiring detailed coordination of all activities with several entities, both public and private.

An additional runway, built to accommodate new, heavier aircrafts such as the Boeing 747-8 and Airbus A-380, is under construction and nearing completion. that runway is scheduled to be commissioned in late 2013 and will further reduce delays.

While this work takes place, design and planning work is underway for an additional runway and control tower. the remaining OMP completion phase projects include another new east-west runway and an extension to existing runway, both located on O’Hare’s north airfield.

the OMP team played an instrumental role in helping the CDA develop the Sustainable Design Manual(SDM) in 2003. the SDM was the first guidance manual in the aviation industry to apply sustainability across an entire program, develop a project rating system, and award the efforts of its design and construction teams.

Following the Sustainable Airports Manual, the OMP team managed the construction of O’hare Airport’s north airfield traffic control tower, the first in the u.S. to earn lEED Silver Certification. the use of high efficiency low-flow bathroom fixtures create an estimated annual savings of 7,000 gallons of water. the tower also includes plans to involve renewable energy opportunities throughout the next two years.

the tower’s base building incorporates a 8,910 square foot vegetated green roof, along with a 917 square foot vegetated roof on the Electrical Building, making it the first on-airport FAA facility in the nation to feature a vegetated roof.

in 2009, the OMP team aided the CDA in updating the SDM to form the Sustainable Airport Manual (SAM). the update identified lessons learned, airport case studies, and the u.S. green Building Council’s leadership in Energy and Environmental Design (lEED) 2009 green Building rating System reference Manual. SAM is constantly being expanded and revised and continues to be an increasingly adopted manual for airport operations worldwide.

the CArE+ team along with the CDA, has replaced conventional incandescent taxiway airfield lighting with new lED fixtures. they consume less electricity and also have a significantly longer lifespan, reducing the amount of maintenance hours.

the CArE+ team, in cooperation with the CDA, implement these upgrades after significant testing and piloting. Mock-up testing allows the CDA to optimize a replacement strategy for both illumination quality and maintenance costs on a small scale before widespread implementation.

the CArE+ team will also be involved in the CDA’s future development of consolidated rental car facilities at O’hare, once the current Midway rental car building is complete. Each facility will attain lEED Certification by including green roofs, energy efficient designs, stormwater treatment and recycling.

d’Escoto, inc. provided construction management services for the reconstruction of the Stony island and Bryn Mawr Metra stations. the Stony island & Bryn Mawr Stations are located on the South Chicago branch of the Metra Electric District. the stations are located between the inbound and outbound tracks under live catenary wiring. Construction was performed between daily rush hours with one track out of service. live vehicular traffic exists adjacent to both sides of each project. Metra’s pre-existing safety guidelines and construction procedures were utilized and monitored to ensure site and worker safety.

the project scope included management of the construction consulting team in performance of all administration including: the review of shop drawings and submissions, coordination and response to all requests for information and the coordination of all of the required progress meetings. d’Escoto, inc.’s services also included, preparing contract modification estimates, and offering interpretation of contract requirements.

Amtrak is developing a master plan for the years 2020, 2040, and 2060 in order to ensure the technology, facilities and infrastructure of their assets can be upgraded and maintained appropriately to reach their full potential life cycle while guaranteeing safety,

efficiency and reliability for passengers. the master plan will allow Amtrak to prioritize immediate and future needs while enabling its systems and operations to grow with future forecasting.

d’Escoto, inc. is providing construction administration and project management support for the Amtrak Chicago terminal Master Planning project. Detailed cost estimates are being provided for conceptual alternatives for Amtrak’s operations as well as demolition and reuse of existing buildings and facilities.

d’Escoto, inc. provided construction management services for the new BnSF logistics Park, a 770-acre intermodal facility at the site of the old Joliet Arsenal Development. the project scope included 26 miles of new track and signals for several utility and site contracts being built simultaneously. d’Escoto, inc.’s duties included pre-design, specification review, code enforcement, bid review, scheduling individual contracts to ensure completion schedule of entire project, contract management, and close-out.

the BnSF logistics Park posed a number of challenges, one being that the site is a direct connection to los Angeles, and is vital for transpacific trade coming to and from the South and East. the construction site could not interrupt the existing train traffic flowing throughout the area. Prior to the park being built, intermodal shipping freight made it to or from los Angeles in one day, but due to the inability of Chicago’s freight systems to effectively sort, truck and distribute containers, it was taking two days just to get through Chicago. the services that d’Escoto, inc. provided gave BnSF the ability to increase their unloading, sorting, stacking and trucking abilities to ensure a larger quantity of freight could come through Chicago, faster and more efficiently. the BnSF logistics Park, is now part of north America’s largest and most trafficked transportation hubs, with intermodal rail, passenger rail and trucking all in one central location with corporate distribution centers co-located.

d’Escoto, inc. provided construction management services for the relocation of two and a half miles of double track railroad north of irving Park road. this relocation was an enabling project to facilitate the extension of runway 10C/28C for the O’hare Modernization Program (OMP). the site location is just west of the old track, bounded by irving Park rd. to the south, york rd. to the West and thorndale rd. to the north. Movement of approximately 138,000 C.y. of soil, was needed for the preparation of sub-base as well as clearing and grubbing on 38 acres of surrounding property. uPrr provided continuous welded rail to the site for the construction of the Interim Rail.

this project was split into several different contracts which entailed construction of a temporary rail bridge, demolishing of existing rail bridge, and construction of a permanent rail bridge over Franklin Avenue.

the project scope included construction of 1,000 feet of temporary and permanent retaining walls, 2000 feet of embankment and installation of permanent rail and fastenings for the final rail alignment. Construction of the double railroad also consisted of: ditch, roadway and earth excavation/embankment, coordination and rerouting of utilities, temporary and permanent erosion control, drainage, duct bank placement, sub-ballast placement, reinforced box culvert installation, ditch channeling, rip rap, diversion of ditch, coffer dams, roadway construction, storm sewers, culverts, tunnels, grading, pavement marking, signals, and lighting.
