Overview for the Fall 2013 Administration of the Colorado Science and Social Studies Summative Assessment Field Test

Purpose of the Colorado Science and Social Studies Summative Assessment Field Test

Colorado’s science and social studies summative assessments are large-scale, standardized achievement tests. The purpose of these assessments is to provide an annual measure of student performance relative to the Colorado Academic Standards. These assessments must be administered under standardized conditions to ensure the reliability and validity of results.

The Summative Assessment will be administered operationally for the first time in Spring 2014. The Summative Assessment will be operational in Fall 2014 for High School students. Response data collected from the Fall 2013 field test will inform construction of the operational assessments. Results will be used to identify items that are suitable for use in operational testing. Although districts will not be receiving student scores or other results from the field test administration, your participation is critical in making the new summative assessments of the highest quality possible.

This manual describes the procedures for Test Proctors to follow in administering the online Summative Assessment Field Test. You must carefully read this manual prior to administering any Summative field test assessment. Test administration policies and procedures must be followed as written so that all testing conditions are uniform statewide. The guidelines and test administration script provided in this manual ensure that every student in Colorado receives the same standard directions during the administration of the test.

responsibilities of the Summative Assessment Field Test Proctor

The primary responsibility of the Test Proctor is to provide a standardized, ethical administration of the Summative Assessment Field Test. This will ensure that every student has an equal opportunity to demonstrate, within the standard conditions provided to all students in Colorado, what he or she knows and is able to do.

Results from the Fall 2013 Summative Assessment Field Test will be used to identify items suitable for operational testing in 2014.

Test Proctor Responsibilities Checklist:

Before Testing:

❏ Attend the trainings provided by the Colorado Department of Education (CDE) for proper testing procedures, using the PearsonAccess administrative management website: http://www.pearsonaccess.com/co.

❏ Review the Summative Assessment Field Test Proctor’s Manual.

❏ Download and administer the ePATs (practice testing environments) prior to testing. Due to the newness of computer-based testing, districts are strongly encouraged to give students time to practice the tests before actual testing. The ePATs will help students navigate through the online testing environment and use the embedded supports on the day of testing.

ePAT software does not need to be installed or downloaded; the tutorials are available over the Internet on PearsonAccess, in the browser-based TestNav 7.5. For a list of hardware and software requirements to run TestNav, please consult http://www.pearsononlinetesting.com/TestNav/7/requirements_testnav_7_5_10.html.

❏ Download test content (proctor cache). Proctor caching is recommended no later than the day before starting the test session. Instructions can be found in the TestNav 7 Proctor Caching User Guide, available at http://www.pearsonaccess.com/co > Support.

❏ Receive Student Authorization Tickets from SACs.

❏ Prepare the testing environment. Observe that all posters and visual aids have been covered or removed and nothing is taped or placed on the students’ desks.

❏ Read aloud the Proctor “SAY” directions exactly as printed in the Summative Assessment Field Test Proctor’s Manual.

❏ Administer the online test and manage test sessions. Managing test sessions includes starting and stopping the session, and resuming the student’s test after a temporary stop in testing. Monitor student status frequently to ensure all students are, and remain in, started status during the online testing process.

❏ Answer student questions related to TestNav functionality and test procedure. Do not answer any questions related to the content of the assessment.

❏ Maintain the security of Student Authorization Tickets, from receipt before testing to collection after each test session.

After Testing:

❏ Check sessions to ensure all students are in “Completed” status, indicating that tests have been submitted.

❏ Remove any untested students from the sessions.

❏ Stop the testing session in PearsonAccess.

❏ Collect Student Authorization Tickets after each test session and deliver them to the SAC.

❏ Report any unusual circumstances or breaches of test security regulations to the SAC and/or the DAC.

Standard Conditions for a Standardized Test

The Summative Assessment Field Test must be administered to all students in Colorado in a standardized manner. The Test Proctor must prepare and maintain a secure testing environment that provides standard testing conditions for all students taking the Summative Assessment Field Test.

It is recommended that 12th grade students do not take the Science and Social Studies assessments on the same day, to reduce the potential for testing fatigue. However, districts may choose to test both content areas in one day.

All students in the testing room must be read the Proctor “SAY” instructions and start the test at the same time. Depending on the district, exceptions may be made for late-arriving students. See section “Late-Arriving Students” on page 9 of this manual.

If a student becomes ill during a test administration, the Test Proctor will exit the test and mark it as complete. See section “Conclude the Online Test Session” on page 17 for instructions. The student may make up any incomplete or missed sessions at a later time. The student will be able to resume the test session, and may return to previous questions to review his or her work.

If test security has been violated, the test may be invalidated. See section “Test Irregularities” on page 8 of this manual for more information.

Prohibited Items

Electronic communication devices are not allowed in the testing environment during testing. Examples include, but are not limited to, cell phones, digital cameras, handheld scanners, electronic readers, and music devices.

Note: Technology staff, such as district Technology Coordinators, are not prohibited from using electronic communication devices. They may use such devices, including tablet computers, to manage test sessions and resolve online testing issues.

Students may not bring in calculators.

Students are also prohibited from bringing scratch paper and writing implements, such as pencils, pens, or highlighters, into the testing room.

Electronic communication devices—including, but not limited to, cell phones, digital cameras, and handheld scanners—are not allowed in the testing environment during testing.

Preparing the Testing Environment

• Testing rooms should be well lit, well ventilated, quiet, and comfortable.

• Each student must have enough space in which to work, and no characteristic of the room’s environment should hinder any student’s test performance.

• Each student should be sufficiently separated from other students to work without distraction. Dividers or carrels may be used to divide students, if necessary.

• A “Testing—Do Not Disturb” sign should be posted outside the testing room.

• Bulletin boards and instructional displays that might be a source of direct answers must be covered or removed during testing. Any rooms to which students may be relocated must also be prepared.

• A clock or stop watch must be available to monitor the test period.

• Students must not be able to see each other’s work from a normal testing position. If students cannot be placed far enough away from each other to prevent this, dividing screens may be used.

Preparing Students for Testing

Students must not have any materials except for their Student Authorization Ticket, a computer, monitor, mouse, and keyboard. If students are testing at their regular classroom desks, all other materials must be removed from the desk before testing begins.

Accommodations

Accommodations will not be available for the Fall 2013 Summative Assessment Field Test, but will be in place for operational testing in Spring 2014.

Important Precautions during Testing

The following procedures must be observed:

• Do not provide feedback, including any hint about the correctness of a response or any guidance.

• Do not coach, edit, or point out errors in student work.

• Do not encourage students to change their responses through tone, gesture, questions or statements such as “Are you sure?” or “Look at that again.”

• Do not clarify test items.

• Do not answer content-related questions.

• Do not interfere with the demonstration of skills.

• Do not interact with students in any way unless they are behaving in a manner that is unsafe, disruptive, or might result in tests being invalidated. However, limited interaction with students on the subject of TestNav functionality (but not content) is acceptable.

Ethical Practices

All licensed Colorado educators and Test Proctors must conform to ethical practice when administering the Summative Assessment Field Test. Ethical practice is defined by the American Heritage and Merriam-Webster dictionaries as “the accepted professional standards of conduct with respect to the rightness and wrongness of their actions and the goodness and badness of the motives and ends of such actions.”

Quality instruction will produce quality student performance on state tests. While teaching test-taking strategies and providing some regular instruction using formats similar to those found on standardized tests is appropriate, instruction that is explicitly designed as practice for the Summative Assessment Field Test (i.e., “teaching to the test”) provides students with negative messages about what is important to their education and performance. This is not considered ethical practice. Further clarification regarding appropriate test preparation is provided in the table below.

Administering the High School Science Test

Note: Student Authorization Tickets are secure test materials and must be turned in after each test session.

Student Authorization Tickets contain the URL that students must enter into a browser to access TestNav, and the unique username and test code needed to log in to take the test. Student Authorization Tickets must be stored in a secure location prior to and after the test administration.

Test Security

Security requirements

Test security must be maintained before, during, and after test administration. Security requirements include making sure that:

• a documented chain of custody is maintained, and

• all students take the Summative Assessment Field Test in a standardized manner per state requirements and instructions in this manual.

Test Proctors are expected to ensure that Student Authorization Tickets are not left in open or unattended areas. No tickets are to leave the school building.

Online tests are not to be viewed prior to the test session by anyone. Proctors must not view test content or test items. Only students being tested are allowed to access the test at the time of testing. Students must not have access to the online test forms before the scheduled test session begins. Once a test is started during test administration, no one other than the student taking the test is allowed to view that student’s screen. Students are not to disclose test contents to teachers, Test Proctors, or any school personnel. Teachers are not allowed to answer questions about the test items at any time (during or after testing). Teachers may, however, answer questions about test directions or procedure.

It is prohibited to use secure test items as instructional tools or for student “practice,” either verbatim as written, or in reworded form.

Technology staff, such as District Technology Coordinators, are not prohibited from using electronic communication devices. They may use electronic communication devices to manage test sessions and resolve online testing issues.

Chain of Custody

A documented chain of custody must be maintained for all Student Authorization Tickets before, during, and after test administration. The following are chain of custody requirements for the Summative Assessment Field Test administration:

• The SAC is responsible for the printing and distribution of Student Authorization Tickets to Test Proctors.

• Test Proctors must collect the Student Authorization Tickets after each testing session and give them to the SAC. The SAC will, in turn, deliver the tickets to the DAC for secure destruction.

Summative Assessment Field Test Proctor’s Manuals do not contain secure information and may be destroyed or recycled.

Test Irregularities

Test incidents that violate test security must be reported to the SAC and/or the DAC after the test session. Reasons for reporting test incidents include, but are not limited to, the following:

• If a student cheats;

• If test security is violated;

• If improper test administration occurs; or

• If students are tested outside the testing window.

Time limits Policies and Procedures

Students will be provided time in which to complete the High School Science Field Test. Students must complete the test within the same school day. Summative Assessment Field Test time limits policies and procedures are described below.

untimed Testing

Time should not be a constraint on students demonstrating what they know and are able to do. Since the Summative Assessment Field Test is untimed, each student must be allowed to have as much time as necessary to productively engage in the assessment and answer test items.

The test period will start when the Test Proctor has read the “SAY” directions and tells students to begin working on their tests. Districts may establish starting times for testing. For planning purposes, Test Proctors can estimate an hour and 30 minutes for distributing materials, reading directions, and administering the field test.

Each student must be allowed to work at his or her individual speed. Students must NOT be directed to speed up or slow down.

Summative Assessment Field Test Proctor “SAY” directions

Test Proctors must distribute materials and read the bolded, scripted “SAY” directions before students begin taking the assessment.

late-Arriving Students

A student who arrives after testing has begun may be tested if sufficient time remains and if the student has not had contact with any other student who has already completed the same test. SACs will need to determine if a late-arriving student will have time to test during that school day or if the student needs to test during a make-up session.

Each student must be allowed time in which to take the test. Students who begin testing after others have started will have a later stop time.

Stops in Testing

• Temporary stop for an individual student

• a student leaving the test session to go to the bathroom

During testing, only one student at a time should be allowed to leave the room. If a student leaves the testing room for an extended period of time and returns, the Test Proctor must decide whether confidentiality has been breached and if it is appropriate for the student to continue testing.

The student does not need to exit the test before taking a bathroom break. Tests may be left open for temporary stops, but monitors must be covered with a sheet of paper, folder, or other material until the student returns. However, as a reminder, the student will be automatically exited from the test after 20 minutes of inactivity.

• Interruptions to the test session

• emergency situations that significantly interrupt testing

• medical situations

Students must exit their tests before leaving because of an emergency or medical situation. To exit the test, students click the Exit Test button at the top-right corner of the screen, click the radio button next to “I want to exit this test and finish later,” and then click the Finish Later button. Students must NOT choose the option to submit the test and click the Final Submit button at this time. The Test Proctor must assist students who need help exiting their test. When students return, the Test Proctor must resume the test session. For instructions on how to resume a test session, see page 12 of this manual.

In the event of a schoolwide emergency that causes a disruption in testing, ensuring the safety of students is top priority. Students should leave the testing rooms and go quietly outside, following the school’s regulations for exiting the building. Test Proctors should not instruct students to exit their test sessions.

Students do not need to exit the test for temporary stops, but keep the student’s monitor covered until the student returns.

Preparing for Online Test Administration

Before Testing

Check with Your SAC

Verify with the SAC that the Test Proctor is responsible for proctor caching.

Prior to the test session, Student Authorization Tickets are checked out on the COC form from the SAC. If you are a Test Proctor for multiple sessions, keep the tickets grouped by session.

Preparing Students for Testing

The Test Proctor must prepare students for testing by:

• administering the ePAT prior to testing day

• helping students approach testing in a relaxed, positive way

• encouraging students to put forth their best efforts

Test Proctors may answer questions about test directions or procedures before, during, and after the test. Test Proctors are never allowed to answer any questions related to the content of the test itself. Unless specifically directed to do so by test administration procedures, Test Proctors are not allowed to do the following:

• translate test questions or passages into another language

• rephrase or add information to questions or the prompt

• view or discuss test questions with anyone before, during, or after testing

• score test questions or discuss with students how they performed

On the Testing day

log into PearsonAccess

Log into PearsonAccess by going to http://www.pearsonaccess.com/co.

• Click Sign In.

• Enter the user name and password provided by your SAC.

Start the Test Session in PearsonAccess

Immediately prior to testing, Test Proctors must provide each student with his or her own Student Authorization Ticket.

A test session must be started before students in the test session can log in and begin taking a test online. To start a test session, log into PearsonAccess and follow these steps.

1. Go to Test Management > Manage Test Sessions.

2. Select “Test Sessions” from the View By options set.

3. Click the session name to go to the Session Details screen.

4. Click Start.

5. Click Yes – Start Session.

Once the test session is started, the student will launch a browser, enter the TestNav URL and log in using the username and test code provided in the Student Authorization Ticket.

Test Proctors will guide students through logging in to TestNav and beginning the test.

Note: Test Proctors should remind students that they should finish the test and be satisfied with their responses before submitting their tests. If a student clicks the Final Submit button by mistake, the Test Proctor must call Pearson at 1-888-687-4759.

Monitor the Online Test Session

Test Proctors need to walk around the room during the test to make sure that students are progressing in the test.

Test Proctors may assist individual students by re-reading scripted directions from this manual.

Test Proctors can monitor student progress by watching the Status column on the Session Details screen.

• The entries in the Status column are not updated automatically.

• Test Proctors must click the Refresh link in the Status column to update the status of all students in the test session.

• As students begin to log in and start the test, the Status column next to the student’s name may show one of the following:

Status Explanation

ready Student has not yet started the test.

Active Student has logged in and started the test.

Exited Student has saved and exited the test but has not completed the test.

resumed Test has been resumed.

Submitted Student has finished the test and submitted the answers.

Completed The student’s test has been completed and all responses have been received by Pearson.

Marked Complete Test Proctor marked the test complete.

The Status column is not updated automatically. Test Proctors must click Refresh to update the status of all students in the test session.

Stop and resume Test Sessions

If there is an emergency or an interruption to the test session, the student should click Exit Test at the top-right corner of the screen, click the radio button next to “I want to exit this test and finish later,” and then click Finish Later.

TestNav allows 20 minutes of inactivity before exiting the student from the test. The test will be closed and the student will be listed in “Exited” status in the Session Details screen. Test Proctors must resume the student’s test before the student can continue with the same test. A student cannot resume a test until a Test Proctor authorizes the student to do so.

To resume a student’s test, follow these steps on PearsonAccess using the Proctor computer.

• Go to Test Management > Manage Test Sessions.

• Select “Test Sessions” from the View By options set.

• Click the session name to go to the Session Details screen.

• Select the checkbox for the student on the Session Details screen.

• Select the Resume Test button next to the student’s name. The Status column should display a purple “Resumed” to indicate that the students test can be resumed.

Note: You cannot resume a student who has a “ready,” “resumed,” “Submitted,” “Marked Complete,” or “Completed” status.

• Exit and relaunch the student’s browser. The student will need to log in using the same username and test code from the Student Authorization Ticket.

The system will upload any saved test responses that the student entered after the interruption when the connection to the Pearson testing server is reestablished.

Note: during testing, only one student at a time should be allowed to leave the room.

If there is a technical problem, contact the local technology coordinator (the School or District Technology Coordinator).

For any problems involving PearsonAccess or TestNav, or if a student clicks the Final Submit button by mistake, the Test Proctor must call Pearson at 1-888-687-4759.

Test Proctors must resume the student’s test before the student can continue.

Proctor “SAY” directions

The Test Proctor must read aloud WORD FOR WORD the material printed in bold type and preceded by the word “SAY.” You may repeat the directions as many times as needed. The material in italics is information meant for you and should not be read aloud to students.

The test administration symbols shown below are used throughout the “SAY” directions.

The directions you are to read aloud to

students are preceded by and are printed

in bold type.

This symbol accompanies anything concerning

the timing of the test.

Each student must be given their Student Authorization Ticket. If a student arrives in your test session and you do not have a ticket for that student, immediately contact your SAC.

Today you will be taking the High School Science field test assessment. You will be taking this test using the online testing system. It is important that you do your best on this test.

You will get a Student Authorization Ticket. Find your name on the ticket next to Student Name. If your name is not on the ticket, please raise your hand.

look at your computer screen. Open a browser and type in the url exactly as it appears on your Student Authorization Ticket to access the TestNav online testing system. The TestNav login screen should now be on your computer screen.

Make sure that all students show the TestNav Login screen on their monitors.

using the information found on the Student Authorization Ticket, type your username in the username field exactly as it appears on the ticket.

Pause while students locate their username on the Student Authorization Ticket and type it into the field on the computer screen.

Type the test code in the Test Code field exactly as it appears on the Student Authorization Ticket. Click the login button. If you receive an error message, please raise your hand.

Assist any students having problems with the login process. Ensure that students are entering their username and test code exactly as they appear on their Student Authorization Tickets. When all students are logged in, continue.

Once you have successfully logged in, you will see a screen that says “Fall 2013 Summative Field Test, High School Science.” does everyone see “High School Science” on the screen?

Assist any students who do not see the words “High School Science” on their screen.

Make sure your name appears in the top-right corner of the screen. If you don’t see your name, please raise your hand.

Assist any students who do not see their names displayed at the top of the screen. If a different name appears for a student on his or her TestNav screen, have the student exit the test. After reading the rest of the Proctor “SAY” instructions and after the other students have started testing, contact your SAC. The SAC should call Pearson’s help line to resolve the issue.

Click the Next button at the bottom of this screen. Now you will see a set of sample questions.

The sample questions show examples of questions that will be on the test. read the first sample question to yourself. When you are done reading the sample, click on the correct answer.

Allow students time to read the sample question and click on an answer.

If you want to change your answer, simply click on another answer choice.

Pause.

Click the Next button in the lower right corner of your screen.

Allow students a few moments to click Next.

read the second sample question to yourself. When you are done reading the sample, drag the column headings into the top row to complete the table.

Allow students time to read and complete the sample question.

After you have answered the question, click the Next button in the lower right corner of your screen.

Allow students a few moments to click Next.

You will see a STOP screen. do not click Next. Are there any questions?

Pause to answer any questions before continuing.

Test Proctors are not allowed to answer any questions related to the content of the test itself. If a student asks a question that you are not permitted to answer, you may respond, “I can’t answer that for you; just do the best you can.”

You will take the High School Science assessment by yourself. As you take the test, be sure to mark your answer for each question. I cannot help you answer any test questions. You may not know the answers to all the questions. If you do not know the answer to a question, choose the answer you think might be correct. At the bottom of the screen is a Flag for review button. Clicking the Flag for review button marks a test question so that you can go back to it later, if you choose. Think carefully about your answers.

All the questions that you marked with Flag for review will show up at the end of the test on the Section review screen. This screen will show you whether you have answered all the questions. You may check over your work and make any changes to your answers. When you are reviewing the questions, you can return to the Section review screen by clicking on the Section review button. Are there any questions?

Pause to answer any questions and then continue.

Only after you have finished reviewing your questions, click Next Section. The screen will show a survey for you to complete. When you have finished the survey, click the Exit Test button on the Test Overview screen to end the test and submit your answers. When you are certain that you have finished your test and are satisfied with your answers, select the option that reads “I am finished with this test and I want to submit my final answers” and click the Final Submit button. Are there any questions?

Pause to answer any questions and then continue.

While you are working on the test, I will be quietly moving around the room to make sure you are following the directions and working independently. When you have submitted your test, stay in your seat and raise your hand. I will come to help you close the test application. do not talk to anyone while others are still taking the test.

You are not to discuss the test questions or answer choices with anyone during the test, during breaks, or after you have submitted your test. does anyone have any questions?

Pause to answer any questions and then continue.

If there are no more questions, you may click the Next Section button to begin the test.

Record the start time. Refer to the “Time Limits Policies and Procedures” section on page 8 of this manual for information on breaks. During breaks, online tests must be exited and resumed according to the procedures outlined in this manual.

After all students have submitted their tests, the Test Proctor may stop the test session. See the “Completing the Online Administration Process” section on page 17 of this manual for instructions on stopping a test session.

The Test Proctor must also collect all Student Authorization Tickets. These materials must be returned to the SAC for secure destruction after testing is completed.

Completing the Online Administration Process

Conclude the Online Test Session

A student’s test will be submitted for scoring as soon as the student clicks the Final Submit button. After a student has clicked Final Submit, that student’s status in PearsonAccess will automatically be updated to “Completed”in the Status column on the Student Test Details screen. If a student clicks the Final Submit button by mistake, the Test Proctor must call Pearson’s help line.

Students who cannot finish their tests due to illness or a testing irregularity should not click the Final Submit button. The test should be exited and marked as complete by the Test Proctor. Test Proctors can mark a test complete by selecting the checkbox for the student(s) on the Session Details screen and clicking the Mark Test Complete button.

After all students have submitted their tests, stop the session.

• All students in the session must be in “Completed”or “Marked Complete” status.

• Click the Stop button located on the upper-left corner of the Session Details screen to close the test session.

return All Student Authorization Tickets to the SAC

Student Authorization Tickets must be returned to the SAC after the test session. These testing materials are considered secure and will be destroyed by the DAC.
