ISANG linggo na ang nakalilipas nang magtungo sa bansang America si Pangulong Benigno “Noynoy”

Aquino III upang dumalo sa US-ASEAN (Association of South East Asian Na-tions) at makipagpulong sa matataas na lider ng ibang bansa.

Sa kanyang pagbabalik sa bansa noong Martes, masaya ang naging pagsalubong dito ng mga miyembro ng kanyang Gabinete dahil na rin sa natanggap ng mga itong balita tungkol sa naging resulta ng unang biyahe ni President Aquino sa labas ng bansa.

Umaabot kasi sa 43,650 bagong trabaho ang naghihintay para sa ating mga kababayan at tinatayang US$2.7-bilyon ang makukuha nating foreign investments mula sa mga negosyanteng maglalagay ng bagong kabuhayan para sa ating bansa.

Masasabi nating naging matagumpay ang unang biyahe sa labas ng bansa ni Pangulong Aquino bagama’t gumastos man tayo nang hindi gaano kalaking halaga ay nasuklian naman ito ng mas

maraming biyaya.Sa naging talumpati pa ni P.Noy,

sinabi nito na marami sa mga foreign in-vestors ang naniniwala sa kakayahan ng bagong administrasyon kaya’t desidido ang mga ito na maglagay ng panibagong negosyo sa ating bansa.

Hinikayat din ng pangulo ang kanyang mga kritiko na sa halip na magsabi ng mga negatibong panan-alita ay makiisa na lamang sa kanyang administrasyon nang sa gayon ay mas lalo pang magiging madali para sa atin ang pag-unlad.

Maging ang mga miyembro ng Sena-do ay nagalak din sa naging tagumpay na ito ni Pangulong Aquino at ayon pa nga sa mga ito, kapag nagtuluy-tuloy

ang ganitong achievements ni P.Noy ay hindi na magtatagal at tuluyan na rin tayong aasenso.

Ang kagandahan pa nito, hindi la-mang ang mga nanunungkulan ngayon ang nakadarama ng pag-unlad sa ating ekonomiya dahil ibinabalik ito ng ating pangulo sa pamamagitan ng pagbibigay ng mas maraming trabaho.

Mapapansin din na simula nang manumpa si Pangulong Aquino noong June 30 ay patuloy ang naging pag-angat ng ating ekonomiya dahil na rin sa ipinakikita nitong dedikasyon na mapaunlad ang Pilipinas.

Sana ay magtuloy-tuloy na ang nakakatamtam nating kaginhawaan sa buhay nang sa gayon ay malampasan na natin ang ilang dekadang paghihirap na ang labis na naaapektuhan ay ang mahihirap nating kababayan!

Dagdag benepisyo para sa ‘unsung heroes’

TAMA ang ginawang panukala ng bagitong mambabatas na si Negros Occidental Rep. Alfred Benitez nang iakda ang House Bill 2394 o ang “Magna Carta for Barangay Health Workers” na naglalayong bigyan ng dagdag na benepisyo at insentibo ang mga health workers.

Maganda ang ginawang pagkilala ni Cong. Benitez sa mahalagang papel ng health workers sa pagdadala ng serbisyo hindi lang sa kanilang nasasakupan kundi maging sa mga liblib na lugar na hindi na napupuntahan ng mga manggagamot.

Walang dudang kailangan talagang mabigyan ng karagda-gang benepisyo ang health workers dahil sila man ay dapat ituring na “unsung heroes.” Ang kanilang karagdagang gawain bunga ng kakulangan ng public health workers ay dapat kilalanin at hangaan sa pamamagitan naman ng pagbibigay ng insentibo at benepisyo.

Sa kasalukuyan, pawang mga boluntaryo ang health workers sa bansa at nabibigyan lang ang mga ito ng maliit na allowance mula sa local na pamahalaan. Wala man lang silang natatanggap na health coverage o iba pang benepisyo na tinatanggap naman ng ibang public health workers.

Kaya naman, sinabi ni Cong. Benitez na nakakahiyang hindi man lang makatanggap ng health insurance ang barangay health workers sa kabila ng kanilang walang kapaguran sa paglilingkod sa kapwa mamamayan. Kung sakaling magkasakit sila, hindi man lang sila libre sa mga pagamutan at malibre sa gamot na kanilang kakailanganin.

Bunga nga nito, ipinanukala ni Cong. Benitez sa HB 2394 na maisama sa Philhealth coverage ang barangay health workers at ang kanilang asawa at mga anak.

Maganda rin ang bahagi ng panukala na nag-uutos sa Philippine Charity Sweepstakes Office (PCSO) at Department of Social Welfare and Development (DSWD) na unahin o bigyang prayoridad ang barangay health workers sa kanilang ipinamamahaging tulong medical at libreng taunang medical examination.

Walang dudang dapat lang na mabigyan ng “privilege cards” ang barangay health workers na magsisilbi ring iden-tification card ng mga ito sa kanilang pagkuha ng benepisyo na napapaloob sa panukalang batas.

Isinama rin ni Benitez sa kanyang panukala ang iba pang benepisyo na dapat pakinabangan ng isang barangay health worker tulad ng pangunahing pagsasanay sa gawain ng ba-rangay health worker, pagkilala sa kanilang husay at galing, hazard allowance, pagmiyembro sa GSIS, libreng abogado, benepisyo sa pag-aaral ng kanilang mga anak at mga katulad na tulong o benepisyo.

Kaya naman sigurado ang mambabatas na kapag naibigay ang lahat ng mga benepisyo na ito kasama ang pagkilala sa kadakilaan ng mga health workers, ay tiyak na marami na sa mga kakilala ng mga ito ang boluntaryong sasali sa dumaraming bilang ng mga health workers sa mga malalayong lugar.

To buy time, the Philippine Mining Development Corpora-tion (PMDC), the state agency that manages the Mt. Diwalwal gold mining project, postponed the bidding from May 14 to June 7; and then, later, to July 30.

PMDC said they had to wait for the next administration to decide on Mt. Diwalwal and to allow prequalified bidders to do a thorough “due diligence” study.

“Gilipat-lipat mi ani sa gobyerno (We were given the run around by the government),” Reynaldo Elijorde, chairman of the Nagkahiusang Katawhan sa Diwalwal (United People in Diwalwal) or Nagkadiwa told Davao Today.

On June 22, at least six local organizations gathered to oppose the bidding and take over of a large-scale mining firm in Mt. Diwata, said Nagkadiwa’s Elijorde.

Active protests here belie PMDC’s claim that it had already obtained the consent of the community. The unrest may go full-blown if the villagers are pushed to the fringes because of the government action.

Large-scale bidThe renewed tension in Mt. Diwata springs from the gov-

ernment’s plan to bid the high-grade gold veins beneath the populated 729-hectare gold rush area to mining giants.

In April, PMDC has pre-qualified four giant firms who expressed interest in Mt. Diwata. The 729-hectare area is the fourth site within the 8,100-hectare Diwalwal Mineral Reservation Area to be auctioned off in a span of one year. The mining reservation site was declared under full govern-ment control in 2002.

Earlier studies have placed the estimated gold reserves in Diwalwal from US$1 billion to US$18 billion.

The winning private investor, according to the PMDC’s terms of reference (TOR), would mine the site through a joint operating agreement with the PMDC for 25 years. The contract is renewable for another 25 years. The bid requires from investors bank-approved credit line of at least P500 million among others and a minimum bidding rate of no less than P300 million.

Big mining firms threaten to displace thousands

ABANTERO Angelito Velasco, 59, braved Mt. Diwalwal two decades ago when he worked as a miner in this contested gold-rush highland known for its killer landslides and murders. But Velasco eventually came to settle here, chipping the veins for gold in the dangerous mine tunnels in this village some six-hour ride from Davao City.

“Our work is hard but we have no other means,” Velasco told Davao Today in an interview. “This is our lifeblood even if it is very dangerous.”

He said to be out of Mt. Diwalwal with no livelihood is equally “fatal” like the cave-ins that oftentimes occur in the area.

After eight years of government control, the mineral reservation site in Mt. Diwalwal has been eyed by big inter-est groups, leaving Velasco and more than 40,000 villagers in a constant threat of displacement. Small miners resent government’s policy allowing big private mining firms to take over the site.

Towards the end of Pres. Gloria Arroyo’s term, the gov-ernment plans to hastily bid the 729-hectare gold rush site to

Manila-based environment group Kalikasan said on June 9 that of the four prequalified bidders, the Philex Mining Corp would most likely win. Philex is the country’s largest mining firm which figured in a mining disaster in Northern Luzon where it operates Benguet mines. Other firms prequalified to bid included the APC Group Inc./South China Resources Inc., the Carrascal Nickel Corporation and the construction firm FF Cruz & Co. Inc.

The winning bidder will tap the area underneath the 729-hectare populated gold-rush site which largely remained untapped at present.

But to Elijorde’s wife, Dailen, 43, the project site sits right below where her family’s and the villagers’ houses stand. It is also below the designated area for small-scale miners who have made a living here since the early 80s. Bulatlat.com

Aquino to blast suspects: Surrender“THE full resources of the state are being unleashed

against you. Surrender!”President Aquino yesterday issued this stern warn-

ing to the perpetrators of Sunday's blast, which injured over 40 people and caused a law student's legs to be amputated.

Aquino, who visited San Sebastian College law student Raissa Laurel and other victims of the explosion, said he has taken a “personal interest” in the case and has tasked National Bureau of Investigation (NBI) director Magtanggol Gatdula and Manila Police District director, Chief Supt. Roberto Rongavilla to make the resolution of the case a “top priority.”

Laurel's legs had to be amputated because of the explosion, which authorities said was caused by an “atis” type grenade. Authorities are investigating whether a feud between two fraternities was behind the blast.

“To those of you who are guilty: The full resources of the state are being unleashed against you. Surrender,” the president said in a statement.

“Do not add to the troubles you are now facing. Oth-erwise, I have no doubt that you will be caught. You will

not escape the consequences of your actions.”The President said he considers the incident a hei-

nous crime because many of the victims were women and students “preparing for their futures as productive citizens of our country.”

“Society bears an added responsibility for caring for women and the youth,” he said.

Aquino said he has tasked the Presidential Manage-ment Staff (PMS) to render all possible assistance to the victims. As he expressed his sympathies for the victims, the President said he is confident that “despite what happened to them, their futures will be bright.”

The Supreme Court is also conducting a parallel investigation into the incident.

The Chief Executive has assured Laurel that the government will prioritize the inquiry into the explo-sion that marred the end of the Bar examinations at the De La Salle University on Taft Avenue, Manila last Sunday.

Meanwhile, members of the National Capital Region Police Office flocked to the hospitals, where victims of the blast are confined, to donate blood.

Prosecutors seek exemption from Comelec gun ban

THE 2,000-strong National Prosecutors League of the Philippines (NPLP) has asked the Commission on Elections (Comelec) to exempt public prosecutors from the gun ban for the scheduled barangay and Sangguniang Kabataan (SK) elections.

NPLP president Jonathan Lledo said the appeal stemmed from the request of the group’s members that they be allowed to protect themselves, citing the still unresolved attacks on prosecutors in Iligan City and Cagayan de Oro.

“To date Prosecutor Macadatar Marsangca’s killer have yet to be brought to justice. We have been flooded by request from fiscals (prosecutors) to urge Comelec to issue the exemption,” he said. Marsangca was killed last August in Iligan City.

Two weeks before the killing of Marsangca, Prosecu-tor Irene Meso was also abducted by three unidentified armed men on July 20 in front of her children’s school in Cagayan de Oro.

Justice Secretary Leila de Lima has said that this is “certainly a cause for serious concern in our department, targeting our prosecutors, harassing and killing them. I’m going to discuss this very seriously and thoroughly with our National Prosecution Service, especially Pros-ecutor General (Claro) Arellano and our high-ranking prosecutors how to address this situation.”

GMA not attending impeachment hearings

FORMER President and now Pampanga Rep. Gloria Macapagal-Arroyo will not be attending the impeachment proceedings against Ombuds-man Merceditas Gutierrez, her spokesperson said yesterday.

Elena Bautista-Horn, Arroyo’s chief of staff and spokesperson, said Arroyo is inhibiting herself from the hearings so as not to “put colors” on the proceedings.

Bautista-Horn said she does not know if other members of the Arroyo family will be attending the hearings.

In previous hearings, no member of the Arroyo family in the House of Representatives was seen during the proceedings.

Arroyo, her sons Camarines Sur Rep. Diosdado ‘Dato’ Arroyo and Ang Galing Pinoy partylist Rep. Juan Miguel ‘Mikey’ Arroyo, and her brother-in-law, Negros Occidental Rep. Ignacio Arroyo Jr. are not members of the justice committee that is hearing the two impeachment complaints against Gutierrez.

However, being members of the House, they can participate in the hearing but without vot-ing powers.

Arroyo, when asked by reporters after the com-mittee hearing for her proposed bill against drunk drivers, refused to comment on the impeachment case against Gutierrez. Arroyo’s husband, former First Gentleman Jose Miguel Arroyo, is a batch-mate of Gutierrez at the Ateneo Law School.

MMDA anti-littering drive yields 600 violatorsNEARLY 600 litterbugs have been

apprehended so far by the Metropolitan Manila Development Authority (MMDA) in anti-littering drive in major thorough-fares.

MMDA Chairman Francis Tolentino said that as of Monday, September 27, its environmental police issued Environmental Violation Receipts (EVRs) to nearly 600 pedestrians, or an average of more than

70 violators a day.“Despite being harassed, threatened,

and shouted at, our environmental police have shown utmost dedication in enforcing this regulation,” Tolentino said.

Avendaño adds, “Our innovation room fea-tures unconventional furniture, circular doors

WWF new campaign sets sight on marine biodiversity

Globe Telecom extends scholarship grants to the top awardees of the Com-munications, electron-ics and Information Systems Services of the Armed Forces of the Philippines (CeIS-SAFP).

Philippine Army Captain odilon bar-rientos received a four-year educational grant worth P60,000 while Technical Sergeant Vic-tor Sosa and Philippine Navy S1YN Mary Ann Rosete each received four-year educational grants worth P40,000. The education grant will help support their completion of any four-year Information and Communications Tech-nology (ICT) course, to further develop their

role as ICT profession-als in the AFP.

“Usually, the awardees use the grant for their dependents’ educa-tion, but the CeIS-SAFP tuition grant is unique in the sense that they themselves will be using this for their own studies,” said Globe Corporate Social Responsibility Head Jeffrey Tarayao, “These awardees have shown a willingness and capacity to learn aside from their cur-rent service perfor-mance. In its marine conservation programs from Ca-gayancillo, Palawan to Donsol, Sorsogon, WWF-Philippines focuses on environmental sustainability as a means to providing for local communities. To cite, WWF’s community-based ecotourism trans-formed Donsol’s economy, becoming a first class municipality by the end of 2009 from a fifth class municipality in 1998. TIMe magazine named Donsol as one of Asia’s “best Animal encounters”. With this, job opportunities opened up for the locals, provid-ing a sustainable source of income to former blast fishermen like Embet Guadamor as a Butanding Interaction Officer (BIO).

“Donsol used to be a haven for blast fishermen. Illegal poachers from the Visayas came to hunt whale sharks, unaware of the implications of these actions,” said embet in his dialect. “WWF helped turn my life around with their programs.

Now, as a Butanding Interaction Officer, I am not only able to provide for my family, I’m also able to bring joy to tourists and help protect marine life for future generations of Filipinos to enjoy.”

Moreover, resource management programs have allowed sanctuaries to flourish and experience full-cycle mariculture. Palawan, known to supply at least 50 percent of the country’s seafood, counts its Tubbataha Reefs as among the world’s richest bio-geographic areas.

WWF-Philippines envisions a Philippines where globally significant biodiversity is protected and responsibly harnessed to sustain life for all and where species, habitats and resources form part of a unique heritage that make every Filipino proud. This mission can only be fulfilled with the help of the entire nation, prompting the development of the organization’s awareness campaign called I Click, I Save.

“With the I Click, I Save campaign the computer mouse’s arrow becomes a conservation tool for Fili-pinos to do something to help save the Philippine marine environment.

All they need to do is visit WWF’s website and make a meaningful donation,” said WWF President and Ceo, lory Tan. “More than simply raising awareness of the issues that plague our marine environment, this campaign gives the Philippine public a chance to be part of the solution.

While Filipinos are proud of our coastal attractions that rival the world’s best, most fail to recognize that these areas are rapidly deteriorating. This affects the marine food chain - spreading a rapidly expanding blanket of threats over habitats, species and the 40 million Filipinos who depend on seafood as their primary source of protein.”

THE military has deployed a battalion of troops to help pursue the New People’s Army (NPA) rebels and possibly ranking communist leaders, abandoned their camp after it was overran by government troops last week in Northern Samar.

Army chief Lt. Gen. Arturo Ortiz said the troops were inserted last Monday to go after the rebels who hastily abandoned their camp before the arrival of Scout Ranger and 34th Infantry Battalion forces who subsequently captured the rebel lair.

The soldiers found the camp at the outskirts of San Jose de Buan town on the information provided by a former rebel, Deo Mabilingan, last Sept. 20. Seized from the rebel camp were war materiel, documents and belongings of the rebels.

Ortiz said Mabilangan later revealed "that the camp overran by the Scout Rangers is the camp of a national organ,” adding Mabilangan “had been once de-tailed as part of the security of top leaders there at the seized rebel camp.”

“Most of the security elements of more than 35 were Ilocanos. This group is different and distinct from the regional security force which he came from prior to his elevation to the national security group then,” added Ortiz.

The Army chief implied that some of those who occupied the camp are ranking communist leaders, saying: “ It appears that his (Mabilangan) revelation is true considering that the documents and materials seized indicate that those possessing them are from the national level.” Ronnie Santos

LRTA, TUP plan to put up research, training labTHE Light Rail Transit Authority (LRTA), in collaboration with

the Technological University of the Philippines (TUP), is planning to put up a research and training laboratory that aims to keep abreast with the advancement in the railway technology.

With their vision to introduce modern technology in the railway industry, the joint research teams outlined their scheme for further study to translate research results into innovation.

According to Atty. Rafael S. Rodriguez, LRTA administrator, the creation of the research laboratory will provide technical expertise and assistance in the conduct of research activities as-sociated with railway system.

The research laboratory will focus on the localization of spare parts for trains, railway tracks and maintenance of rolling stocks.

Moreover, a container van equipped with modern equipment

and facilities has also been planned to be set up at LRTA Line 1 Depot in Pasay City. It will be manned by LRTA engineers, TUP professors and railway engineering students.

The LRTA has also supported the proposal on the utilization of solar power system in stations to minimize power consumption. “As we bring innovation in our railway system, the solar-powered stations will significantly contribute to the global preservation of our environment. This is an effort also to promote energy con-servation,” Rodriguez stressed.

Besides physical advancements, the joint research team shall likewise be working on a study proposal that would give birth to a warning system for alerting train overloads. These sensors detect passenger volume and provide a warning alert for riders who want to board the train despite congestion.

AFP to augment NCRPO in metro checkpoints

GOVERNMENT soldiers will be putting up checkpoints in Metro Manila as part of their thrust to ensure peaceful and credible barangay and San-guniang Kabataan elections on Oct. 25, a top military official said yesterday.

Maj. Gen. Arthur Tabaquero, commander of the National Capital Region Command, said he has dedicated at least 50 to 70 soldiers to man these checkpoints in coordination with their counterparts at the National Capital Region Police Office.

Tabaquero said the soldiers may be establishing the checkpoints jointly with the Philippine National Police (PNP) starting today, principally to enforce a resolution of the Commission on Elections, impos-ing a gun ban nationwide. The gun ban started last Sept. 25 and will end on Nov. 10.

“It’s about the gun ban, implementation of the total gun ban. It’s not only for peaceful but of course credible elections,” said Tabaquero, noting the strict implementation of the total gun ban was a “major factor” in the successful conduct of the last national and local elections.

Tabaquero also said that another battalion and three companies will be on standby to perform election-related duties in the event the PNP request for more augmentation. A battalion is made up of about four companies. A company has about 120 officers and men.

New approach in optimizing climate change reductionSCIENTISTS at the Carnegie Institu-

tion's Department of Global Ecology at Palo Alto, California, USA have taken a new approach on examining a proposal to fix the warming planet.

Called ‘Geo-engineering Ideas’ or large-scale projects to change the Earth's climate, the approach include erecting gi-ant mirrors in space to reflect solar radia-tion, injecting aerosols of sulfate into the stratosphere making a global sunshade, and much more.

Carnegie scientists said past modeling

of the sulfate idea looked at how the strato-spheric aerosols might affect Earth's climate and chemistry, adding researchers started out differently by asking how, if people de-cided what kind of climate they want, they would go about determining the aerosol distribution pattern that would come closest to achieving their climate goals.

“This new approach is the first attempt to determine the optimal way of achieving defined climate goals,” said the scientists. The research was published in the Septem-ber 16, 2010, issue of the Environmental

Research Letters, a copy of which was furnished to the University of the Philip-pines in Los Baños.

“We know that sulfate can cool the Earth because we have observed global temperature decreases following volcanic eruptions,” explained lead author George Ban-Weiss, pointing out that past computer model simulations have shown that injecting sulfate uniformly into the stratosphere could reduce the surface temperature of the Earth, but the equator would be overcooled and the poles undercooled. THE 2010 NCAA Cheerleading Championship comes off the wraps on Friday at The Arena City in San Juan City with all nine schools, spearheaded by defending champion Perpetual Help out to dispute the top prize amounting to P100,000 and seize the distinction as the league’s best cheerleading school.

No less than Management Com-mittee chair Frank Gusi of host San Sebastian and league cheerleading committee head Paul Supan of Jose Rizal made the announcement of the event that is hoping to ride on the success of last season.
