Introduction to Department • The Codes Enforcement
Department consists of 4 full-time employees and 2 part-time employees. The Electrical Inspector (Saco only) and one Associate Code Enforcement Officer shared with the Town of Old Orchard Beach are both part-time positions.

Major Responsibilities/Duties • Responsible for enforcement of land use and construction codes: ▫ Zoning, Subdivision, Shoreland Protection, Flood Plain Management
and Historic Preservation ▫ Administration of construction codes including Building, Plumbing,
Septic, Electrical, Fire Detection, Suppression and alarming systems. This includes plan review, permitting and inspections.
▫ Property Maintenance Code and Dangerous Buildings Statutes • Day-to-day operation of employee supervision and training
Additional responsibilities include: ▫ Enforcement of the Styrofoam ban ▫ Enforcement of the single use plastic bag ban ▫ Medical & Recreational Marijuana information clearinghouse ▫ Multi-family residential inspection program ▫ Local Health Officer (LHO) duties ▫ Hoarding task force liaison ▫ Staff liaison to the Zoning Board of Appeals
Significant Accomplishments • Implementation of Styrofoam™ ban • Implementation of single use carry out plastic bag ban • Blighted building program started in 2009 has resulted in
20 buildings being demolished, 15 buildings being rehabilitated and 9 still pending. 58 housing units, 7 commercial properties and 3 accessory buildings are involved in this program to date.
• Recertified as a Class 8 CRS Community by ISO (affects premiums paid by flood insurance policy holders)
Current/Ongoing Projects • Start of Multi-Family unit
registration and inspection program.
• Re-study of the Sawyer Brook floodplain boundaries.
• Blighted buildings project, including the removal of 113 McKenney Road building.
Current/Ongoing Projects • Awaiting funding of Hoarding
CDBG grant to start taskforce. • Street renaming/renumbering of
private drives and improperly numbered public streets.
• Seasonal Rentals (unlicensed rentals).
• Plastic bag compliance checks.
Current/Ongoing Projects • Responding to an increasing
number of Citizen complaints • Processing, plan review and
inspecting an increasing number of construction projects
• Consulting with developers and land owners on options for land use

Looking Forward Continuation of Blighted Building program. Initiation of the Multi-Family housing licensing program. Initiation of the Hoarding Task Force. On-line permit forms that are fillable and can be submitted
electronically. On-line payment of permits. Maintain a 7-10 day turn over of completed permit applications.
