INTRODUCTION TO THE TOWN OF COBOURG
We are pleased to be given the opportunity to introduce you to the Town of Cobourg. Nestled along
the north shore of Lake Ontario, Cobourg has been called
“architecturally exquisite” with its tree lined streets, outstanding waterfront
promenades and majestic historic homes. Victoria Hall, the heart of
Cobourg, is the envy of many communities with its soaring clock
tower, solid stonewalls and Corinthian columns.
Since its first settlers in 1798, Cobourg has continued to grow and prosper. Around the turn of the century, wealthy American industrialists built superb summer homes in Cobourg, many of which still remain. Today, Cobourg enjoys yet another building boom as young families and business owners relocate here. Retirees find it to be more than a summer place, but a thriving community with a multitude of year round activities. Cobourg is a town for all seasons. In the Financial Post 2016 annual ranking of top entrepreneurial cities in Canada, Cobourg came in 10th in the smaller city category. The Town of Cobourg offers a superb business environment. Our location, just 75 miles east (110 kms) of Toronto, offers excellent transportation access including highway 401, mainline CN and CP rail as well as commuter and regular VIA rail passenger service. The availability of skilled labour has allowed us to maintain a diversified and stable industrial base producing food, plastics, automotive parts and wire and cable, just to name a few. You will find all the necessary components that contribute to a successful business in Cobourg. Our excellent educational facilities include Fleming College, Gates College and the Life Long Learning Centre. Durham College and Trent University are nearby. Location
The Town of Cobourg is located within the Province of Ontario, 110 kms east of Metropolitan Toronto, mid-way between Windsor and Montréal. Nestled along the north shore of Lake Ontario, within the County of Northumberland, Cobourg is geographically situated along highway 401 corridor.
Transportation
Pearson International Airport is just 130 kms to the west. The Oshawa Municipal Airports is only 50 kms away. Cobourg is situated on Highway 401 and has both mainline CN and CP Rail as well as VIA Rail regular passenger and commuter train service. A newly built VIA RAIL station is now complete offering passengers an updated facility.

Fleming College, Cobourg Campus, is located in the Fleming Building along with privately owned Gates College located in the downstairs of Northumberland Mall. Ten other colleges and universities are located within a 150 kilometre radius offering a wide range of courses and facilities.
Healthcare & Wellness
Northumberland Hills Hospital: Newly built in 2003, the Northumberland Hills Hospital (NHH) is a state-of-the-art medical facility. The hospital delivers a broad range of acute, post-acute, outpatient and diagnostic services.
Acute services include emergency and intensive care, medical/surgical care and obstetrical care. Post-acute services include restorative care, rehabilitation and palliative care. Mental health care, chemotherapy and dialysis.16 other ambulatory care clinics are offered at NHH on an outpatient basis through partnerships with regional centres and nearby specialists. NHH offers a full range of diagnostic services, including magnetic resonance imaging (MRI), computed tomography (CT) and mammography.

The hospital serves the catchment area of west Northumberland County. A mixed urban and rural population of approximately 60,000 residents, west Northumberland comprises the Town of Cobourg, the Municipality of Port Hope and the townships of Hamilton, Cramahe and Alnwick/Haldimand.

2017 Sampling Of Residential Developments
East Village Phase 3 will have a limited selection of single detached homes, as well as the continuation of their ever popular town and semi-detached units. These dwellings will be further complimented by the addition of two condominiums. Mansions on George will see an addition called Mansions on James. This will be a new separate condominium corporation from Mansions on George and will contain 36 suites facing James Street. This condominium will tie in as many of the Architectural features of Mansions on George.
Parkview Hills is in its final phase on Alder Road. Homes with quality features and finishes.
The Lawn Condominiums has been approved for a 29-unit condominium on the vacant lot at Queen and D’Arcy Streets, once home to “The Lawn”. The $6-million complex features a hobby room, game room and communal terraces on the roof of the third floor.
New Amherst is located at the most westerly side of Cobourg off Elgin Street. This development continues to build 19th century architectural single detached and semi detached homes. These are classically inspired homes with a small town charm.

MANUFACTURING EMPLOYMENT Cobourg enjoys a diverse industrial base, manufacturing a wide variety of products from airport communication towers to foil laminated paper products. Companies such as Belden Canada Inc. and Lakeland Multi-Trade have called Cobourg their home for over 40 years. As you can see in the graph depicted below, the plastics sector is the highest employer in Cobourg, many of whom work at Horizon’s Plastics. Cobourg has a long history in food manufacturing, presently our second largest sector. Some of these industries include Weetabix of Canada Ltd., Maplehurst Bakeries Cobourg, BrandNeu Foods Canada Inc., and our newest industry Sprucewood Handmade Cookies Co. These food industries manufacture such products as cereal, fruit cakes, kale chips and cookies.

Foreign Buyer Financing from Export Development Canada (EDC) provides financing to
international customers, so that the agency takes on the risk of non-payment. Your customer receives extended payment terms and you receive payment according to your
contract’s terms and conditions, so your business reaps the benefits of a cash sale.
Export Market Access (EMA) and CanExport offer combined funding of up to $130,000
to cover as much as 50% of eligible expenses, including activities such as business
travel to target markets, participation at trade fairs and trade missions, registration fees
and booth expenses.
Government grants to cover the cost of hiring and training
Government grants for hiring and training abound for businesses operating in Ontario, with both federal and provincial programs offering as much as $20,000 or more to
companies that hire and/or train workers. Here are just a few opportunities your
business can cash in on when you hire in Ontario:
Access Mitacs funding programs to benefit from research collaborations with
skilled graduate and post-graduate students; funding begins at $15,000.
The Ontario Exporters Fund provides small and medium-sized businesses with up
to $80,000 (up to 50% of salary) in the form of a non-repayable grant to hire a
dedicated Export Manager.
The Canada-Ontario Job Grant provides funding to individuals identified by
employers in need of skill improvement. The grant covers up to two-thirds of
eligible training costs, up to a maximum of $10,000 per individual.
Additional programs include, but are not limited to, the Career Focus wage subsidy
program,Canada Summer Jobs and the Industrial Research Assistance Program (IRAP)

Eastern Ontario Development Fund (EODF) provides grant and loan funding for
economic development in eastern Ontario. The funds support projects that create jobs,
encourage innovation, collaboration and cluster development, and attract private sector
investment.
The Rural Economic Development Fund (RED) supports businesses located in
communities with less than 100,000 people. Funding supports regional economic development activities through grant funding of up to 20%, covering eligible expenses of
up to $1 million to promote innovation and collaboration, while strengthening the supply
chain in rural Ontario.
Grants and incentives for innovation and R&D
Ontario-based businesses can benefit from a number of government grant and tax
incentive programs that drastically reduce the cost of performing research and
development activities. Opportunities include:
Industrial Research Assistance Program (IRAP) offered through the National
Research Council provides financial support to qualified small and medium-sized
enterprises (less than 500 employees) in Canada to help them undertake
technology innovation.
Scientific Research and Experimental Development (SR&ED) Program is a tax incentive program that encourages Canadian businesses to conduct research and
development in Canada. Combined with various provincial R&D programs, this
can reduce your after-tax cost of every $100 in R&D spending to between $37
and $61.
Additional tax credits available to innovative Ontario businesses include
the Ontario Research and Development Tax Credit, the Ontario Innovation Tax
Credit, the Ontario Business Research Institute Tax Credit and the Ontario Tax
Exemption for Commercialization.
Canadian Manufacturers & Exporters (CME) SMART Advanced Technologies for Global Growth provides southern Ontario manufacturers up to $75,000 in grant
funding to cover up to 33% of costs to cover advanced technology assessments
or advanced technology adoption projects that focus on improving productivity.
Ontario Centres of Excellence (OCE) Collaboration Voucher Program connects
Ontario companies with the province’s world-leading research institutions for
increased productivity and commercialization. Through its partners, OCE offers
several funding streams for helping businesses improve productivity, adopt
cutting-edge technology and harness the power of high performance computing

Community Improvement Plan (CIP) Grants/Loans

These financial incentive programs are designed to encourage private sector investment, rehabilitation, adaptive reuse, redevelopment, and construction activity in Downtown Cobourg. Heritage Financial Programs
Cobourg provides several financial incentives to promote the conservation of our heritage resources. These funding opportunities are administered directly by the Planning and Building staff and the finance department. There are several sources of restoration project funding and tax incentive programs for designated property owners. Permit Fee Program The has been instituted for all designated buildings under Part IV and Part V of the Ontario Heritage Act. This program waives building and planning fees for restoration, renovation and reconstruction initiatives in the Commercial Core Heritage District (both interior and exterior works). The program does not apply to new construction (new developments and additions). Permit fees for restoration, renovation and reconstruction initiatives for exterior works on designated heritage properties outside of the Commercial Core District receive a 50% discount on permit fees. This program does not apply to new construction (new developments and additions). Heritage Loan Program The Cobourg Heritage Loan program provides monies for exterior restoration projects on designated heritage buildings that receive heritage approval to a maximum of $15,000 per project per property. This program is intended to provide additional incentives for both residential and commercial property owners to restore, upgrade or maintain those properties protected under the Ontario Heritage Act. Heritage Tax Incentive Program (Commercial Core Only) The Heritage Tax Incentive Program grants money to building owners in the Commercial Core Heritage District for restoration or redevelopment projects that receive

heritage approval. The grant is equal to the annual increase in the town portion of the property taxes resulting from an increase in assessment as a direct result of the project. This is credited against the property taxes annually for a maximum period of ten consecutive years.
Development Charges Credit on Existing Buildings Program The Town of Coburg has passed an amendment to the Development Charges By-law to provide greater flexibility in allowing credits for all redevelopment projects which utilize existing buildings. This program is not specifically for heritage purposes and it is available for all redevelopment in Cobourg’s community. For heritage properties, this could be a change-of-use credit based upon the floor area of the former use versus the new use. Other Funding Opportunities In addition to the Town of Cobourg’s Heritage Financial Incentives Program, there are other financial programs that individuals may investigate which are operated separately from the Town’s programs. Architectural Conservancy of Ontario (ACO), Cobourg Branch: Cobourg Heritage Fund Grant Program The Cobourg Branch of the Architectural Conservancy of Ontario has a program designed to accommodate smaller restoration / repair projects to a maximum of $1,000.00 per applicant. Cobourg partners with the Business and Entrepreneurship Centre Northumberland (BECN) who provide information, support and development services to new and existing small business and entrepreneurs. The following are the youth programs administered by the BAC.
Summer Company Program is for ages 15-29 years who are returning to school an opportunity to start and operate at their own full time summer business. The program provides training and mentoring throughout the summer, and up to $3,000 in awards. The program is funded by the Government of Ontario.
Starter Company Program can help turn a vision for a profitable business into reality. Designed for youth aged 18-29 years not in full time education, who want to start, buy, or expand a business. The Starter Company Program is an opportunity for eligible youth to be provided with business skills development, training, advice & mentoring. Appropriate participants can also apply for a grant of up to $5,000.
E3 is geared for youth aged 16 - 25 living in Northumberland County who are interested in entrepreneurship. The program is the first of its kind to be offered in Northumberland County and is developed around providing budding entrepreneurs with the skills and resources necessary to learn over time. Providing 28 experiential learning components, business visits, networking, and mentorship, E3 is a pre-incubation business program preparing youth for self-employment.
