He spent 40 years at sea, work-ing for U.S. Lines and Sea-Land. Heretired in 1983 to pursue writingand research on a full time basis.

Jean Godwin has been promotedto vice president of governmentalrelations for the American Associa-tion of Port Authorities (AAPA).
Godwin previously was AAPA direc-tor of government relations. Shejoined the association staff in April1990. Before coming to AAPA, she wasdirector of business development forExport Network Inc., an internationalinformation resources company.
She also was assistant chief coun-sel for competition policy for theU.S. Small Business Administrationand was a senior associate with theWashington, D.C., law firm of LaRoe,Winn, Moerman and Donovan.
Godwin received a bachelor’sdegree in international studies fromMiami University in Oxford, Ohio,and a law degree from GeorgetownUniversity. She graduated withhonors from both universities.

Lykes Adds FourVessels to FleetThe M/V JOSEPH LYKESrecently called at the Port ofHouston Authority TurningBasin Terminal for the firsttime under the Lykes Linesname. The JOSEPH LYKES isone of four multipurposevessels that Lykes is charter-ing from First InternationalLeasing Corp. Each of thevessels, which were built in1978 and 1979, has a container
capacity of 682 TEUs and a bale capacity of more than1.2 million cubic feet. Each ship has a deadweightcapacity of 22,500 metric tons and is equipped with a225-ton crane. Lykes is deploying the JOSEPH LYKESand one of the other vessels in its service between U.S.ports and Africa. Shown in the wheelhouse of theJOSEPH LYKES are (from left): Capts. The investigation and recommen-dation committee was established in1976. The committee investigatesincidents along the Houston ShipChannel involving Houston pilotsand maRes recommendations to thePilot Board as to what action, ifany, should be taken concerningthe pilot.
The committee’s membership hasincluded one representative of theAmerican Institute of MerchantShipping (AIMS), one for the WestGulf Maritime Association (WGMA),three from the Houston PilotsAssociation and three from the Port
of Houston Authority. Each groupalso named alternate members, andone of the three PHA represen-tatives was designated as chairman.In addition, the U.S. Coast Guardcaptain of the port served as a non-member advisor to the board.
To diversify the make-up of thecommittee, the Houston Pilot Boardrestructured the committee to in-clude one AIMS representative, oneWGMA representative, threeHouston pilots and one PortAuthority representative.
In addition, the committee nowincludes three at-large committeemembers who may represent the in-land towing industry, non-vesseloperating maritime interests, theCouncil of American MasterMariners and other groups.
The U.S. Coast Guard captain ofthe port in Houston continues serv-ing as a non-member advisor to theboard.
The members who have been
