LAMP AM Readiness Project

1. The City has built a good asset management foundation and is continuing to implement industry

recognized practices to improve the tools and processes tied to holistic life cycle management of

infrastructure assets

2. An objective for operational and asset management readiness where on upon commissioning of

an asset, the City should have, in an easily consumable format, all of the relevant data, manuals,

training, or key information to properly operate, maintain and do renewal/replacement planning on

the assets

3. The LAMP AM Readiness project was initiated to:

1. Review existing tools, procedures, practices and obligations

2. Identify opportunities towards adopting and implementing the use of life cycle costing to drive

decision making and

3. Improving information flow towards operational and asset management readiness upon

commissioning of assets15

Guiding AM Principle for the City: The City will choose practices, interventions and operations that aim at reducing the life cycle cost of asset ownership, while satisfying agreed levels of service. Decisions are based on balancing service levels, risk, and costs.

1. Capability – lack of standardization of data capture

templates

2. Execution – inconsistent and incomplete data

capture (onus is on the O&M staff to close gaps)

4. Consider the project life cycle as being complete

when all asset data is provided to the asset owners 17

Proposed implementation strategy

1. Pilot the AM Readiness Specification

a. Select a major capital project for a completely new facility (e.g. water plant or wastewater lift station)

b. Update the supporting templates and frameworks to align with the asset class

c. Include AM Readiness Specification package in the proposal documentation (with a percentage holdback on fees to ensure that the work gets done)

d. Brief all prospective bidders on the objectives and expected deliverables for the AM Readiness Specifications

e. Monitor the quality of deliverables throughout the project lifecycle

f. Review the entire process (including feedback from consultants/contractors and City staff)

g. Update the AM Readiness Specifications and supporting templates and frameworks

2. Rollout

a. Update the City’s PM processes, PM Manual and Project Management Information System to include the AM Readiness Specifications as a standard project planning and delivery requirement

b. Continue to monitor, review and update the AM Readiness specifications on an ongoing basis
