Brief

On the qualitative defects in the ATRs beingreceived from different departments.

Now that majority of the ATRs are being receivedwithin the stipulated time frame, anotherproblem regarding qualitative aspect of theaction taken is a cause of concerned. By seeingthe various reports being submitted the defectsin the ATR received can be categorized (eventhough not exhaustively) into nine categoriesbriefed.


CATEGORIES OF DEFECTS IN ATR’S RECEIVED

• Disposal on Interim reply. • Incomplete and vague replies.• Disposed off citing non availability of record or persons

or officers or complainant or the delinquent.• Non joining of the complainant• No action even then disposed off.• Wrong attachments / incorrect details or attachments /

Absence of attachments mentioned to or referred to in the reply.

• Delinquent found guilty yet no action.• Overdue without any reason.• Enquiry marked to the same official against whom the

complaint was made.


03468/2015 BhiwaniNotice issued in July 2015 thereafter no action.

In May 2015 the MC concerneddispose of the matter on thepretext that it will file suit againstthe encroacher under the PP Act.There after number of reminderswere sent but to no avail.


Vague report/Misleading ReportOne instance case is pending in SDM court onclarification MC says police help is required toclear the encroachment.

Govt. floated a tender in Sep 2014 forconstruction of shed and platform in mandibut till date same is pending.

Hisar2nd complaint pending since nov2015. Encroachment in a park. Nodemarcation till date.


Draw was conducted in year2013. But possession of plotshave not been delivered tilldate.


112564/2015 BDPO took 7 months to decide whether he redresson the complaint or not. Same is pending with DC since june.


JindMatter is pending feb 2015.CMO has received 4 replies inthe matter all are evasive. Itseems the official are tryingto evade the matter.


Dispose of on this reply that too after10 months.


VAGUE No action thereafter.


SIRSA 010535/2016Complaint against some JE undertaken after 5 months.


Demarcation cases pending with tehsildar dabwali.


Similarly with tehsildar ellenabad.


CMO received this report injanuary 2016 which apparentlyinterim in nature. Thereafter noreply or compliance report eventhough number of clarificationhave been sought.
