In recent years, the U.S. federal government has taken dead-aim on improving patient outcomes related to healthcare
services and medical services. The main tenet of the initiative relates to a concept referred to as Accountable Care.
Accountable Care programs call for healthcare practitioners and regulators to audit medical processes. Primary goals
include ensuring protection of sensitive patient health records and creating avenues for incentive payments and
reimbursements for services that can be documented as improving patient care/outcomes.
Patients are also being asked to get more “involved” in their healthcare. This participation begins with trusted access
to, portability of and greater visibility into their own EHRs and thrives in an environment where communication with
their practitioners is efficiently supported and encouraged – scenarios specifically supported by kloudtrack®.

With the majority of healthcare practices and institutions striving to keep operating costs to a minimum these firms

Access to information is assigned to users at varying “rights” levels which controls exactly what data users can see and

As healthcare reform becomes more refined, stakeholders at all levels will need to be more diligent in addressing
regulatory/compliance scrutiny, best-practice management, data security, risk mitigation and transparency. To that
end, the company and kloudtrack® platform attained certification by the Certification Commission for
Health Information Technology (CCHIT) in 2009 and was also engineered to address additional certifications such as
FIPS/FISMA, FedRAMP and SAJACC.
The kloudtrack® platform and application modules are deliverable in a broad array of offerings. In certain
deployments multi-tenant “public cloud” is acceptable. In other situations, “Hybrid,” “Federated” or completely
“Private Cloud” architectures are required. kloudtrack® is able to deploy these cloud services in a matter of
hours/days instead of weeks/months as with other cloud systems and traditional enterprise software.
Using a variety of patent-pending and unique methodologies, kloudtrack® concentrates on secure access and user
authentication at levels that are much more sophisticated than competitive offerings. Examples of this unique
approach include a redundant architecture (see Figure 2); tiered data model and the User Matrix™ (see Figure 3).
Delivered as a Cloud 2.0™ approach, kloudtrack® incorporates both redundant data-facing methodologies and
facilities protocols. These baseline security measures are just the starting point for ensuring data is secure and
backed-up constantly.
Adding a tiered data model and the User Matrix -- kloudtrack® incorporates a multi-level authentication approach
related to data access and user onboarding. The tiered data model is unique to the cloud and is a fundamental
aspect of the unique kloudtrack® design and the platform’s ability to handle GRC and transparency down to individual
data-files. When combined with the User Matrix – which is a rights-based approach to user access – kloudtrack®
separates itself further from other platforms. The User Matrix is a configurable administration toolset that tightly
controls how users are granted access to application functions (at an audited “rights” level) as well as the manner in
which users are permitted to access data in the tiered model. All user designations or changes are audited and stored
forensically for reporting and analysis.
Safe Sharing, Secure Collaboration, Transparent Data Management and Best-Practice Assurance
Collaborative applications and missions are typically where kloudtrack® customers realize the most powerful return
on investment (ROI). Moving beyond simple data management, kloudtrack® adds sophisticated cloud-based
workflow and business process management tools that are User Managed. User Managed means that IT staff
members are not required to configure or change automated workflows. kloudtrack® is able to offer these User
Managed capabilities because of its unique tiered data model and the User Matrix.
Essentially, users who have task or mission responsibilities to manage BPM or best-practices are given specific “rights”
to kloudtrack® application modules that relate to their specific job functions and responsibilities. All activity is
monitored and meta-data is reportable either internally within kloudtrack® or via export to existing or to-be-
deployed reporting/analytics platforms (i.e. Cognos, WebSphere, SharePoint, BusinessObjects, MicroStrategy, others).
Utilizing the Matrix and audit functions, IT resources are freed from mundane tactical activities and are able to focus
on more strategic operational and LOB mission objectives. Users are also aware that their activities are monitored so
decision-makers have a variety of ways to assist users in becoming better stewards of risk at many levels.

These capabilities are at the center of an offering referred to as the Secure Collaboration Utility℠ (SCU). The SCU is
most often utilized when organizations or departments want to know exactly what individuals are doing with sensitive
data yet allowing users to interact with each other (and third-party users, as necessary) in a system that captures

Legacy IT Integration and Extension to the Cloud
Often referred to as a “Lingua-Franca” – the kloudtrack® kloudexchange™ and kloudcapture™ modules are a
disruptive combination of technology, IP and methodologies for data import/export to-or-from kloudtrack® to any industry standard-based object-relational or relational database management system (O/R DBMS). kloudexchange™ supports the following functions and more:

Sophisticated interface for advanced reporting and analytics
Extends kloudtrack® capabilities to existing data and IT assets
Allows customers to ease into a deployment of kloudtrack® while still maintaining depreciation schedules or value contained in existing data platforms – Start Small and Scale™
Dating to the genesis of kloudtrack® when it was developed and spun-out of Arthur Andersen, kloudtrack® teams engineered patent-pending methodologies to gather data in virtually unlimited formats and from a wide array of
architectures. This integration pillar of kloudtrack® allows customers to draw multiple and disparate data from existing information assets, hold them “commonly” in the cloud, and then redistribute data however necessary for processing, approval or GRC requirements.
Rather than re-engineering existing IT systems to fit newly designed architectures kloudtrack® technologies and expertise can often allow existing IT assets to stay as they are while kloudexchange™ and kloudcapture™ take on the challenges of data and platform integration. A variety of industry-specific certifications (i.e. NIST – FIPS/FISMA; SEC/FINRA; FedRamp; SAJACC; DHS SAFETY ACT; others) as well as best-practice guidelines can be addressed using this Information Exchange model.

* kloudtrack® 5.1 was inspected by the Certification Commission for Health Information Technology (CCHIT®) in February 2010 and is preliminary
certified EHR technology, meeting 2 of 24 requirements for Eligible Providers published by the U.S. Department of Health and Human Services
(HHS) in its Interim Final Rule. The certification criteria in the interim rule were superseded by criteria in the Final Rule published by HHS on July 28,
2010. Use of kloudtrack 5.1 would not qualify an eligible healthcare provider to apply for federal incentive payments as described in the American
Recovery and Reinvestment Act (ARRA). Numerous factors relate to ARRA stimulus reimbursement.

The concepts for kloudexchange™ were born out of the necessity to homogenize disparate data from multiple data
sources in the commercial sector when we were part of the old Arthur Andersen team in the 90’s. During that period
we were constantly being presented with datasets from new clients that needed to be worked on commonly.
To deal with these issues in a more automated manner kloudtrack® engineered a set of tools that allows us to draw
in data from multiple and disparate data sources, hold them commonly in our MS SQL database, and then parse out
that data in whatever form or format may be required to report on or process those data streams. kloudtrack® has
applied these same principals to healthcare in the kloudexchange system.
While there are a bevy of Health Information Exchanges (HIEs), translators and data filters being provided by
healthcare information technology firms large and small. Even with a wide variety of vendors delivering solutions, the
fact of the matter is that the marketplace is still widely underserved. Similarly, with over 400 Electronic Health Record
(EHR) platforms on the market and 100’s of HIEs, clients within a particular healthcare community cannot even talk to
others in that same ecosystem let alone effectively exchange data with other HIEs or EHRs or other healthcare
stakeholders. The development of HL7 and CCR ‘standards’ was intended to deal with these issues. However, there
have been multiple ‘flavors’ of regulations in recent years that have exacerbated, rather than solve, these issues.
The graphic below represents how our “kloudexchange for Healthcare™” system delivers a solution that is affordable
and efficient, and one that fits into our process of helping healthcare stakeholder road-map their processes to help
practitioners to qualify for ARRA reimbursement and Meaningful Use incentives.
