• Poor academic performance with a TVAAS score of 1 and a state status of Priority School

• Carver currently performs in the bottom 0.3 percentile of all schools across the state

• With 198 students (61 seniors), Carver is severely under-enrolled

• Underutilized facility at 31%

• High deferred maintenance cost of $3.5 million

• Declining enrollment over the last ten years from 701 students to 198 students

• Declining birth trend over the last ten years and an enrollment projected to continue to decline

• The recommendation is to close Messick Adult High School

• Students on track for graduation can transition to Northwest Prep Academy, Virtual School, or the GED programs offered by Hope Works or Goodwill

• Operate Project Graduation as an intervention for junior and seniors in need of additional credits for on time graduation

Considerations

• Fewer than 65% of adult high school students complete the program

• Adult High School currently enrolls part-time students (only) who are slated to earn a high school diploma – Fall 2015 Enrollment = 1,485

– Spring 2016 Enrollment = 844

• The adult CTE only serves 48 tuition paying students providing insufficient funds to sustain the program

• No academic achievement measures to determine student success rate (i.e., TEM scores for teachers, EOC scores, TVAAS growth measures, graduation rate)

• Leading trends in adult education have moved to more efficient online programs to serve students seeking high school diplomas

• Deferred maintenance costs of $5.4 million

Recommendations

• Shelby County Schools recommends the revocation of the following charter schools for “material violation of any of the conditions, standards, or procedures set forth in the charter agreement.” TCA 49-13-122 (c) (1). In addition, due to the financial impact to the District in maintaining such low-performing charters, Shelby County Schools recommends the revocation of the charter schools under T.C.A. 49-13-108(b), because the “substantial negative fiscal impact” on SCS would be contrary to the best interest of students.

• Omni Prep Lower received a Level 1 TVAAS score in 2015

• Omni Prep Lower has been open for 6 years

• Sample Performance Objectives in the Application/Contract: Omni Prep students who have attended the school for two or more continuous years will perform at an achievement level that is equal to or greater than the achievement level of their peers across the state and across the district in all grades and in all tested subjects. As of 2015, only 22.4% of Omni students were proficient in Math and only 13.0% were proficient in Reading Language Arts; the comparable district percentages were 40.4% and 32.6% respectively.

• Sample Performance Objectives in the Application/Contract: Southern Avenue Middle School will meet or exceed the state testing averages in mathematics & reading. As of 2015, only 20.1% of Southern Avenue Middle students were proficient in Math and only 27.0% were proficient in Reading Language Arts; the comparable district percentages were 40.4% and 32.6% respectively & the comparable state averages were 55.6% & 48.4% respectively.

• MASE currently performs in the bottom 6th percentile of all schools across the state

• MASE received a Level 3 TVAAS score in 2015

• MASE has been open for 13 years (District recommended closing MASE during the 2013-14 school year for poor academic performance)

• Sample Performance Objectives in the Application/Contract: Stated as its primary goals for (1) all students to be proficient in math, reading language arts, and science (2) achieve a 100% high school graduation rate; as of 2015, MASE’s graduation rate was 75% and the highest passage rate for MASE was 53% (English I); the lowest was 22.6% (6-12 Math).

• KIPP Collegiate Middle currently performs in the bottom 6th percentile of all schools across the state

• KIPP Collegiate Middle received a Level 1 TVAAS score in 2015

• KIPP Collegiate Middle Charter has been open for 9 years

• Sample Performance Objectives in the Application/Contract: Each year, the percentage of KIPP Collegiate Middle School students ranked as proficient/advanced in all grade levels and on all subject tests on TCAP or (PARCC) will exceed the percentage of students ranked as proficient and advanced in the district; in 2015, only 10.8% of KIPP students were proficient in math; 16.3% of KIPP students were proficient in reading/language arts. The comparable district percentages were 40.4% and 32.6% respectively.

Students being affected by these recommended school closures and charter revocations may choose to attend their zoned school or choose to attend any school with available space with an Optional or Choice transfer. Optional transfers require all Optional qualifications be met.
