Clifford Devlin has been providing acomprehensive range of asbestosmanagement services for over 30years to help clients comply withtheir legal obligations. The companyhas been licenced continuously bythe Health & Safety Executive since1987. Our current 3-year licenceexpires in March 2020.

Clifford Devlin work for clients in allproperty sectors from landlords todevelopers, public sector organisa-tions, principal contractors andmembers of professional teams tofacilitate development and refur-bishment.

Remediation

All of our work is carried out in fullcompliance with the Control ofAsbestos Regulations 2012 and thelatest industry standards.

Our multi-disciplined operationalteams apply state-of-the-art tech-niques and technologies to contain,remove and dispose of asbestoscontaining materials (ACMs).

Our methodology is fully docu-mented into Plans of Work andsubmitted to the HSE and the clientin advance for approval.

We employ fully controlled andsemi-controlled techniques whereappropriate to safely remove ACMs.

Licenced work is carried out inairtight enclosures which are fittedwith a 3-stage airlock system andare smoke-tested to establish theirintegrity prior to commencement.

Disposal

Asbestos material that has beenremoved is sealed in clearly labelled,heavy-duty polythene sacks beforebeing transported to a licenseddisposal site.

We operate our own fleet ofpurpose-built vehicles fortransporting ACMs which have beencustomised with air-tight 2compartments to prevent fibresfrom being released during transit.

Clifford Devlin operates its ownasbestos waste transfer station inLondon which is licensed by the

Environment Agency for managingthe disposal of asbestos containingmaterial.

The facility is capable of processingup to 32 cubic metres of asbestoswaste on a daily basis and can beused to bulk asbestos waste fromLondon-based projects rather thantransporting them directly to landfill,thereby reducing transport costs andenhancing the carbon-footprint ofour works.

All of our disposal procedures arecarried out in compliance with theHazardous Waste Regulations 2005.

Health & Safety

We operate an occupational health& safety management system whichis certificated against OHAS 18001.This provides the structure anddiscipline to manage asbestos andother risks we encounter on-site.The systematic approach has helpedus to maintain industry-leadinghealth & safety performancestatistics.

Risk assessments are carried out forall works we carry out and our HSQEteam performs regular site auditswhich are documented and fed-backinto the system to ensurecontinuous improvement in thehealth & safety performance of ourasbestos work.

All our site-based staff attendregular refresher training which is

organised and evaluated by ARCA.In recognition of an average 94.3%pass rate Clifford Devlin wasawarded an tenth consecutive goldmedal for training by ARCA inOctober 2018. The excellent safetyrecord of our Asbestos Division hasalso contributed to Clifford Devlinreceiving a tenth gold award (thehighest achievable) from the RoyalSociety for the Prevention ofAccidents (RoSPA).

We apply a number of leading-edgetechniques to enhance the safety ofour asbestos work. Our fleet ofpurpose-built vehicles arecustomised with air-tightcompartments to prevent fibre-release during transit. We alsoroutinely use CCTV to safelysupervise the removal process insideenclosures.

Quality Assurance

We have developed robust systemsto ensure we deliver our work to aconsistently high standard and in fullcompliance with Regulations andwhich matches or exceeds thecurrent industry benchmark.

All of our asbestos work is carriedout and regulated by our qualitymanagement system which has beencertificated against InternationalStandard ISO 9001 or its equivalentssince 1997.

The company has been a corporatemember of the industry trade bodythe Asbestos Removal ContractorsAssociation (ARCA) for over 30 years.

Clifford Devlin was one of the earlyadopters of ARCA's Site AuditAccreditation Scheme (SAAS) andour membership is predicated uponindependent audits of our work.

In October 2018 we received a GoldAward for SAAS after achievingGrade B or above on twounannounced site audits carried outby ARCA inspectors each year forthe previous 3 years. Clifford Devlinjoins just 20 other contractors whichhave won a Gold Award for the auditscheme from ARCA's 190 members.

External audits by Achilles maintainour accreditations against theBuilding Confidence Scheme whileRISQS and UDVB Verify accreditationenables us to remediate asbestos forinfrastructure and utilities sectors.

In-work supervision is undertakenusing our in-house 'Permit to Work'system. This checklist-based methodrequires operatives to record all keyinformation in sequence and varioushold-points which must be initialledby a Supervisor before the nextphase can commence.

Background: Tim Clifford has been withClifford Devlin since leaving college in 1978.He worked as the company TransportManager for a number of years. In 1986 hebecame a Director of the company,succeeding to Managing Director in 1995.

Tim has excellent links with the asbestosindustry and currently sits on the ARCAGoverning Council and its TrainingCommittee.

Tim Clifford (Managing Director)Responsibilities: Tim has specificinvolvement in the pricing of work and thedevelopment of tender submissions He is indaily contact with other Directors and seniormanagers, maintaining a constantly updatedknowledge of current work performance.

In his role as MD, he is responsible for theestablishment and maintenance of corporatepolicy and procedures for demolition,asbestos removal, building and thecompany's health & safety managementsystem.

Management Team

Background: Liam joined Clifford Devlin tooversee the company's operations in 2019from Mick George Ltd where he had spentthree years as its Demolition Director.

Previously he performed a variety of rolesduring eleven years at McGee, working hisway up from Demolition Operative throughhealth and safety and asbestos managementto eventually managing high-value, complexdemolition projects.

Liam Hennessy (Head of Group Operations)Responsibilities: As well as overseeingoperational performance and strategy, Liamworks closely with the company'sCommercial Department to identify anddevelop new business opportunities for ourAsbestos and Demolition Divisions.

His hands-on knowledge of a range ofconstruction disciplines enables him to bringa holistic approach to the management ofoperational issues. Able to communicateseamlessly at all levels he is a key part of ourcommunications both externally with clientsand stakeholders and internally with projectteams and helping staff reach their fullpotential.

Background: Ian O'Connor has beeninvolved in health & safety in theconstruction sector for over ten years. Hejoined Clifford Devlin in 2015 after spendingthe previous eight years in various health &safety roles in the industry.

Ian is a Chartered Member of IOSH and sitson the British Safety Council's ConstructionSector Interest and Building & ServicesGroups.

Ian O’Connor (Group Health & Safety Manager)Responsibilities: Ian oversees all of theactivities of Clifford Devlin's Health & SafetyDepartment and is ultimately responsible forsupervising all duties including: riskassessment, auditing, accident investigation,safety reviews, training, subcontractorassessment and for managing the company'sCDM responsibilities.

He is also responsible for implementing ourhealth and safety management systems andmaintaining accreditation againstInternational Standard OHSAS 18001.

Background: Derek Aslett has a backgroundin finance and boasts almost 30 yearsexperience in the construction sector havingacted as Finance Director at both GallifordTry Partnerships and Chorus Group beforejoining Clifford Devlin in 2015.

He was instrumental in the taking of ChorusGroup from start-up to a £140 millionturnover business, led an MBO of Chorus outof the Withey Group in 2000 and managedits sale to the Byrne Group four years later.

Derek Aslett (Head of Commercial)Responsibilities: Derek is responsible forsupervising the commercial processes andprocedures of the company which includeassessing and interpreting commercial risks,budgeting and forecasting and themanagement of Clifford Devlin's supplychain.

Mark Collins (Senior Contracts Manager)Responsibilities: Mark oversees thesupervision of all work conducted by ourAsbestos Removal Division. His intimateknowledge of this specialist disciplineenables him to contribute to the riskassessment process and preparation ofPlans of Work.

He is a very visible and hands on presenceon site, visiting frequently to inspect andevaluate the asbestos works, audit on siteprojects, liaise with other stakeholders andattend contract review meetings if required.

Background: Mark Collins has over 30 yearspractical experience in the asbestosmanagement industry having worked his wayup from a removal operative to his currentrole.

Now into his second spell at Clifford Devlin,Mark first joined the company in 1994 as anasbestos removal operative from the LondonBorough of Newham. He quickly worked hisway through the ranks from Supervisor andContracts Manager to his latest role in 2006.

Background: Daniel joined Clifford Devlin inNovember 2017 from Silverdell (EDS) andboasts over 15 years' experience in theasbestos sector.

His considerable experience has beengleaned from managing remediation in avariety of environments including rail forLondon Underground and Tubelines,industrial buildings, commercial propertiesand residential estates for various LondonBoroughs and Housing Associations.

Daniel Tuffin (Contracts Manager)Responsibilities: As Contracts ManagerDaniel is responsible for the day-to-daymanagement of asbestos removal projects.

This includes preparing quotations, carryingout risk assessments, preparing Plans ofWork, resourcing projects and monitoringthe performance of the works on-site. Danielis the principal point of contact for the clientand other key stakeholders.

BRITISH HOME STORESLONDON SE13

Clifford Devlin won a competitive tender to strip-outa vacant retail outlet in South East London back toshell.

The works involved removal, under fully controlledconditions, of asbestos insulating board (AIB)ceiling tiles from a kitchen and storeroom at thevacant former British Home Stores (BHS) retail unitat Lewisham Shopping Centre. The enabling worksfor Landsec included extensive asbestos removal atthe site which started in mid-March, with the refur-bishment of the retail unit expected to be completedin early August.

The works were observed by the Fibres andMinerals Team of the HSE's Health & SafetyLaboratory (HSL) as part of a research project toassess the effectiveness of control measures usedfor licensed asbestos remediation.

Two scientists monitored the entire process fromset-up of the enclosures to the removal process,environmental clean-up and four stage clearance.They performed air and swab testing throughout toanalyse the efficacy of the removal process from ahealth and safety perspective.

This project aims to assess whether currentpractices within the industry are sufficient to reducethe risk of exposure to asbestos to as low asreasonably practicable. The information wegathered from this and nine other sites will be usedto update HSE guidance for the asbestos industry.

THE ADELPHI BUILDINGLONDON WC2

Clifford Devlin were appointed to carry out the initialphase of strip-out by project-managers, M3,following a competitive tender, to prepare thebuilding for a full re-fit, and were subsequentlyawarded asbestos remediation works and furtherphases of work.

Known colloquially as the "Little Adelphi", the 13-storey commercial premises is situated on London'sEmbankment just a few hundred yards from itsbetter known namesake, the Adelphi Theatre, inCovent Garden.

The original scope of works included removal offixtures, fittings and non-structural elements. CliffordDevlin's Asbestos Management team spent the first3 months removing asbestos insulation from 26columns on each of 6 floors which had beenidentified by an R&D survey.

However, considerable quantities of unexpectedACMs were encountered within the fabric of thebuilding once the strip-out commenced. Thisincluded pipe lagging buried within the screed,redundant pipework in window recesses and

asbestos pipework and debris exposed as thecolumn cladding was removed.

The strip-out works were carefully scheduled aroundthe asbestos removal to enable tight programmedeadlines to be achieved. The work was carried outin two stages to enable areas of the building toremain occupied.

Phase I of the work (basement, mezzanine andfloors one to six) was completed in 9 months andPhase II (floors 7 to 11) in six months. As well asstrip-out the works have included structuralalterations, exposure of cladding, removal of bondedscreed and fireproofing. The re-fit and refurbishmentphase is being carried out by ISG plc.

CLARKS VILLAGESTREET, SOMERSET

Landsec framework contractor Clifford Devlin won amini-tender to carry out a challenging asbestosremoval project to decontaminate ACM residuesidentified in an undercroft at Clarks Village outletcentre in Somerset. The works were scheduled toenable some routine maintenance to take placesafely.

The decontamination involved removal of insulationand residues from older pipework installationslocated throughout service ducts and tunnels in theunit's basement and the electrical plant room.Following disconnection of live services, the areaswere sheeted over to create smoke-tested airtightenclosures complete with negative pressure units.

Under fully controlled conditions, redundantpipework was cut, wrapped and removed in-situwhile debris and other items including MMMFinsulation, rubbish and abandoned fixtures or fittingswere removed by hand, double-bagged, stored inlockable skips on-site and ultimately disposed as

contaminated wastes. The area was then environ-mentally cleaned with anti-static tac-rags and H-type vacuums.

Insulation debris identified on walls in the electricalplant room was also removed under fully controlledconditions. The works in both the basement andplant room were remotely monitored using CCTV.

Clifford Devlin has been a framework asbestoscontractor for Landsec for over 10years.

Clarks Village, which was acquired by Landsec in2017, opened in 1993 and is home to more than 90stores on the site of old C&J Clark factory buildings

Clifford Devlin were appointed by the Trust toremove asbestos containing materials (ACMs)identified in surveys of the Out Patients Building andResidential Staff Quarters.The works were required to enable the demolition ofthese buildings as part of Phase 3 of the 10-year,£1bn PFI scheme which involves a combination ofretention, refurbishment and new-build at both Bart’sand the Royal London Hospitals in Central London.London contractor, Clifford Devlin won a competitivetender to deliver the removal package for bothbuildings.A series of pre-start meetings were arranged duringthe 4-week lead-in period with various members ofthe project team to plan this particularly complexproject.The buildings remained semi-occupied for most ofthe 9-month programme and so required very carefulplanning to sequence the works to work-aroundoccupants and live services.Almost all of the asbestos containing material foundin both buildings were notifiable so the HSE needed

to be informed 14-days before the workscommenced.Clifford Devlin prepared and submitted 45 separatenotifications and plans of work for each package asthe project progressed.Both buildings were decontaminated concurrently.In the Out Patients Building works progressed on afloor-by-floor basis starting in the basement whereextensive pipe insulation and debris in floor voidswas located. ACMs were removed using fully-con-trolled conditions i.e. removal carried out inside air-tight enclosures fitted with negative pressure units toprevent the emissions of fibres.

ST ALBANS TOWN HALLST ALBANS, HERTS

Clifford Devlin won a competitive tender todecontaminate a ceiling void at the Town Hall tofacilitate a renovation of the basement vault byPrincipal Contractor, Wilmott Dixon.

The work involved removing asbestos insulationboard cladding to steel beams under fully controlledconditions.

In order to access the structural steelwork weneeded to remove the false-ceiling. Working fromscaffolds towers our site team carefully dismantled165 sq metres of the GRP-glazed panels to exposethe ACMs.

Operatives removed the AIB cladding by handwithin enclosures that were constructed andinstalled to the fabric of the building using polythenesheeting affixed across the width of the basementvault with a 3 stage airlock system attached.

Following the removal of panels and ducting, thearea was environmentally cleaned using the H-typevacuum and Tak rags.

The building remained vacant throughout the 5-week project.
