Key Priority Area 1: Enhanced African Agenda and Sustainable Development
5th IBSA Summit’s Tshwane Declaration reflected relevant positions by IBSA states who are all serving on UNSC in 2011.
Utilised IBSA Fund for project proposals for African countries in PCRD, i.e. Sudan, Liberia, etc.
Placement of NEPAD Sector targets on agenda during State Visits to UAE (13-14/11); Oman (15/11); Qatar Bilateral Consultations (11-12/10); Oman Partnership Forum (29-30/10).
Promoted SA’s positions and the positions of Africa and the South during the FOCAC SOM
Supported the Doha Peace Process on Darfur, the New Strategy on Darfur, the AUHIP mediation on Post Referendum issues and monitor the developments of Qatar mediation on Djibouti/Eritrea Border
Supported NOCPM re UNAMID, UNMISS and AMISON peacekeeping missions in Darfur, South Sudan and Somalia

Key Priority Area 2:Strenghten Political and Economic integration in SADC
Coordinated continued monitoring and reporting on SADC-EPA negotiations, especially with regard to the European Union
Hosted the Joint SADC-UNODC second Expert Group Meeting on15 -16 November 2011 to develop and adopt five-year Joint- SADC-UNODC Regional Programme to make the SADC region safer from crime and drugs.
Participated in SADC Electoral Missions to Zambia, Seychelles(Sept/Oct) and DRC (Nov)

Key Priority Area 3: Strengthen South-South Relations
IBSA: 5th IBSA Summit hosted on 18 October 2010 by President Zuma and Tshwane Declaration issued. Ministerial meeting (17 October) as well as 19th Focal Points’ meeting (14 October) also facilitated prior to Summit. Various Working Groups and People-to-People fora met on the margins of the Summit (11-17 October 2011).
Minister approved proposals for new projects under auspices of IBSA Fund South-South discussion points prepared for President Zuma’s bilateral meetings with his
counterparts from Malaysia and Singapore at CHOGM in October 2011. Inauguration of Ramallah sports centre attended by DM Fransman Deputy Minister Ebrahim participated in the BRICS Deputy Foreign Ministers Meeting in
Moscow on MENA from 24 to 25 November 2011. Contributed to the Draft Doha Declaration and Programme of Action in Preparation of
the Third NAM Ministerial Meeting on the Advancement of Women Facilitated the implementation of the Sanya Action Plan through various consultative

Key Priority Area 4:Strenghten relations with strategic Formations of the North
Participated in G20 Summit in Cannes under the French Presidency, from 3 to 4 November 2011. The SA delegation to the Summit was led by President Zuma. SA contributed towards a strong focus on development in outcome documents, as well as a political commitment to the success of the Durban Conference on Climate Change (COP17) and support for SA as the incoming President of the Conference.
Participated in the 6th SA-Japan Business Forum hosted by Business Leadership SA in the context of TICAD.
Organised Japanese Business (Keidanren) visited South Africa in November 2011 and also met with Minister of Energy, Mineral Resources and Public Enterprises as well as Deputy Minister Fransman. The delegation also met the SADC Secretariat to discuss infrastructure- related projects.
Engaged with National Treasury, French Embassy and French Development Agency for the tracking of the implementation of SA-France Framework Partnership
SA-Turkey Business Forum took place on 5 October 2011 at Gallagher Estate during the Official Visit of the Turkish Foreign Minister

Key Priority Area 5: Participate in the Global system of governance
Utilised South Africa’s tenure of the UNSC to promote efforts to advance international peace and security.
Actively participate in the UNSC discussions on Palestine’s bid for UN membership. SA supports the bid, but the SC failed to reach and agreement on the application.
SA also participated in the UNSC discussions on the situation in Syria. The UNSC has been unable to reach an agreement on this matter.
Assisted in promoting South Africa’s interests by providing policy directives on issues on the agenda of UNGA 66, including disarmament, socio-economic development, civil & political rights & economic, social and cultural rights issues and the right to development, and budgetary matters etc during UNGA66.
Participated in the Kimberley Process Certification Scheme (KPCS) plenary meeting held in Kinshasa from 31 October 2011 to 3 November 2011, where agreement was reached on diamond exports from Zimbabwe. South Africa was elected as Vice Chair of the KPCS for 2012 and will consequently automatically assume the Chair during 2013

KPA 5 Continued SA successfully hosted COP17/CMP7 in Durban from 28 November to 10
December 2011. which produced a package of decisions, including: A second commitment period under the Kyoto Protocol The Durban Platform for Enhanced Action, launching a process to
develop a protocol, legal instrument or an agreed outcome with legal force by 2015 to enter into force in 2020
Establishment of the Green Climate Fund and a work programme on sources of long-term finance
Further operationalisation of the Bali Action Plan and Cancun Agreements, including the Adaptation Committee, Technology Mechanism, etc.
• Spearheaded the first landmark and historic IBSA Human rights resolution initiative in the context of the UNGA Third Committee work (October/November 2011). This involved the initial drafting, substantive input/ negotiating and lobbying. The resolution was adopted by consensus

KPA 5 Continued Supported the Minister’s participation at the Pre-CHOGM Foreign Ministers Meeting
on 26 and 27 October 2011 and the President at CHOGM in Perth, Australia, from 28 to 30 October 2011. The President and Minister utilised all platforms, side events and bilateral meetings to promote the objectives of COP17 and the African Agenda.
South Africa’s Sixth Committee delegate successfully elected to the International Law Commission (ILC), Justice Moloto elected to the International Residual Mechanism for International Criminal Tribunals (IRMCT), and South Africa re-elected to the Council of the International Maritime Organisation (Category C). Spearheaded and led the process of election of Amb January-Bardill for membership of the CERD commencing in 2012. The elections were held on 30 November 2011
Coordinated and facilitated South Africa’s humanitarian response to the famine in the Horn of Africa and contributed an amount of R4 million towards the relief efforts by the Gift of the Givers and a further R2 million, in support of the appeals of the AU pledging conference (Aug 2011).
Donated R1 million to Nicaragua, following the humanitarian crisis caused by floods and mudslides. The funds were channelled through the Nicaraguan Red Cross.
Facilitated contributions to the SADC consignment of humanitarian food relief to Somalia

KPA 5 Continued Promoted South Africa’s social group interests as they relate to
older people in the 8th Biannual Conference of the Network of African National Human Rights Institutions by advancing increased international focus on the rights of older persons coupled with national efforts to establish a Desk on Older Persons in the Presidency.
Participated in the African preparations for the UN Conference on Sustainable Development (also known as Rio+20), utilizing the South African position and view on the Green Economy to promote the transition as one of the themes of the Conference that will take place in June 2012

Trade Promotion seminars arranged in Muscat during State Visits to UAE and Oman. (November 2011)
Participated in the “Resilient Japanese Companies: Implications for Business in South Africa seminar that was hosted by Centre for Japanese Studies in October 2011.
The following Agreements were signed: JC Agreement and MoU on Political Consultations with UAE; MoU on Economic and Trade Cooperation with Iraq; Supplementary Protocol amending Agreement on Double Taxation signed with OMAN.
Direct SAA flight between Johannesburg and Beijing announced. Facilitated and supported Deputy Minister Fransman’s Visit to Turkey for the First
Ministerial Review Conference of the Turkey-Africa Partnership Organised and hosted the French Minister of Foreign and European Affairs, Mr Alain
Juppé Argentinean & South African institutions (Dept of Science and Technology) engaged
on advancement and deepening of cooperation in Space Science matters, flowing from existing S&T Bilateral Agreement

The State Visits led to the signing of Agreements: With Benin: MoU on Economic Cooperation, Terms of Reference for Def
Com, and Bilateral Air Services Agreement With Mozambique: Agreement Establishing a BNC; Regular Diplomatic
Consultations; MOU on Cooperation in Forestry-based Industries; MOU on Cooperation in the Field of Communications; MOU on Maritime Security and a Programme of cooperation in the Areas of Arts and Culture
Facilitated Working Visits: To Nigeria in December 2011 To the Democratic Republic of the Congo in November 2011
The Working Visit to Nigeria contributed to closer working relations between the Presidential Structures and demonstrated South Africa’s interest in the stability of Nigeria

KPA 6 Continued The Working Visit to the DRC resulted in the signing of the MoU on Grand Inga, and
demonstrated South Africa’s support to the people of the DRC in the holding of their second elections which would serve to consolidate democracy, entrench stability, and lead to development.
Facilitated Consultation Visit: From Niger in December 2011
The Visit was used to discuss pressing security matters and led to a task team visit to address issues such as food security.
• Facilitated Ministerial Visits (and other high level visits) for own and other departments to:
• Kenya, Burundi, Rwanda, Algeria, Egypt, Namibia, Angola, Botswana, Mauritania, Mozambique, Zimbabwe, Comoros
• Visits were in support of ongoing programmes and projects between South Africa and countries involved, in support of peace processes in some countries, at the invitation of counterparts, or as a result of participation in SADC and African Union scheduled meetings.

KPA 6 Continued Meetings between Airport Company of South Africa (ACSA) and Brazilian
counterpart facilitated for access to Brazilian tenders related to airport management and services in the run-up to 2014 FIFA World Cup.
End of September 2011 saw SA exports to Argentina and Mexico growing respectively by 80% and 81.5% year-on-year.
Potential investments facilitated through : Argentinian Clienting Group (BPO Facilities); Grupo ASSA (IT); and
GR8 (Agribusiness) Media Conference organized in Buenos Aires to showcase Rooibos Tea

KPA 6 Continued Lobbying for Minister Dlamin Zuma for Chair of AU Commission by Missions
in Mali, Senegal, Cape Verde, Guinea-Conakry, Benin, Niger, Togo, Cote
d’Ivoire and Burkina Faso, Angola, Malawi, Botswana, Namibia, Zambia, Tanzania, Mozambique, Libya, Egypt, Tunisia, Somalia, Eritrea Mauritius, Comoros and Seychelles.
• Arrangements were made for Presidential Special Envoys of the rank of Minister or former Minister to pay visits to almost every country outside of SADC, as well as to some SADC member states, to lobby the Heads of State or Government regarding the elections for the Chairperson of the AU Commission
• President Zuma met a number of Heads of State or Government on the margins of UNGA CHOGM and used the opportunity to raise the issue of the candidature (e.g. President Kibaki of Kenya; President Kagame of Rwanda, etc.)

Key Priority Area : Organisational Strengthening
Provided counselling and support to 156 employees and some family members. 3-days Wellness Days - 253 participated in health screenings. Out of this
number 165 also did HIV Counselling and Testing. World AIDS Day event – 77 employees took part in HIV Testing and
Counselling. Conducted the following training programmes:
- Heads Of Missions training – 7 HOMs- Trauma Counselling training – 34 employees- Stress Management for Cadets – 39 attended
Finalised (1) Grievance. Conduct one (2) Labour Relations presentation. Held one (1) Departmental Bargaining Chamber meetings.
