M The 2018-19 and 2019-20 Adopted Budgets allocated funds to close various pedestrian tunnels in Council Districts 4, 9 and 13 (CD 4, CD 9 and CD 13). In 2018-19, funding for various closures was allocated within General City Purposes (GCP) - Council Community Projects for CDs 9 ($600,000) and 13 ($800,000). For 2019-20, Council approved partial funding ($100,000) for one closure on the CD4/CD13 border allocated within the Capital Improvement Expenditure Program (CIEP). CD 13 has agreed to use GCP - Council Community Projects funding ($100,000) to support the closure of this pedestrian tunnel as the closure will benefit both districts. They have also attracted homeless individuals who use the tunnels to sleep or evade detection. The trash, debris, graffiti and vagrancy has become a nuisance and public safety concern for nearby schools, students walking to and from campus, and the surrounding community. It is imperative that these tunnels be closed as soon as possible to improve the health and safety of the Citys residents and visitors. Most recently, human remains were found in one of the tunnels. This motion seeks to facilitate project management by combining funding into a single account within the Bureau of Engineering and combine design, scheduling and contracting where feasible to minimize delays and disruption to the affected communities. I THEREFORE MOVE that the City Clerk be directed to place on the Council Agenda for July 1. 2019, or soon thereafter as possible, the following recommendations for adoption: Authorize the Controller to establish a new project account titled Various Pedestrian Tunnel Closuresin Engineering Special Services Fund No. 682, Department No. 50; and 1. Transfer and appropriate $600,000 from the Various Tunnels Closures CD-13portion of the Council Community Projects line item and $600,000 from the Various Tunnels Closures CD-9line item in the General City Purposes Fund No. 100-56 to the above newly created account within the Engineering Special Services Fund; and 2. Transfer and appropriate $ 100,000 from the Hollywood/New Hampshire Pedestrian Tunnel fr~ ^ Closure line item in the 2019-20 Capital Improvement Expenditure Program (CIEP) Account- [ '4/TBD - to the above newly created account within the Engineering Special Services Fund; esgSL. 3.
