What is a cleanfill?

Cleanfill materialMaterial that when buried will have no adverse effect on people or the

environment. Cleanfill material includes virgin natural materials such as clay, soil and rock, and other inert materials such as concrete or brick that are free of:

• combustible, putrescible, degradable or leachable components• hazardous substances• products or materials derived from hazardous waste treatment, hazardous

waste stabilisation or hazardous waste disposal practices• materials that may present a risk to human or animal health such as

medical and veterinary waste, asbestos or radioactive substances• liquid waste.

CleanfillA cleanfill is any landfill that accepts only cleanfill material as defined above.

towards zero waste, and a realisation that large quantities of

materials that could be recycled or reused were being disposed of

in cleanfills.

A whole system approach. Cleanfills are not treated in isolation

but seen as part of the waste management system that involved

control over landfill disposal and awareness of impacts on

recycling infrastructure. Controls imposed on one part of the

system will impact on other parts of the system and it is critical to

recognise this from the outset and design the systems in an

integrated fashion.

• All cleanfills are licensed

• ECan and CCC officers can enforce cleanfill bylaw

• Tipping before the face will reveal any non complying materials attempted to be hidden at the bottom of loads as the stuff at the bottom tends to come out on top when tipped.

• The bylaw has incentivised the development of the recovered materials industry in Christchurch.
