REQUEST FOR QUALIFICATIONSPORT OF GALVESTON
PARKING CONSULTANT SERVICES The Board of Trustees of the Galveston Wharves, Galveston, Texas (the Port) is seeking qualifications (on the terms set out in this RFQ) from qualified firms. The submissions will en-able the Port to enter into a contract for tech-nical and professional services. The selected Consultant will assist the Port with profession-al services related to planning and design of parking and ground transportation for proj-ects including a development project at Pier 10 which approximately 15 acres will be uti-lized for cruise ship parking. Services provid-ed under the contract may include design of: Pavement design (Asphalt/Concrete), Parking Area layout and striping, Landscaping, Park-ing Access and Revenue Controls System In-cluding Terminal Access Fee Solution, Shuttle bus routes, Shuttle bus canopies, Pedestri-an walkways, Entry and exit plazas, Queuing areas, Lighting/Illumination design, Parking deck structures. The Port will accept questions about this RFQ and about any matter related to the scope of work through 2:00 pm (Central Time) on Tuesday, March 10, 2020. Questions must be e-mailed to: [email protected]. Sealed Submissions will be received un-til 2:00 PM (Central Time) on Friday, March 20, 2020. Packages received after this date and time will not be considered. Please note that all submissions must be re-ceived at the designated location by the deadline indicated below. Submissions re-ceived after the required deadline will be re-turned unopened and considered void and unaccepted. Submissions must be submit-ted in compliance with the terms of the RFQ, a complete copy of which is available as de-tailed below. Response packages shall include six (6) written submissions (one original and five copies) and one electronic copy (Adobe Acrobat-compatible file is preferred) of all material. The electronic copy shall be provided on appropriate media (e.g., USB flash drive or CD Rom) and shall be included in the response package. Qualifications shall be submitted in sealed en-velopes. Sealed envelopes shall be marked in the lower left hand corner as follows:

Galveston, TX 77550 The Board of Trustees of the Galveston Wharves will award this bid to the bidder who provides the requested goods or services at the best value for the Port, which will include an analysis of the following criteria: purchase price, reputation of the bidder and of the bid-der’s goods or services, the quality of the bid-der’s goods or services, the extent to which the goods or services meet the Port’s needs, the bidder’s past relationship with the Port, the impact on the ability of the Port to comply with laws and rules relating to historically un-derutilized businesses and non-profit organiza-tions employing persons with disabilities, and the total long term cost to the Port to acquire the bidder’s goods or services. The Board re-serves the right to reject any or all of the bids, in whole or in part, and to accept the bid or bids, in whole or in part, for any reason or to negotiate with any and all bidders and waive any informality in bids received.
Bidder(s) may withdraw their bid, either per-sonally or by written request, at any time prior to the scheduled time for the bid opening. The Galveston Wharves may hold the bids for 60 days after the date set for the opening without making a decision and the bidder(s) may not withdraw their bid(s) within that time.
