Approvals of TLMC/MPD/STLMC Manuals
1. Time Limits / Maintenance Checks (TLMC)• Approved by Transport Canada (TC), FAA and EASA
2. Maintenance Planning Document (MPD)• Not Approved, therefore it is not a requirements document
3. Completion Maintenance Program (STL/MC)• Approved by Local Authority of STC Holder• Each STC may have a separate STLMC
TLMC is the only approved manual, the MPD contains all tasks from the TLMC

Maintenance Not Found in TLMC / MPD
Not all maintenance required to be complied with byindividual operators is found in the TLMC:Examples of Maintenance not found in TLMC / MPD:
National requirements• Requirements from country to country vary, and would be impossible to ensure the
latest requirements are listed in the TLMC
Vendor/OEM Recommended Maintenance• Vendor manuals are reviewed during MSG-3 process and only tasks accepted by
ISC are recommended to MRB for inclusion in the TLMC• Maintenance from a OEM manual may be required by the OEM if an operators is
following an OEM warranty program
Service Bulletin Maintenance Recommendations• Required maintenance until a specific condition is met
Unscheduled Maintenance ie: Inspections after Hard Landing, Lightning Strike etc• Refer to: AMM Chapter 5

CRITICAL DESIGN CONFIGURATION CONTROL LIMITATIONS
Critical design features that must be maintained in exactly the samemanner throughout the life of the aircraft in order to comply with thetype certificate and maintain airworthiness
CDCCL instructions ensure critical features are present throughoutthe life of the aircraft and are Inspected and verified whenalterations, repairs or maintenance actions occur in the area
CDCCL Design features defined and controlled by Special FederalAviation Regulation 88 (SFAR) preserves critical features neededfor Flammability Reduction Means

CDCCL and EWIS Maintenance
Maintenance related to CDCCL (SFAR 88) andElectrical Wiring Interconnect System (EWIS)
Applies to transport category, turbine-powered aircraft where thetype certificate (TC) was issued after January 1, 1958 and has:
• A maximum type-certificated passenger capacity of 30 or moreAnd / Or
• A maximum type-certificated payload capacity of 7500 pounds ormore
CL604, CL605 and CL650 are not required to be CDCCL or EWIS Compliant

Flexible Maintenance:• Program by which maintenance is spread out over 80 H (± 40 H) 4 M, or 80 L, as
applicable
Allowable Tolerance:• Provides a one-off opportunity to schedule one or more tasks or inspections without
requesting an extension and maintain the alignment of interval multiples

Flex and Task Tolerance: Early compliance
26
For any task(s) done before the scheduled maintenance ‘window’ opens, anew ‘window’ will need to be established for the next due of the task(s).
Example: A 1200 H task due at 2400 H is completed at 2300 H or 60 H beforethe window opened at 2360 H.The next time this task is due will be at 3540 H ± 40 H, however it can start whenthe window opens, which in this case, is at 3500 H

Customized Maintenance Programs
28
Converts all MRB Tasks to Monthly IntervalSome tasks will be done fewer times in a calendar year
Available Customized Maintenance Programs• Very High Utilization Maintenance Program (VHUMP)
• High Utilization Maintenance Program (HUMP)
• Low Utilization Maintenance Program (LUMP)
• Equalized Maintenance Program (EMP)

EMP provides the following benefits:Distributes workload to shorten downtime, increase aircraftavailability
RulesMay require Phase-In for in-service aircraftMay be subject to national and/or local regulatory approval
