Civilian Marksmanship Sales Catalog 2010The Civilian Marksmanship Program (CMP) is a U.S. government-chartered program that promotes firearms safety training and rifle practice for all qualified U.S. citizens with special emphasis on youth. Any U.S. citizen who is legally not prohibited from owning a firearm may purchase a military surplus rifle from the CMP, provided they are a member of a CMP affiliated club. The mission of the Civilian Marksmanship Program isto promote firearm safety and marksmanship training

for U.S. citizens with an emphasis on youth.CMP programs provide safety and marksmanship trainingresources for junior and senior shooting clubs, JROTC units,4-H Shooting Sports clubs, school and college shootingteams, Boy Scout camps, summer youth camps, state rifle &pistol associations and a wide variety of other organizations.

To most effectively deliver its programs, to avoid duplicatingexisting programs and to promote synergy among all shoot-ing sports organizations, the CMP cooperates closely with

other nationalshooting sportsand youth-servingorganizations thatpromote marks-manship andyouth training.

The number ofyouth directly andindirectly servedby the CMP con-

tinues to expand. Over 1,000,000 youth are now reachedannually by CMP marksmanship training and education ini-tiatives. They are enrolled in affiliated clubs, participate inmarksmanship instruction or competition through JROTCunits, belong to4-H ShootingSports clubs,take part in rifleprograms atBSA or otheryouth summercamps or areactive in otheryouth marks-manship pro-grams support-ed by or affiliated with the CMP. When the adult membersor leaders of these affiliated groups and the parents andimmediate family members of the youth also are counted, itis likely that CMP programs reach more than two millionpeople a year.

1903 Act of CongressA 1903 Act of Congress established theNational Board for the Promotion of RiflePractice (NBPRP). This Act led to the cre-ation of the Civil ian MarksmanshipProgram as a means of realizing theBoard’s objective of teaching marksman-ship skills to civilians.

1996 Congressional ActionIn 1996, Congress abolished the NBPRP and established theCorporation for the Promotion of Rifle Practice and FirearmsSafety as a private, non-profit corporation responsible for the

"supervision, over-sight, and control ofthe Civil ianM a r k s m a n s h i pProgram." The Actmandates that thecorporate mission ofthe CMP is the"instruction of the cit-izens of the United

States in marksmanship" and that thehighest priority for its programs must beon junior training.

The CMP delivers firearms safety andmarksmanship training through a nation-al network of affiliated shooting clubs,state shooting associations and otherorganizations.

To fund these activities, the law givesthe CMP authority to sell surplus .22

and .30 caliber rifles, ammunition, equipment and other sup-plies. The proceeds from every purchase of any item fromCMP are usedto support thecurrent opera-tion of theCMP and tobuild a perma-nent endow-ment to fundCMP youthprograms intoperpetuity.

CMP PROGRAMS

NATIONAL RIFLE AND PISTOL MATCHESThe CMP, along with the NRA, hosts the Annual National Rifle and Pistol Matchesat Camp Perry, Port Clinton, Ohio every July and August. There are many eventsfor competitive shooters to attend as well as clinics such as the Small Arms FiringSchools for beginner shooters. Surplus RiflesThe surplus rif lesoffered for sale bythe CMP are drawnfrom Army storage.Depending on typeand model, man-ufacture datesrange from theearly 1900s forsome M1903s

to as late as 1990 for some .22 caliber rifles, such as theKimber Model 82. Just as they vary in age, they alsovary in condition and amount of use. Some appear tobe new or barely used, while others show plenty ofbattle scars and character (dings and dents). Someof the later models appear to have had little use,while others could have served on active duty,been loaned to our allies, and used as ceremonialrifles by veteran’s organizations or as drill rifles inour high schools and colleges. Each one is anauthentic piece of American history.

CMP personnel inspect and repairmany of the rifles received from theArmy in a ‘not ready for issue’ condi-tion.

Even though some repairs are per-formed, our customers must recognizethat these rifles are sold in a wide spec-trum of conditions. We highly recom-mend that our customers have therifles disassembled and thoroughlycleaned and carefully examined by acompetent gunsmith prior to anyattempt to load or fire the rifles.

Some options may not be readily avail-able and orders will be placed on back-order and filled on a first come basis.Prices in effect at time of shipment willbe charged. Customers are notified ofprice changes before orders are filled.

John Garand’s rifle was the single most significantsmall arms development in the history of modernwarfare. No other rifle in this nation’s history sooutclassed that of its adversaries. The accuracy,reliability, ruggedness and most of all, firepower,could not be matched by any of the Axis powersduring WWII. It performed with distinction duringWWII, Korea and the early days in Vietnam.

In the past ten years, the M1 Garand, regardless of condition, has also become a very hot collectors’ item and sound financial invest-ment, as evidenced by the steady growth of the Garand Collectors Association to over 15,000 members in just the past few years. Thepopularity of the M1 Garand continues to grow as hundreds of new Garand “Fun” Matches are being held all across the USA each year.

Over the past 65 years, most M1 rifles have been arsenal rebuilt, refinished, rebarreled or repaired at least once and often several times.Most will show signs of service (often considerable) and replacement of various parts. They are seldom encountered with all original partsand original finish as delivered from the manufacturer. Such "original" rifles, even in well-used condition, are highly prized by collectors.

Each M1 Garand rifle sold by CMP is an authentic U.S. Government rifle that has been inspected, headspaced, repaired if necessary and testfired for function. Each rifle is shipped with safety manual, eight-round clip and chamber safety flag. Selection only guarantees the receiverwas produced by the manufacturer listed. All other parts may have been produced by other manufacturers. Orders are filled on a first-comefirst serve basis. Rifles of all grades are packed for shipment purely by "luck of the draw". RIFLES DO NOT HAVE IMPORT MARKS.

M1 GARAND SERVICE GRADE: GOOD TO VERY GOOD CONDITION. Most of these rifles have been rebuilt at least once whilein military service and will likely have some parts from other manufacturers. Rifles may have some foreign parts. Metal may exhibit worn andmixed colors of the parkerized finish; there may be some minor pitting on the metal parts; wood may be Walnut, Birch, Beech or other vari-ety and will be basically sound, but may have some minor hairline cracks, dings, scratches and gouges; wood may not match in color or typeof wood; wood may be original, original replacement, or current manufacture. Bores will be generally good but may have minor imperfec-tions; the barrel crown may be nicked, but the muzzle will gauge less than three (3) and the throat erosion will gauge less than five (5). Thebore meets the criteria for a Garand being issued for overseas duty in WWII. M1 GARAND FIELD GRADE: FAIR TO GOOD CONDITION. Field grade rifles meet the description of the Service Grade shownabove, except for the following: Bores will be generally good, but may be dark or have other minor imperfections; barrel muzzle or crownmay be rough and muzzle may gauge more than a three (3) on a muzzle gauge. Wood will generally have more character (dings, dents,gouges, etc.) than a Service Grade and will not be new manufacture. M1 GARAND CORRECT GRADE: VERY GOOD TO EXCELLENT CONDITION. Correct Grade rifles show little wear or use. Partsare all correct for date of manufacture with 85% or better overall original metal finish. The stock and hand guards will be Walnut and correctfor the rifle but may have a few dings, dents, minor scratches and marring of the wood finish. Stocks will have the appropriate originalinspector’s cartouche. The rifle bore will be very good with no defects and with a throat erosion less than four (4) and muzzle wear of two(2) or less. Not available in WWII serial number ranges. This grade has only been available for short periods of time every few years in verylimited quantities. M1 GARAND COLLECTOR GRADE: EXCELLENT CONDITION. Collector Grade rifles show almost no wear or use. Parts are allcorrect for date of manufacture with 95% or better overall original metal finish. The stock and hand guards will be Walnut and correct forthe rifle but may have a few dings, handling marks or small scratches. Stocks will have the appropriate original inspector’s cartouche. Therifle bore will be excellent with no defects and with a throat erosion less than three (3) and muzzle wear of two (2) or less. Rifles in this gradefrequently appear unfired and may even still be coated in preservative. Data sheets prepared by CMP armorers are included in the butt trapof each Collector Grade Rifle. This grade has only been available for short periods of time every few years in very limited quantities. Not avail-able in WWII serial number ranges. M1 GARAND SPECIAL GRADE: EXCELLENT (PRISTINE) CONDITION. (See photo at the top of the page). This is a completelyrefurbished rifle consisting of an original M1 Garand receiver, new production Criterion barrel, new production American Walnut stock andhand guards, and new web sling. Receiver and most other parts are refinished USGI, but some parts may be new manufacture. This grade isusually available. The M1 Carbine was produced between 1942 and 1945 and was used by U.S. forces in WWII, Korea, and Vietnamand is still in use by many foreign governments. Even though over 6 million were produced, the M1 carbine is rela-tively rare and has become a popular collectors’ item. The popularity of CMP Carbine Matches has also increasedgreatly in the past three years, especially with older shooters. M1 Carbines may not always be available. The U.S. Model 1903 Springfield rifles were the greatest of all U.S. military issue bolt action rifles. The M1903,M1903A3, and M1903A4 rifles are available through the CMP for short periods of time every few years in very limit-ed quantities. These match grade target rifles, produced for the U.S. Army between 1987 and 1990, have never been used butstocks, receivers and barrels may have a light scratch or razor cut from when the protective bags were opened toconduct serial number inventory in the mid-90s. This minor cosmetic deficiency detracts slightly from the appear-ance, but does not effect the functioning. This single shot .22LR has an overall weight of 10.75 lbs, a length of 43inches, adjustable trigger, three butt plate spacers, hand stop assembly, Kimber rear aperture sight, front sight withten inserts, and original technical manual. TO PURCHASE A RIFLE FROM THE CMP, A PURCHASER MUST PROVIDE PROOF OF:

1. U.S. Citizenship and Age: You must provide acopy of a U.S. birth certificate, passport, proof of nat-uralization, or any official government document thatshows birth in the U.S. or otherwise states citizenshipas U.S. A drivers license is proof of age, but IS NOTproof of U.S. citizenship. A copy of a military ID(active, reserve, guard, retired) will serve as proof ofU.S. citizenship. A copy of Law Enforcement ID (activeor retired) will serve as proof of U.S. citizenship.

2. Membership in CMP AffiliatedOrganization: You must provide a copy of yourcurrent membership card or other proof of member-ship. This requirement cannot be waived. The CMPcurrently has over 2,000 affiliated organizations locat-ed in many parts of the country. Membership inmany of these organizations costs $25.00 or less andcan be accomplished online. A listing of affiliatedorganizations can be found by clicking on our “CLUBInfo” tab on our web site at www.odcmp.com. Ifyou have any difficulty in locating a club, please con-tact the CMP at 256-835-8455 or by emailing [email protected]. We will find one for you.

In addition to shooting clubs, the CMP also has sever-al special affiliates. Membership in these organiza-tions satisfies our requirement for purchase. Thesespecial affiliates include:

• Congressionally chartered veterans’ organizationssuch as the VFW, AL, DAV, MCL, etc.

• U.S. Military services (active or reserves), NationalGuard, to include retirees. Copy of ID required.

• Law Enforcement departments and agencies andLaw Enforcement organizations and associations(to include LEO retirees). Copy of ID required.

3. Marksmanship or other Firearms RelatedActivity: You must provide proof of participationin a marksmanship related activity or otherwise showfamiliarity with the safe handling of firearms andrange procedures. Your marksmanship related activitydoes not have to be with highpower rifles; it can be

with smallbore rifles, pistols, air guns or shotguns.Proof of marksmanship participation can be providedby documenting any of the following:

• Current or past military or law enforcement service.

• Participation in a rifle, pistol, air gun or shotguncompetition (provide copy of results bulletin).

• Completion of a marksmanship clinic that includedlive fire training (provide a copy of the certificate ofcompletion or a statement from the instructor).

• Distinguished, Instructor, or Coach status.

• Concealed Carry License.

• Firearms Owner Identification Card that includeslive fire training.

• FFL or C&R license.

• Completion of a Hunter Safety Course that includ-ed live fire training.

• Certification from range or club official or lawenforcement officer witnessing shooting activity. Aform for use in completing and certifying yourrange firing can be downloaded from the CMPweb site at http://www.odcmp.com/forms/marks-manship.pdf.

• No proof of marksmanship required if over age 60.Proof of club membership and citizenship requiredfor all ages.

NOTE: Proof of marksmanship activity is onlyrequired for purchase of rifles.

4. Legal Eligibility to Purchase a Firearm:The information you supply on your application willbe submitted by the CMP to the FBI National InstantCriminal Check System (NICS) to verify you are notprohibited by Federal, State or Local law from acquir-ing or possessing a rifle. Your signature on thePurchaser Certification portion of the purchase appli-cation authorizes the CMP to initiate the NICS checkand authorizes the FBI to inform CMP of the result.IMPORTANT: If your State or locality requires you tofirst obtain a license, permit, or Firearms Owner IDcard in order to possess or receive a rifle, you mustenclose a photocopy of your license, permit, or cardwith the application for purchase.

6. Repeat Customers: If you have completed aCMP Purchaser Certification and Agreement to buy arifle from the CMP, signed before a Notary Public,you may for a period of three (3) years thereafter sub-mit an application to purchase additional rifles, partsor ammunition without having the PurchaserCertification and Agreement notarized – providedthat the “sold to” and ‘ship to’ addresses remainexactly the same.

All orders - TO INCLUDE REPEAT ORDERS - mustinclude SIGNED pages 1a, 2a (with or withoutnotary) and 3a. The checklist on page 4a is providedfor customer convenience. Rifles may only be pur-chased by mail or in person. We cannot accept faxed,emailed or phone orders for rifles or receivers.

After three years, or at anytime an address changesfrom the last notarized order, a new PurchaserCertification and Agreement must be notarized.
