TOURNAMENT INFORMATION I. HHSAA AIR RIFLERY REGULATIONS

HHSAA Air Riflery Regulations may be found in the HHSAA handbook section found in this packet.

II. LEAGUE ENTRY FORM Each League’s Sport Coordinator shall be responsible for submitting their Boys and Girls League Entry Forms, which must include all of their league qualifiers for the state tournament. The entry form will be sent to each league sport coordinator by e-mail. HHSAA Air Riflery Coordinator, Ed Chang, must receive these forms by 4:30 p.m. on Wednesday, October 20, 2010. Entries should be e-mailed to [email protected], with a copy sent to the chief statistical officer, Alan Tokumura at [email protected], and to the HHSAA at [email protected]. Each coach shall be responsible for submitting his/her Boys and/or Girls Team Entry Forms (see enclosed), which must include all of their school qualifiers for the state tournament. The Chief statistical Officer must receive these forms no later than 15 minutes before tournament firing begins.

IV. HEAD COACHES’ PRE-TOURNAMENT BRIEFING There will be a pre-tournament briefing at 8:00 a.m., Tuesday, October 26, 2010, for all competitors and coaches at the firing range.

V. TOURNAMENT SCHEDULE

VI. TOURNAMENT REGULATIONS

See HHSAA handbook section found in this packet. VII. CODE OF CONDUCT

The coach shall have direct responsibility for the conduct of team members prior to, during, and after tournament competition (in the hotel, in public, at the tournament, transporting to and from sites). The HHSAA Executive Director may establish a common curfew hour as necessary. The drinking of alcoholic beverages, smoking, drug use, loud, unruly, or destructive behavior will not be tolerated. Coaches are requested to inform their athletes of hotel rules and regulations. Please emphasize the importance of appropriate conduct and behavior, and consideration for other hotel guests. Schools and students will be charged for any damages incurred by them at the hotel. It is recommended that schools inform parents regarding code-of-conduct in writing.

AIR RIFLERY TOURNAMENT

I. SPECIFIC OBJECTIVES

A. To select a state individual and team riflery champion for boys and girls through tournament competition.

B. To recognize the combined efforts of all participating teams and schools in the tournament.

C. To promote and encourage the highest principles and standards of attitude and positive behavior.

D. To promote the highest principles of good citizenship in tournament competitions.

E. To promote safety awareness at all times.

II. OFFICIALS

A. Officials shall be selected by the Sport Coordinator and approved by the HHSAA Executive Director.

III. ELIGIBILITY

A. Each participant must be eligible under the rules of his/her league and under the eligibility requirements specified by the HHSAA.

IV. TOURNAMENT REPRESENTATION Each league shall determine the method of selecting their entries, subject to the following allocation

of participants to each league:

A. Representation for the tournament is limited to 42 boys and 42 girls. No league’s entries should fall to less than five (5) according to the formula for selecting each league’s number of entries.

B. With respect to each gender, the number of representatives for each league shall be determined

by the following formula:

All fractions of more than one-half shall be counted to the next whole number, with highest percentages considered to keep the total number of entries at the specified limits for boys and girls.

C. Schools may bring an unlimited number of individuals to the tournament, as long as their league qualified them, and as long as the league’s entries to not exceed the total number allocated by the formula for determining league representation.

D. The slot for a qualified participant who cannot participate in the match belongs only to the league

in which that athlete participates. Substitutions will come from the list of league alternates, following that league’s rule for qualifiers to state tournaments. If the league cannot fill the vacancy with an alternate, the vacancy shall remain unfilled.

V. ENTRY DEADLINE

A. A school’s list of entrants shall be submitted to the Sports Coordinator six days prior to the start of the tournament (by 4:30 p.m. on October 20, 2010). This list shall include two alternates for each category.

B. Additionally, the names of the shooters who will make up a school’s team (for purposes of team

scoring competition) shall be provided to the statistical office at least fifteen minutes prior to the first round of the tournament being fired. No school may enter more than one team per gender.

VI. GENERAL RULES AND REGULATIONS A Competitors briefing sheet will be provided to each air riflery state tournament participant.

Rules: Current National Standard Three-Position Air Rifle Rules (“National Standard Rules”), with HHSAA provisions and modifications as necessary. Equipment Inspection: All equipment must be inspected prior to use in competition. Rifle: National Standard Rule 4.2 Sporter Air Rifle. Position: Rule 5.1 Sights: Rule 4.2.8 Distance: 32.8 feet (10 meters) Rule 5.5.1 Sighting Shots: Rule 7.12.1 Time Limit: Rule 5.3.2 (Individual Event 3x20) Target: Rule 5.4 (note: only targets provided by HHSAA will be allowed)

Protest Fee: A challenge fee of $1 will be charged per protest. See Rule 9.0 for procedures. The HHSAA Air Riflery Coordinator serves in any capacity with respect to any rulings dealing with the National Council or Jury.

Protest Time: The protest time will be posted on the scoreboard. The protest time shall be 20 minutes. The official time will be the time kept in the statistical office.

Tie Scores: Ties will be broken using Rules 8.4.1 and 8.4.2 for individual competition. Rule 8.4.4 shall apply to team competition. Coaching: Coaching is permitted pursuant to the guidelines set forth in Rule 5.2.1.

Competition Director: The HHSAA Air Riflery Coordinator shall serve as the Competition Director. VII. COMPETITION

A. Course of Fire: Individual Event 3x20 without Final. See Rule 5.3.1 Individual Events. Twenty (20) shots in each of the following positions: prone, standing, and kneeling, one shot per bullseye. The positions must be fired in the order listed above.

B. All participants shall be pre-squadded by the HHSAA Air Riflery Coordinator.

C. The individual champion shall be determined by his/her total aggregate score of the three (3)

firing positions.

D. Team Match see Rule 5.3.5 Team Events 3x20. The total aggregate scores of the four (4) designated shooters for their particular school shall determine the team championship.

E. The girls tournament will be shot first in 2010 followed by the boys. The girls tournament will

be shot first on even numbered years. VIII. UNIFORM

All participants are encouraged to wear school-designated uniforms, preferably with school-identifying insignia.

IX. SAFETY

A. Eye Protection: Adequate eye protection must be worn while on the firing line by all competitors when firing is in progress.

B. Dry Firing: Dry firing is not permitted anywhere, except during the preparation period or live

fire on the firing line.

C. The safe handling of rifles must be practiced at all times.

X. TOURNAMENT SITE

A. The HHSAA Executive Director shall select the tournament site. B. A centralized location for the tournament is recommended in order to minimize problems in

transporting equipment and parking, and to ensure adequate scoring facilities, restrooms, and holding areas. Also, the tournament site must contain a minimum of twenty (20) firing points, with such firing points complying with Rule 5.5.2.

XI. AWARDS

A. Permanent trophies to boys and girls championship teams. B. Permanent trophies to boys and girls runner-up teams.

C. Gold medals to the championship teams for boys (4) and girls (4), plus one for their head

coaches.

D. Gold medals to individual champions for boys and girls.

E. Silver medals to the individual runner-up for boys and girls.

F. Bronze medals to individual places 3-10 for boys and girls. XII. EVALUATION An evaluation report and tournament results shall be submitted to the HHSAA Executive Director

within two weeks after the tournament.

Safety Rules & Reminders Rule 2.0 Safety section of the rule book should be reviewed by all and complied with.

When transporting a rifle uncased, muzzle should be pointed skyward with the muzzle above the head. Bolt must be open and CBI inserted. For this tournament, CBI must be orange colored. Orange CBIs will be available if needed. Finger off the trigger Shooter’s trigger finger should remain outside the trigger guard until aligning sights and ready to shoot. Range commands Range Commands will consist of Load, Start, Stop, & Unload. The standard administrative commands to move on or off the line, hanging targets, or Rule 7.13 will continue to be used. While resting between shots or loading, the muzzle must not point above the top of the target frames. If the rifle touches the ground, the muzzle must point down range. Pellets may be loaded from the ground only in prone and kneeling. A support shall be used to raise the pellets off the ground for standing so as not to have to reach to the ground for pellets while loading and possibly having the muzzle pointed in an unsafe direction. Equipment inspection All equipment must pass equipment inspection prior to being used in competition. Competitors should have equipment inspection form completed prior to check in. All equipment should be brought by competitor at time of check in. CMP ROTC MATCH A special ROTC cadet match sponsored by the CMP will be held concurrently. It is open to any currently enrolled ROTC cadet regardless of military branch. Only cadets from schools not on the “cease fire” list may participate. This means that cadets from schools that have been approved for marksmanship by military inspection may participate. Cadets should check with their respective school’s ROTC program as to whether they are eligible. A separate entry form will be used for this entry. Scoring Paper target scoring will primarily be scored with the Orion Visual Image Scoring (VSI) system. Manual scoring will be back up scoring method. See Rule 8.2 Paper Target Scoring.
