The 2012 INSPECTOR GENERAL COLLEGE (IGC)
Think about coming to the
college or sending your
assistant. The 2012 IG
College will take place 3-8
June 2012, at Kirtland AFB
in Albuquerque, NM. The
first day of class is Sunday, 3
June. Student arrivals are expected NLT Saturday, 2 June.
The graduation dinner is Friday evening, 8 June, at the
Officers Club. Students may depart for home on 9 June. We are arranging
with New Mexico Wing members so that your experience at the College
will not only serve to educate, but to provide an opportunity to enjoy the
sights, the beauty and the cuisine of Albuquerque, as well. We have a set
number of slots. The priority order for selection of IG College
students is wing or region IGs and assistants, wing/region
commanders, wing/region vice commanders and chiefs of staff,
wing/region legal officers and then all other interested CAP
members. Attached to this issue of the IG
Audience is a flyer to post about the 2012
College.
NOTE: Due to the training staff’s time commitments to the IG College in June and the
National Board in August, on-line Blackboard IG Basic Courses will not be offered in
those months.
This biennial college is required training (CAPR 123-1 para 9b) to serve as a wing IG or higher. It is also the final
academic requirement associated with the IG specialty track Master rating. The IG Senior Course is a
PREREQUISITE for the IG College. Waivers for this requirement must be requested directly to the CAP/IG, Col
Ken Parris. Completion of the IG College meets the requirements for Region Staff College, Level IV, IAW CAPR
50-17 para 6-6.
Cost of the 6-day course is set at $50.00. This covers the mixer, picnic, continental style breakfasts, afternoon snacks and
the banquet. Students and staff stay at the BOQ on Kirtland AFB. National Headquarters will pay for base lodging for
all attendees. MSAs will be provided prior to travel. College dress code will be the Air Force style or the CAP Aviator
style combination in accordance with CAPM 39-1. A graduation banquet is scheduled for Friday night and is included in the
course fee. Guests are welcome, but there will be a fee. Travel to and from the College is at the student’s expense or may be
funded through your command channels. YOU ARE URGED TO BRING A LAPTOP, yours or CAP’s, but it is not
required. We are also planning an opportunity for you to enjoy the scenic and historic sights of Albuquerque, New Mexico.
SENIOR COURSE OFFERING
General Information about signing up
students for the Senior Course: We
give students a pre-test conducted via
http://caplearning.blackboard.com/ for
all Senior Courses. Once registered, our
Staff-assigned course instructor gives
each student a user name and password via e-mail to take the
pre-test, and then download essential pre-course readings.
The IG Senior Courses listed in the chart that are highlighted in
yellow are in jeopardy of cancellation. Common sense and budget constraints preclude the expense of course
material duplication and travel for a member of the IG Staff to teach a course to less than 12 members. Yet, we will
wait until the metaphorical “11th hour” before we cancel, as we know full well that these three courses represent the
final opportunity for CAP members to meet the college prerequisite senior course.

All Senior Courses are two full days of class work
Day One begins at 0730 and ends at about 1600. Students will receive a case study workbook that
contains work that needs completion by student teams in quarters
—HOMEWORK! We have to do homework? ... aaaah!!!! Day Two (2) begins at 0800 and will end no later than 1730. How soon (?) depends on class size and
post-test results. All students pass this post-test with an 80% correct or greater with assistance from the
instructors. Plan accordingly by not making travel arrangements based on getting out prior 1730!
New Assistant Joins the team A “new member” has joined the IG staff. Lt Col Don Barbalace is a 50-year veteran
member of CAP, is the South Dakota Wing IG and will assist the IG Education/
Training staff as editor of training materials. He is a master-rated IG and an Incident
Commander, who has held nearly every squadron-level position and several at group
or wing level in the four wings where he has served. Don’s expertise is in crafting
and editing the complex set of documents, training aids and publications we produce.
We welcome him to the team!

Opportunity Knocks! By Lt Col Ed Burns, CAP/IGTA
How are you going to fare on your next Compliance Inspection with regard to
showing the inspectors your SUI Program? Haven’t done them all? Short-staffed?
Need assistance? Where do you turn? CAPR 123-3 states that SUI team members
must be ‘highly qualified.’ How does that happen? Can’t get everyone together for
an IG Basic Course in seminar? Can’t teach an IG Basic Course because you
haven’t been to the IG College? Here are some simple answers to those questions:
You can show the CI Team inspectors that your SUI teams are ‘highly qualified’ by maintaining
a copy of the online IG Basic Course Completion Certificates for each of your inspectors. You
can also keep a copy of the CAPF 11 from your presentation in seminar of the IG Basic Course.
If you ever need a listing of the members in your wing who completed the online IG Basic
Course, contact me.
Does it appear you are not going to get all of your SUIs completed within the 36-month
window? Don’t wait until the last minute to have your Wing Commander request a waiver.
Keep training inspectors. It’s always better to have some sitting in the bullpen than having to go
out and scour the Wing to find a qualified team member when you need one.

desire to run an IG Basic Course in seminar. He will ship you all of the materials you need.
If you can’t teach an IG Basic Course in your wing, see if there is one going on in an adjoining
wing or ask your Region IG to host an online course just for your students. If that fails, have
your Wing members sign up for the online version that is sponsored monthly by the HQ IG staff.
Don’t leave training out of your SUI Inspection Plan. It’s a major consideration. In the 2 years we have
been offering the IG Basic Course online, we have seen more than 600 students enroll and 64% have
successfully completed the course. The bulk of the students have taken the course in order to satisfy the
requirements of CAPR 123-3 so they could be “highly qualified” SUI inspectors. If you need inspectors
for your SUI program, get your team members qualified. Counsel them on only having to take the SUI
Team Member certification portion of the course. If they need to get certified later as Investigating
Officers they will then only need to take that portion of the course. Too many students are getting
bogged down by taking the entire course when they don’t need to. Because of the interaction with
students on grading their written Investigation and Inspection exercises, we limit the online class size to
15. Simple math shows we can only educate 180 students per year at that rate. That’s why we need you
to sponsor courses as well. Take advantage of this opportunity.
The Basic Course on BbTM
: “Education for the Masses” By Lt Col Ed Burns, CAP/IGTA

The IG Basic Course (IGBC) is required training for anyone appointed to work in the IG program, or for those
who need to be certified as “highly qualified” to conduct Subordinate Unit Inspections. The IGBC is conducted in
three modules. The first is on Organization and Background of the IG program; the second is an Investigating
Officer’s Course; the third is a SUI Team Member Course.
Completion of the first and second modules meets the educational requirements for a CAP member to assist an
appointed IG in conducting a complaint investigation. Completion of the first and third modules meets the
educational requirements for a CAP member to serve on an SUI team. When coupled with expertise in functional
area(s), this meets the regulatory requirements to be a “highly qualified” inspector.
Of course, to serve as an IG or perform duties as an appointed IG, the member is required to complete the entire
Basic Course with all three segments before performing any inspector general functions. The IGBC also fulfils the
academic requirement for the Technician rating in the Inspector General specialty track. A Wing or Region IG who
has completed the IG College is authorized to teach any or all parts of IGBC.
Completion of any two modules is a one-day program. Completion of all three modules needs closer to two days
to complete. Students who have completed two modules can enroll in BlackboardTM
(BbTM
) to complete the rest of the
course later if they intend to pursue a specialty track rating in the IG program. Course documents and instructor guides

Since January 2010, when we launched the online version of the IG Basic Course, we have had approximately
500 members register for the course with approximately 300 completing the course. We have been limiting the
number of students who participate in a course sponsored by the NHQ IG Staff to 15 per month so we can give a
personal touch in this electronic training medium. To date we have not had much of a problem filling that quota.
As of the end of September, we are totally booked for October and November. As the Basic Course
Administrator, I enjoy the interactions with the students – especially grading and commenting on the written
assignments.
Wing/region IGs should consider sponsoring a course for their members. Not only would it give you an
opportunity to bring yourself up to date with the materials (Proficiency?), but you, too, would be able to interact
with your ‘students’ and deliver the message(s) you want to get across – especially regarding report writing for a
SUI. I have seen many different interpretations of the SUI Report Writing Guide. Imagine what you will be
seeing when you get SUI reports from the field. Wouldn’t be great if everyone wrote reports in a common
format, thus saving re-write time? By sponsoring one of these online courses, you get that message across easily
and at once. To preserve the same quality and feedback, I still recommend that you register a maximum of 15
students at a time. In these days where training dollars are hard to find, having your students sitting at home and
completing a course is cost effective! We have several wings that provide such training – some multiple times.
The feedback is usually positive and we continually enhance the course and materials based upon that feedback.
Are you ready to take the plunge and sponsor an Online IG Basic course? Let me know and I will get you
started. All you need are: (1) students, (2) a desire to learn/educate and (3) about a 3-week time block reserved to
