India awaits Dhaka’s nod totwo border haats in Tripura
AGARTALA, AUG 6: Due to Bang-ladesh government's non-clearanceof land on their side, the fate of two''border haats'' (market) approved byIndia and Bangladesh two years agoremains uncertain even as four sim-ilar border markets have proved tobe success stories.
"Bangladesh government has notyet issued the required ''no objec-tion certificate'' (NOC) for the landuse. This is proving to be a big hur-dle in setting up two ''border haats''in northern Tripura. We have beenpursuing this for two years now," saidGitte Kiran Kumar Dinkarrao, Spe-cial Secretary at Tripura Industriesand Commerce Department.
"Officials of India and Bangladesh,after visiting the proposed sites inJune 2017, decided to set up twoborder haats along the internationalborder in Unokoti and North Tripuradistricts. But nothing has happenedsince then," Dinkarrao told .
The first border haat was set up onJuly 23, 2011 at Kalaichar (India)-Kurigram (Bangaldesh) in the WestGaro Hills of Meghalaya. Subse-quently, three more haats followed
at Balat (Meghalaya)-Dolora (Ban-galdesh) in 2012, Srinagar (Tripu-ra)- Chhagalnaiya (Bangaldesh) andKamalasagar (Tripura)-Kasba (Ban-galdesh) in 2015.
The Central government has beenspending on an average Rs 3.5crore to develop the infrastructureand necessary facilities for eachborder haat. Bangladesh govern-ment, however, is not providing anyfunds for the purpose.
Experts and various studies as-serted that the border haats have notonly increased the livelihood of thepeople living in the border areas, buthas also tamed numerous cross-border troubles, including illegaltrade.
Based on the success stories thathave emerged from the four opera-tional border haats, governments ofboth the countries decided to set upmore border haats along the India-Bangladesh border.
Consequently, six additional loca-tions were sanctioned for establish-ment of the haats. In addition to theexisting and the sanctioned haats,the Border Security Force, various
state governments, MPs of the twocountries and other stakeholdershave proposed additional 73 loca-tions for setting up of new borderhaats. In 2016, CUTS International, aJaipur-based international NGO, withsupport from World Bank, undertooka study to understand and examinethe effect of border haats.
The study found that the border haatshave directly impacted income gener-ation for all the involved stakeholders."They have created new work oppor-tunities and have also contributed toborder area development," said thestudy report available with .
CUTS International Executive Direc-tor Bipul Chatterjee said that the 5 kmradius bar for the visitors, buyers andvendors must be extended to largerareas.
"Women, unemployed youth and oth-erwise abled persons be given morescope to perform as vendor and vend-ees to increase their income. With theincrease in income and economicpositions of the bordering people, il-legal trade, smuggling and cross-bor-der crimes would be checked," hesaid. Agencies

Mutsikhoyo Yhobu, a Naga leader associated with var-ious tribal bodies and civil societies, said the NDA gov-ernment is more focused on creation of Uniform CivilCode and maintained that it was high time for the Nagapeople and the state government to react strongly be-fore it is too late.

NF Railway builds 377 toilets for DivyangsGUWAHATI, AUG 6: In an effort to easethe inconvenience faced by the Divy-ang (differently abled) in accessingtoilet facilities in stations premises,NFR has constructed 377 numbers ofDivyang friendly toilets in all its sta-tions. Under the instruction of RailwayMinister Shri Piyush Goyal, Indian Rail-way has decided to provide Divyangfriendly toilets in all its stations.
Chairman, Railway Board vide hisletter dated 20.06.2018 advised allZonal Railways to provide Divyangfriendly toilets at all stations except Halt
stations. This is in addition to otherfacilities which are being provided toDivyang like entry ramp, parking space,standard signage, online booking ofwheel chairs etc.
The main features of these toilets are:1. The entry / exit ramp with proper
slope of minimum 1 in 12 are provid-ed.
2. Non-slippery ramp, pathway andfloor are provided in these types of toi-lets.
3. Hand basin at low height of 780mm with vertical grab bar is provided
for proper grip near wash basin foreasy use by Divyang.
4. Low height seat with maximumpan height of 460 mm and side grabbar is provided.
5. The maximum width of the entry/exit door is kept at 920 mm for properaccessing of wheel chair so that per-son using crutches and wheel chaircan easily enter inside and use thetoilets.
6. Signage with bigger letter size isprovided.
