WHO CAN VOTE

To vote in the City of Tucson 2018 Special Election:• You must have resided in the City of Tucson since October 7, and• You must be registered to vote on or before October 9, and• You must be at least 18 years old on November 6.

The Polls are open from 6 a.m. to 7 p.m. on Election Day, November 6. Any qualified elector standing in line to vote at 7 p.m. on Election Day will be allowed to mark and cast their ballot.

VOTER’S RIGHTS• Any voter may be accompanied into the voting booth by a person of the voter’s choice, or by

two election officials (one from each major political party).

• Qualified voters in line to vote at 7:00 p.m., on November 6th, will be allowed to mark and cast their ballot.

RIGHT TO VOTE A PROVISIONAL BALLOT AT A VOTING LOCATION ON ELECTION DAY

You have a right to vote a provisional ballot if one of the following situations applies to you:

• if your name does not appear in the “Register of Voters”,

• if you have moved to a new address within the City and have not updated your voter registration,

• if you have legally changed your name and have not updated your voter registration,

• if you were challenged as a qualified voter.

To vote using a provisional ballot:

• present to the election official an identification stating your given name and surname,

• present to the election official your complete residence address, and

• sign an affirmation on the provisional ballot envelope stating that the information filled out on the provisional ballot envelope is correct, that you reside in the precinct, that you are eligible to vote in this election and that you have not previously voted in this election.

If you vote a provisional ballot, the election official will enter your name on the signature roster. You will be asked to provide your signature next to your name. Your vote will be counted upon verification of your eligibility to vote in the election.

Once you have voted using a provisional ballot, your ballot will be placed in a provisional ballot envelope, which you can seal. The election official will ensure that the envelope is sealed. You will then be given a provisional ballot receipt with information on how to present sufficient identification to the County Recorder, if necessary, and how to verify the status of your provisional ballot.

REQUIRED IDENTIFICATION AT THE POLLSEvery eligible registered voter is required to show proof of identity at the polling place before receiving a ballot. A voter shall announce their name and place of residence to the election official and present one form of identification from LIST #1 that bears the name, address, and photograph of the voter OR two different forms of identification from LIST #2 that bear the name and address of the voter.

A voter who does not provide one form of identification from LIST #1 OR two different forms of identification from LIST #2 shall not be issued a regular ballot. They shall receive a conditional provisional ballot and will have three (3) business days after the City of Tucson Special Election to provide sufficient ID to the Pima County Recorder in order for their conditional provisional ballot to count.

For a voter to receive a regular ballot, the address on the presented identification must match the address on the voter registration file.

LIST #1 – Sufficient Photo ID (including name and address)

• Valid Arizona driver license or non-operating identification• Tribal enrollment card or other form of tribal identification• Valid U.S. federal, state or local government issued identification

BONDS FOR PARKS AND RECREATION IMPROVEMENTS

Shall the City of Tucson be authorized to issue and sell not exceeding $225,000,000 principal amount of its general obligation bonds to provide funds for capital projects for parks and recreation, to wit: capital improvements to, and equipping of, existing parks; acquisition, construction, improvement, and equipping of new parks; acquisition, construction, improvement, and equipping of new and existing connectivity components between and within parks, including greenways, bikepaths, sidewalks, and walkways; and payment of all necessary costs and fees in connection therewith; such bonds to be issued in one or more series, maturing not more than forty (40) years from the date of issuance of each series, and bearing interest at a rate or rates not in excess of nine percent (9%) per annum?

A “yes” vote shall authorize the City of Tucson governing body to issue and sell $225,000,000 of general obligation bonds of the City to be repaid with secondary property taxes.

A “no” vote shall not authorize the City of Tucson governing body to issue and sell such bonds of the City.

As required by A.R.S. § 35-454(C), the City gives notice that the issuance of these bonds will result in a property tax increase sufficient to pay the annual debt service on bonds.

Proposition 407

Pursuant to Arizona Revised Statute 35-454, the City of Tucson provides the following information to City voters;

(a) Amount of the bond authorization is $225,000,000(b) Maximum interest rate of the bonds is 9%(c) Estimated debt retirement schedule for the current amount of bonds outstanding,

showing both principal and interest payments, the current net assessed valuation as reported by the department of revenue and the current adopted and estimated tax rates. For the purposes of this paragraph, “net assessed valuation” may include the values used to determine voluntary contributions collected pursuant to Title 9, Chapter 4, Article 3 and Title 48, Chapter 1, Article 8. See tables on pages 9-11.

(d) Estimated debt retirement schedule for the proposed bond authorization, showing both the estimated principal and interest payments and the estimated average annual tax rate for the proposed bond authorization. See tables on pages 9-11. In preparing this information and the information prescribed by subdivision (c) of this paragraph, the projected total annual increase in net assessed valuation for any future year shall not exceed:

(i) For the first five years of the estimated debt retirement schedule, the average of the annual percentage growth for the previous ten years in the net assessed valuation of the political subdivision:

The tax impact over the term of the bonds on an owner-occupied residence valued by the county assessor at $250,000 is estimated to be $112.61 per year for 20 years, or $2,252.18 total cost.

The tax impact over the term of the bonds on commercial property valued by the county assessor at $1,000,000 is estimated to be $810.78 per year for 20 years, or $16,215.66 total cost.

PROPOSITION 407PARKS AND CONNECTIONS BOND

SUMMARYThe City of Tucson is asking voters to consider a $225 million Parks and Connections Bond to fund capital improvements that will promote mobility, accessibility, and safety at major parks, neighborhood and community parks, recreation centers, pools, splash pads, and sports fields at 100 of our city’s 128 parks. Bond funds also will improve connections with greenways, shared-use paths, pedestrian safety features, sidewalks, and bicycle lanes.

General Obligation (GO) bonds would generate $225 million over nine years, from 2020-2028. Improvement projects in the Parks and Connections Bond Program will be implemented in three phases; 2020-2022, 2023-2025, 2026-2028. The secondary property tax rate will not increase if Proposition 407 is approved. The City will issue new bond debt as old bonds are retired to maintain a stable tax rate.

The Parks and Connections projects included in Proposition 407 were selected using the overarching goals of improving health, wellness, safety, social equity, and environmental quality for Tucsonans.

PARKSProposition 407 allocates more than $130 million for Parks project improvements at 100 city parks. The projects reflect the community priorities documented in the Parks and Recreation System Master Plan.

Parks projects include: new splash pads, new pools, renovated and upgraded pools, new sports fields with LED lighting, lighting system LED upgrades at existing fields, resurfaced and reconstructed tennis, pickleball, and basketball courts, new playgrounds with shade structures, new shade structures at existing playgrounds, new and renovated ramadas, new and renovated restroom units, and three new parks. The program will also fund critical capital facility improvements at several recreation and senior centers, significant enhancements to Parks performing arts venues, golf course turf reduction, and golf course irrigation system renovation with technology upgrades to improve course quality and water efficiency.

CONNECTIONS Proposition 407 contains 128 miles of new connection-related projects that promote wellness and encourage safe, low-stress ways to connect to parks, schools, libraries, transit, and recreation centers. Connections projects fall into these categories:

Greenways and Shared-Use Paths – Proposition 407 includes nine Greenways and Shared-Use Paths. These projects provide off-street facilities, separated from car traffic, to create a safer and more comfortable space for people walking, biking, running, horseback riding, or using a wheelchair. The projects will include new

asphalt paths, expansion of the existing path network, path lighting, landscaping, shade trees, and incorporate water harvesting.

Pedestrian Safety and Walkability – Pedestrian Safety and Walkability projects are sidewalk improvements on major streets to create safer and more comfortable routes for people walking or in a wheelchair. The 10 Pedestrian Safety and Walkability projects include sidewalks and curb ramps, pedestrian lighting, enhanced major street crossings, landscaping, shade trees, and incorporate water harvesting.

Bicycle Safety and Mobility – There are 34 Bicycle Safety and Mobility projects in Proposition 407. The projects aim to create a network of safer and more comfortable bicycle routes, and encourage people of all ages and abilities to ride a bike. The projects include protected bike lanes, traffic calming features such as traffic circles, enhanced major street crossings, an expansion of Tucson’s bicycle network, shade trees, and incorporate water harvesting.

FREQUENTLY ASKED QUESTIONS

Question: Why can’t the City use existing funds to fund Parks and Connections improvements?

Answer: There is currently limited funding for Parks and Connections-related capital needs. Since the recession, due to a decline in sales tax revenue and rising costs, the City has been unable to make such a large investment to address these capital needs while also funding other critical needs and services.

Question: Will this bond program raise the secondary property tax rate?

Answer: No. The sale of $225 million in General Obligation (GO) bonds under the Parks and Connections program will not result in a secondary property tax increase. The City of Tucson will issue new GO bonds as older bonds are retired, with the intent to keep the tax rate constant.


Question: Then why does the bond question language say that it will increase the secondary property tax rate?

Answer: State law requires the City to make a disclosure statement in the bond language that "the issuance of these bonds will result in a property tax increase sufficient to pay the annual debt service on bonds." This language in the bond question satisfies the State requirement. Because we will only issue these new bonds as the existing GO bonds are retired, this bond will not result in a secondary property tax increase.

FREQUENTLY ASKED QUESTIONS (Continued)

Question: How were projects selected for the Parks and Connections program?

Answer: The City of Tucson used the Tucson Parks and Recreation System Master Plan, as well as individual park master plans, to identify Parks projects for Proposition 407. The Connections projects make use of the City of Tucson Bicycle Boulevard Master Plan, the Pima County Regional Trail System Master Plan, and previously vetted Pedestrian Safety and Walkability Projects, to identify Connections projects. The development of the master plans used a variety of methods to gather extensive community and stakeholder input.

Question: If approved by voters, can the Proposition 407 funds be used for items not described in the ballot language?

Answer: No. The money generated through Proposition 407 can only be used for Parks and Connections projects. A citizen's oversight commission will examine the expenditures to ensure the funds are spent as directed by the voters.

Question: Why are Parks and Recreation projects included in the same bond program as Connections projects?

Pima Council on Aging (PCOA) supports Proposition 407. In 2016, PCOA conducted a survey of people 60 and older in Pima County, 65% of whom cited as a top concern being able to live independently in their own homes and communities as they age. Access to resources, exercise and recreational activities, and social activities are critical to aging well and remaining independent, and social isolation is a major health concern for older adults. Proposition 407 renovates senior centers and neighborhood centers throughout the City of Tucson, offering older people opportunities for socializing and exercise, which improve overall health and quality of life. Among the improvement proposals, Proposition 407 enhances centers that house community lunch programs funded by PCOA, including El Pueblo Senior Center, Armory Park Senior Center, and Donna Liggins Senior Center. These major investments will include increased lighting and security, new and renovated restroom facilities, exercise equipment, and a new HVAC system. In total, Proposition 407 includes more than 140 projects that will help older adults gain access to public resources and increase physical activities, including improving paved pathways in parks, adding 22 pickle ball courts, and renovation of the Edith Ball Adaptive Recreation Center at Reid Park. This proposition does not increase the current tax burden for older adults in the City of Tucson, and supports Tucsonans of all ages in staying connected to our community, healthy and active, benefiting us all today and for generations to come.

During the recession, Tucson’s parks department budget was slashed. Pools were closed and badly needed improvements were postponed indefinitely.

Proposition 407 makes up for those lost years and gives us a parks system we can really be proud of. Furthermore, it does so without raising taxes. How? By retiring old debt and µsing that revenue for parks.

Proposition 407 makes improvements at 100 city parks, including 23 new playgrounds, 21 new splash pads, 13 new sports fields, 3 new sports courts, and dozens more projects that renovate existing facilities and/or extend their hours of operation-for example, adding shade structures at 38 playgrounds and adding LED lighting at 51 sports fields. The thousands of hours of additional capacity this creates for sports and active play give Tucsonans of all ages more opportunities to be active and healthy.

Proposition 407 also creates bikeways, greenways, and pathways, with more than 17 miles of new linear parks (one example is Arroyo Chico, connecting Reid Park to downtown) and more than 120 miles of new sidewalks, low-stress bikeways, and shared-use pathways-improving , bike and pedestrian safety as well as helping green and beautify our city.

Thanks to your support, we’ve invested $100 million in our streets-and we’re investing $100 million more. We’re investing $150 million in our police and fire departments. On streets, public safety-and now parks-that spending is subject to citizen oversight. That oversight has shown that the city is spending the money as promised, responsibly.

It’s time to invest in our quality of life in Tucson. Proposition 407 provides a unique opportunity to revitalize and expand Tucson’s parks and recreational and sports facilities without raising taxes. These infrastructure investments will be equitably distributed citywide.

Green open spaces will be developed, creating shade canopies by planting trees. Planned efficiencies will emphasize environmental stewardship by reducing waste, conserving water and using more efficient lighting.

With all these improvements Tucsonans of all ages will better enjoy the outdoors with family and neighbors, swim, play sports, and keep physically fit.

A vibrant and welcoming park system will also contribute to our city’s economic develop-ment. A study commissioned this year by the National Recreation and Park Association emphasized the important supporting role that parks and recreational facilities play in recruiting and retaining businesses and skilled workers. And under the city’s bond proposal, park and recreation construction projects be will be competitively bid, providing work opportunities for

local contractors and their employees.

All this is accomplished without raising tax rates. The City will obtain new bond funds by retiring old bond debt in order to keep tax assessments stable at current levels. The result is $225 million in improvements citywide at no additional cost.

An independent citizen’s commission will be established to assure that bond funds are spent as promised.

Actions speak louder than words. If you want to know whether you can trust what a person says, judge them by their actions.

Tucson’s upcoming Parks Bond election is a good place to start. The city promises to deliver a number of park projects in an open, honest and transparent process. So can we believe these promises? Look to some of our city’s recent actions to answer that question.

• The city allowed a developer to illegally divert stormwater off of their new subdivision, resulting in the flooding of adjacent homes.

• They conducted a series of closed-door meetings to consider selling a portion of Randolph golf course to private developers to build more retail space. They did this in spite of the fact that we have a shortage of public green space and a glut of empty commercial properties.

• They granted a rezoning to an attorney, even though that attorney had illegally amended the affected neighborhood plan.

• They promised a neighborhood a portion of their RTA monies to use for green space, and then they signed away that money to the RTA.

• Despite repeated warnings, they are considering breaching the side of an Army Corp of Engineers basin, exposing all downstream properties to the potential for flooding.

The Parks Bond package may have much-needed elements that benefit a broad area of our city. The key question is whether we can trust our officials to actually stand by their promises.

Until I see a real change in how our government treats its citizens, I cannot support this bond package. Actions speak louder than words, and our government’s actions show that their promises of honesty, integrity and transparency are meaningless.

Chapter XVI. ELECTIONS

Sec. 2. Date of primary elections; general laws regarding nominations adopted.

Primary elections under this Charter shall be held on the third Tuesday in September tenth Tuesday before the first Tuesday after the first Monday in November of each year in which a general election for the offices of mayor and councilmen councilmembers, or councilmen councilmembers only, shall be held as hereinafter provided in this chapter. The provisions of the general laws of the State of Arizona relating to and governing primary elections and the nomination of elective officers, whether by primary or certificate of nomination (being the whole of title 16, Arizona Revised Statutes, 1956, and each and every provision of said title with all amendments and supplements thereto) applicable to a city of the population and the class of this city, shall apply and govern the holding of primaries and nominations of elective officers. The mayor and council shall have power to make any further and additional provisions relating to primaries and nominations of officers not repugnant or contrary to the provisions of the constitution and the laws of the state or any amendments and supplements thereto.

Sec. 3. Date of general elections; terms; oath of officers.

The municipal general election shall be held on the first Tuesday after the first Monday in November of each election year as provided in section 4 of this chapter, except during the year 1962 when the municipal general election shall be held on the third Tuesday of November. The terms of the mayor and members of the council shall commence at 10:00 a.m. on the first Monday in December following their election and, except as otherwise provided in this chapter, shall be for four (4) years and until their successors are elected and qualified. Each officer so elected shall take and subscribe to his oath of office as in this chapter provided.

Sec. 4. Terms of mayor and councilmen councilmembers staggered.

The incumbents of said offices as of November, 2018 shall serve their respective elected terms and, in addition thereto, the mayor and three (3) councilmen councilmembers having terms expiring on the first Monday of May, 1961 December, 2019, shall be continued in office until the first Monday in December, 1961 2020, and the three (3) councilmen councilmembers having terms expiring on the first Monday of May, 1962 December 2021, shall be continued in office until the first Monday of December, 1962 2022. Anything in this chapter to the contrary notwithstanding:

(a) In 1961 2020 there shall be elected a mayor and three (3) councilmen councilmembers for a term of two four (24) years, which terms shall expire at 10:00 a.m. on the first Monday in December, 1963 2024;

(c) In the year 1963 when the said terms provided in (a) hereof shall expire there shall be held elections under the provisions of this chapter at which there shall be elected a mayor and three (3) councilmen to fill the offices expiring on the first Monday in December, 1963; and

(dc) In the year 1965 when the said terms provided in (b) hereof shall expire there shall be held elections under the provisions of this chapter at which there shall be elected three (3) councilmen to fill the offices expiring on the first Monday in December, 1965. Thereafter there shall be held primary and general elections quadrennially for such offices.

Sec. 2. Date of primary elections; general laws regarding nominations adopted.

Primary elections under this Charter shall be held on the tenth Tuesday before the first Tuesday after the first Monday in November of each year in which a general election for the offices of mayor and councilmembers, or councilmembers only, shall be held as hereinafter provided in this chapter. The provisions of the general laws of the State of Arizona relating to and governing primary elections and the nomination of elective officers, whether by primary or certificate of nomination (being the whole of title 16, Arizona Revised Statutes, 1956, and each and every provision of said title with all amendments and supplements thereto) applicable to a city of the population and the class of this city, shall apply and govern the holding of primaries and nominations of elective officers. The mayor and council shall have power to make any further and additional provisions relating to primaries and nominations of officers not repugnant or contrary to the provisions of the constitution and the laws of the state or any amendments and supplements thereto.

Sec. 3. Date of general elections; terms; oath of officers.

The municipal general election shall be held on the first Tuesday after the first Monday in November of each election year as provided in section 4 of this chapter. The terms of the mayor and members of the council shall commence at 10:00 a.m. on the first Monday in December following their election and, except as otherwise provided in this chapter, shall be for four (4) years and until their successors are elected and qualified. Each officer so elected shall take and subscribe to his oath of office as in this chapter provided.

Sec. 4. Terms of mayor and councilmembers staggered.

The incumbents of said offices as of November, 2018 shall serve their respective elected terms and, in addition thereto, the mayor and three (3) councilmembers having terms expiring on the first Monday of December, 2019, shall be continued in office until the first Monday in December, 2020, and the three (3) councilmembers having terms expiring on the first Monday of December, 2021, shall be continued in office until the first Monday of December, 2022. Anything in this chapter to the contrary notwithstanding:

(a) In 2020 there shall be elected a mayor and three (3) councilmembers for a term of four (4) years, which terms shall expire at 10:00 a.m. on the first Monday in December, 2024;

(b) In 2022 there shall be elected three (3) councilmembers for a term of four (4) years, which terms shall expire at 10:00 a.m. on the first Monday in December, 2026;

(c) Thereafter there shall be held primary and general elections quadrennially for such offices.

Todo elector inscrito habilitado es requerido mostrar prueba de identificación en el centro de votación antes de recibir una boleta. BONOS PARA MEJORAS DE PARQUES Y RECREO

¿Deberá ser autorizada la Ciudad de Tucson a emitir y vender sin exceder la cantidad principal de $225,000,000 de sus bonos de obligación general para proporcionar fondos para proyectos de capital para parques y recreo, tales como: mejoras de capital, y al equipo de parques existentes; adquisición, construcción, mejoras, y equipo de nuevos parques; adquisición, construcción, y mejoramientos de nuevos y existentes componentes de conectividad entre y dentro de parques, incluyendo vías verdes, carriles de bicicletas, banquetas y pasillos de peatones; y pagos de todos los costos y tarifas necesarias en conexión con lo dicho; tales bonos han de ser emitidos en una serie o más con un vencimiento de no más de cuarenta (40) años a partir de la fecha de emisión de cada dicha series, y devengando una tasa o tasas de interés no excediendo el nueve por ciento (9%) por año?

Un voto “Sí” autorizara al cuerpo gobernante de la Ciudad de Tucson a emitir y vender $225,000,000 de sus bonos de obligación general a ser pagados con impuestos de propiedad secundaria.

Proposición 407

De acuerdo con el Estatuto Revisado de Arizona 35-454, la Ciudad de Tucson proporciona la siguiente información a los electores de la Ciudad;

(a) La cantidad de la autorización del bono es $225,000,000(b) La máxima tasa de interés de los bonos es 9%(c) El horario estimado de la amortización de la actual cantidad pendiente de bonos,

mostrando tanto el capital como los pagos de intereses, la valoración actual de la neta tasada tal y como es reportada por el Departamento de Ingresos, y las tasas impositivas adoptadas actuales y estimadas. Para el propósito de este párrafo “valoración actual de la neta tasada” puede incluir los valores utilizados para determinar las contribuciones voluntarias recogidas de acuerdo a el Título 9, Capítulo 4, Artículo 3 y Título 48, Capítulo 1, Artículo 8. PROPOSICÍON 407BONO DE PARQUES Y CONEXIONES

SUMARIOLa ciudad de Tucson está preguntando al votante que considere un bono de $225 millones de parques y conexiones para financiar mejoras capitales que promueven la movilidad, accesibilidad y la seguridad en los parques principales, vecindades y parques comunitarios, centros recreativos, albercas, juegos acuáticos y campos deportivos en 100 de los 128 parques de la ciudad. Fondos de bonos también mejoraran las conexiones de vías verdes, caminos de uso compartido, características de seguridad de peatones, aceras, y líneas de bicicleta.Bonos de Obligación General generarían $225 millones al curso de nueve años, del 2020-2028. Proyectos de mejora del programa de bonos de parques y conexión serán implementados en tres fases; 2020-2022, 2023-2025, 2026-2028. La tasa de impuesto secundaria de propiedad no aumentara si la proposición 407 fuera aprobada. La ciudad emitirá nuevo debito de bono retirando los bonos viejos para mantener una tasa de impuestos estable. Los proyectos de parques y conexión incluidos en la proposición 407 fueron elegidos utilizando objetivos desmesurados de mejorar la salud, bienestar, seguridad, igualdad social, y la calidad del medio ambiente para los tucsonenses. PARQUESLa proposición 407 alocara más de $130 millones para el proyecto de mejora para 100 de los 128 parques de la ciudad. CONEXIONES (Continuadas)silla de ruedas. Los proyectos incluirán nuevos caminos de asfalto, y la expansión de la red de camino existente, pasillos iluminados, paisajismo, arboles de sombra, e incorporar cosecha de agua.

Seguridad Peatonal y Andabilidad-Proyectos de seguridad peatonal y andabilidad son proyectos de mejora de acera en las calles principales para crear una ruta más segura para los peatones y personas en silla de ruedas. Los 10 proyectos de mejora incluyen aceras y rampas de acera, iluminación peatonal, mejora de las cruces de calles principales, paisajismo, arboles de sombra, y la incorporación de cosecha de agua.

Seguridad de Ciclista y Movilidad-Existen 34 proyectos de seguridad de ciclista y movilidad en la proposición 407. La meta del proyecto es crear una red de rutas seguras y más confortables, alentar a la gente de todas edades y habilidades que monten una bicicleta. El proyecto incluye líneas de bicicleta protegidas, características para calmar el tráfico como círculos de tráfico, mejora de los principales cruces de calles, expansión de la red ciclista existente, arboles de sombra, e incorporar agua de cosecha.

PREGUNTAS MÁS FRECUENTESPregunta: ¿Entonces porqué el bono cuestióna el lenguaje que esto aumentará la tasa impositiva de propiedad secundaria?

Respuesta: La Ley Estatal requiere que la ciudad haga una declaración de descubrimiento en el lenguaje del bono que dice "la emisión de estos bonos causará un aumento de impuestos sobre el patrimonio suficiente para pagar el servicio anual de deudas sobre bonos." Este lenguaje en la pregunta del bono satisface el requisito estatal. Porque sólo emitiremos estos nuevos bonos como los bonos de GO y los existentes seran retirados, este bono no causará un aumento sobre transmisions patrimoniales secundario.


Pregunta: ¿Porque no puede usar la ciudad fondos existentes para financiar las mejoras de parques y conexiones?

Respuesta: Actualmente los fondos disponibles para las mejoras de parques y conexiones son limitados. Desde la reseción debido a la disminución de ingresos por impuestos a las ventas y costos en aumentos, la ciudad no ha tenido la oportunidad de invertir el gran capital necesario como las mejoras de parques y las facilidades.

Pergunta: ¿Aumentara la tasa secundaria de impuesto a la propiedad con este bono?

Respuesta: No. La venta de $225 millones en bonos de Obligacion General (GO) bajo el programa de parques conexiones NO resultara en un aumento a la tasa secundaria de impuesto a la propiedad. La Ciudad de Tucson emitirá nuevos bonos GO mientras se retiran los bonos viejos, con el intento de mantener la tasa de impuesto constante.

Respuesta: La Ciudad de Tucson utilizara el plan maestro del sistema de recreación, al igual como los planes maestros de los parques individuales para identificar los proyectos necesarios bajo la proposición 407. Los proyectos de conexión usan el plan maestrodel bulevar ciclista de la Ciudad de Tucson, el planmaestro del sistema de sendero regional del CondadoPima, y el sistema previamente revisado de losproyectos de seguridad y andabilidad del peaton, paraidentificar los proyectos de conexión. El desarrollo deplanes maestros uso una variedad de métodos paracolectar la contribución extensiva de la comunidad.

Pregunta: ¿Si aprobada por el votante, se podrían utilizar los fondos de la propsicion 407 para artículos no nombrados en la boleta oficial?

Respuesta: No. Los fondos generados por laproposición 407 solo se pueden utilizar para losproyectos de parques y conexiones. Un comité desupervisión de ciudadanos examinara los gastospara asegurar que los fondos son utilizados comoes dirijdo por los votantes.

Pregunta: ¿Por qué se incluyeron los proyectos de parques y recreo en el mismo bono de los proyectos de conexiones?

Respuesta: Los proyectos de parques incluidos en la proposición 407 son mejoras capitales que responden a la llamada de la comunidad de reinvertir en las facilidades existentes, e invertir en la expansión de conectividad entre los parques y vecindades. Antes de la emisión, el personal de la ciudad trabajara con miembros de la comunidad para designar mejoras próximas.

Pregunta: ¿Podrá la ciudad mantener los proyectos nuevos propuestos en esta proposición despues de que sean completados?

Respuesta: Sí.La mayoría de los proyectos en la proposición 407 reinvierten en las necesidades capitales de las facilidades de los parques y necesidades del equipo. Los miembros de la junta de los Patrocinadores del Centro de Recreo Adaptable (PARC) le urgimos fuertemente que vote “Sí” a la Proposición 407 este noviembre. Sabemos que mejorar la calidad y accesibilidad de nuestros parques públicos e instalaciones recreativas, así como la conectividad linear de los parques beneficia a TODOS los tucsonenses, incluyendo familias con niños pequeños, adolescentes, adultos activos, personas mayores y personas de todos los niveles de capacidad. El Consejo sobre la Vejez del Condado Pima (PCOA) apoya la Proposic ión 407. En el 2016, PCOA rea l i zó una encues ta de personas de 60 años o mas en e l Condado de P ima, el 65% de las cuales indicaron como uno de sus principales intereses es el poder vivir independientemente en sus propias casas y comunidades al ir envejeciendo. El acceso a recursos, actividades de ejercicio y de recreo y actividades sociales son cruciales para envejecer bien y continuar siendo independientes, y el aislamiento social es una de las principales preocupaciones de salud de las personas adultas. La Proposición 407 renueva centros de adultos y centros de vecindarios en toda la Ciudad de Tucson, ofreciendo a las personas mayores oportunidades para socializar y ejercitar físicamente lo cual mejora la salud y la calidad de vida en general. Entre las propuestas de mejoras, la Proposición 407 mejora los centros que alojan lonches comunitarios f inanciados por PCOA, incluyendo el Centro de adultos El Pueblo, Centro de adultos Armory Park, y el Centro de adultos Donna Liggins. Estas principales inversiones incluirán más alumbrado y seguridad, nuevas y renovadas instalaciones de baños, equipo para ejercicio físico y un nuevo sistema de HVAC. Una gran ciudad merece grandes parques – áreas de juegos para niños con árboles y sombra, albercas que están abiertas al público, vías para bicicletas seguras, vías verdes y senderos que hacen que la gente quiera salir y explorar nuestra ciudad.

Durante la recesión, el presupuesto del departamento de parques de Tucson fue reducido. Las albercas fueron cerradas y las mejoras mas necesitadas fueron pospuestas indefinidamente.

La Proposición 407 compensa por todos esos años perdidos y nos da un sistema de parques de las cual podemos estar realmente orgullosos. Aún más, lo hace sin aumentar los impuestos. ¿Cómo? Amortizando la vieja deuda y usando esos ingresos para parques.

La Proposición 407 hace mejoras en 100 parques de la ciudad, incluyendo 23 nuevas áreas de juegos de niños, 13 campos nuevos de deportes, 3 pistas nuevas de deportes, y docenas más de proyectos que renovan las instalaciones existentes y/o extienden su horario de operación – por ejemplo, añadiendo estructuras de sombra en 38 áreas de juegos de niños y agregando iluminación LED en 51 campos de deportes. Las miles de horas de capacidad adicional que esto crearía para deportes y juegos activos proporciona a los tucsonenses de todas las edades más oportunidades para ser activos y saludables.

La Proposición 407 también creará vías para bicicletas, vías verdes y vías de senderos, con más de 17 millas de nuevos parques lineares (un ejemplo es Arroyo Chico, conectando el Parque Reid con el centro) y más de 120 millas de banquetas nuevas, vías de bicicletas de bajo estrés y vías de senderos compartidas – mejorando la seguridad de los peatones y ciclistas así como ayudando a enverdeser y embellecer nuestra ciudad.

Es hora de invertir en nuestra calidad de vida en Tucson. La Proposición 407 proporciona una oportunidad única para revitalizar y expandir los parques e instalaciones recreativas y deportivas de Tucson sin aumentar los impuestos. Por más de 30 años la Fundación de Parques de Tucson y la Donación de la Fundación de Parques de Tucson han suplementado al Departamento de Parques de Tucson con generosas contribuciones de individuos y negocios que comparten nuestra misión de mejorar y realizar los parques de Tucson. Apoyemos la Proposición 407 porque nuestros niños, familias, personas mayores y la comunidad merecen un sistema vibrante de parques.

A pesar de que acogemos el apoyo público y privado, esta financiación no es bastante suficiente para cubrir las necesidades de nuestras comunidades.

Durante la recesión, Parques y Recreo sufrió profundos golpes financieros para que nuestros departamentos de policía y bomberos no tuvieran que sufrirlos. Se cerraron albercas, Se cerraron parques. Las acciones hablan más que las palabras. Si quiere saber si puede confiar en lo que dice una persona, júzguela por sus acciones.

La próxima elección del bono de Tucson para parques es un buen sitio para comenzar. La ciudad promete entregar proyectos de parques en un proceso abierto, honesto y transparente. Entonces ¿podemos creer en estas promesa? Miren hacia algunas de las recientes acciones de la ciudad para contestar esa pregunta.

• La ciudad permitió a un urbanizador desviar agua de tormenta ilegalmente de su nueva urbanización, dando como resultado en la inundación de casas adyacentes.

• Realizaron una serie de reuniones de puerta cerrada para considerar la venta de una parte del campo de golf Randolph a urbanizadores privados para construir mas espacio para tiendas de detalle. Hicieron esto a pesar del hecho de que tenemos una escasez de espacio verde público y un exceso de propiedades comerciales vacías.

• Otorgaron una rezonificación a un abogado, a pesar de que ese abogado había enmendado ilegalmente el plan del vecindario afectado.

• Prometieron a un vecindario su parte del dinero del RTA para usarlo para espacio verde y después firmaron la entrega de ese dinero a RTA.

• A pesar de repetidos avisos, están considerando abrir una brecha en un lado de una cuenca del Cuerpo de Ingenieros del Ejército, exponiendo a todas las propiedades rio abajo a la posibilidad de inundación.

El paquete del Bono de Parques puede tener muchos elementos muy necesitados que benefician a una amplia área de nuestra ciudad. La pregunta clave es si podemos confiar en que nuestros oficiales cumplan sus promesas.

Hasta que yo vea un cambio real en cómo nuestro gobierno trata a sus ciudadanos, no puedo apoyar este bono. Las acciones hablan más que las palabras y las acciones de nuestro gobierno muestran que sus promesas de honestidad, integridad y transparencia no significan nada.

Capítulo XVI. ELECCIONES

Sec. 2. Fecha de las elecciones primarias; leyes generales adoptadas relativas a los nom-bramientos.

Las elecciones primarias de acuerdo con esta Carta Constitutiva se llevaran a cabo el tercer martes en septiembre décimo martes antes del primer martes después del primer lunes en noviembre de cada año en el cual una elección general para los cargos de alcalde y conce-jales miembros del concejo, o concejales miembros del concejo solamente se lleven a cabo tal y como se dispone más adelante en este capítulo. Los titulares de dichos cargos en noviembre del 2018 serviran sus respectivos mandatos elegidos y, además de ello, el alcalde y tres (3) concejales miembros del concejo quienes tienen mandatos que expiran el primer lunes de mayo del 1961 diciembre del 2019, continuarán en el cargo hasta el primer lunes en diciembre del 1961 2020, y los tres (3) concejales miembros del concejo quienes tienen mandatos que expiran en el primer lunes de Mayo de 1962 diciembre del 2021, continuarán el cargo hasta el primer lunes de diciembre del 1962 2022. A pesar de todo lo contrario en este capítulo:

(a) En 1961 el año 2020 serán elegidos un alcalde y tres (3) concejales miembros del concejo por un mandato de dos cuatro (24) años, cuyos mandatos expirarán a las 10 de mañana el primer lunes en diciembre del 1963 2024;

(b) En 1962 el año 2022 serán elegidos tres (3) concejales miembros del concejo por un mandato de tres cuatro (34) años, cuyos mandatos expirarán a las 10 de mañana el primer lunes en diciembre del 1965 2026;

(c) En el año 1963 cuando los dichos mandatos dispuestos en (a) de esto expiren se cel-

ebrarán elecciones bajo las disposiciones de este capítulo en las cuales serán elegidos un alcalde y tres (3) concejales para cubrir los cargos que expiran el primer lunes de diciembre de 1963; y

(dc) En el año 1965 cuando los dichos mandatos dispuestos en (b) de esto expiren se cel-ebrarán elecciones bajo las disposiciones de este capítulo en las cuales serán elegidos tres (3) concejales para cubrir los cargos que expiran el primer lunes de diciembre de 1965 A partir de aquí se celebrarán elecciones primarias y generales cada cuatro años para dichos cargos.Texto limpio resultando de la propuesta enmienda a la carta constitutiva siendo aprobada: Sec. 2. Fecha de las elecciones primarias; leyes generales adoptadas relativas a los nom-

bramientos.Las elecciones primarias de acuerdo con esta Carta Constitutiva se llevaran a cabo el

décimo martes antes del primer martes después del primer lunes en noviembre de cada año en el cual una elección general para los cargos de alcalde y miembros del concejo, o miembros del concejo solamente, se lleven a cabo tal y como se dispone más adelante en este capítulo. Las disposiciones de las leyes generales del Estado de Arizona relativas a y que gobiernan las elec-ciones primarias y al nombramiento de los oficiales elegidos, ya sea por primaria o por certificado de nombramiento ( siendo todo el título 16, Estatutos Revisados de Arizona, 1956, y cada una de las disposiciones de dicho título con todas las enmiendas y suplementos al mismo) aplicables a una ciudad con la población y la clase de esta ciudad, se aplicarán y gobernarán la celebración de las primarias y los nombramientos de los oficiales elegidos. El alcalde y concejo tendrán el poder de hacer cualesquiera otras disposiciones adicionales relativas a las primarias y a los nombra-mientos de oficiales que no sean repugnantes o contrarias a las disposiciones de la constitución y las leyes de estado o cualesquiera enmiendas o suplementos a las mismas.Sec. 3. Fecha de las elecciones generales; mandatos; juramento de los oficiales.

La elección general municipal se llevara a cabo el primer martes después del lunes en noviembre de cada año de elección según está dispuesto en la sección 4 de este capítulo. Los mandatos del alcalde y miembros del concejo comenzarán a las 10:00 de la mañana el primer lunes en diciembre después de su elección y, excepto que esté dispuesto de otra forma en este capítulo, será por cuatro (4) años y hasta que sus sucesores sean elegidos y capacitados. Cada oficial así elegido tomará y subscribirá su juramento al cargo tal y como está dispuesto en este capítulo.Sec. 4. Mandatos del alcalde y miembros del concejo escalonados.
