o. Williams & Co. 16-17 Audit Report. Comes with a favorable recommendation from the Finance Committee to accept this report.

p. Dr. Colwell Monthly Salary for Working with the Fire & EMT Departments Recommendation. Finance Committee voted to send to council for discussion.

q. Non FLMA paid leave cap – 90 days recommended. Comes with favorable recommendation from the Finance Committee.

r. Cost for Lease of City Property next to Barnhardt Crane on West 21st Street.  This allows for their lot expansion. Finance Committee recommends $1,500 a year for 10 years.

12Alcohol Awareness Proclamation

ALCOHOL AWARENESS MONTH PROCLAMATION

Accepting: Britney Book, Executive Director, Siouxland CARES WHEREAS, alcohol is the most commonly used addictive substance in the United States and excessive drinking is responsible for more than 4,300 deaths among underage youth each year; and

WHEREAS, kids who have conversations with their parents and learn a lot about the dangers of alcohol and drug use are 50% less likely to use alcohol and drugs than those who don’t have such conversations; and,

WHEREAS, 26% percent of high school seniors in our community have used alcohol inthe past 30 days and 15% have consumed five or more drinks in a row;

NOW, THEREFORE, I, Rod Koch, do hereby proclaim that April is

ALCOHOL AWARENESS MONTH

in South Sioux City, Nebraska and call upon all citizens, non-profit organizations, parents, youth, governmental agencies, public and private institutions, businesses, health care agencies, and schools to “Be Somebody” and join together to prevent alcohol abuse among our youth and adults.

13Kids to Parks DayWHEREAS, May 19th, 2018 is the eighth Kids to Parks Dayorganized and launched by the National Park Trust, held annually on the third Saturday of May; and

WHEREAS, Kids to Parks Day empowers kids and encouragesfamilies to get outdoors and visit America’s parks; and

WHEREAS, it is important to introduce a new generation toour nation’s parks; and

WHEREAS, we should encourage children to lead a more activelifestyle to combat the issues of childhood obesity, diabetesmellitus, hypertension and hypercholesterolemia; and

WHEREAS, Kids to Parks Day is open to all children and adultsacross the country to encourage a large and diverse groupof participants; and

WHEREAS, Kids to Parks Day will broaden children’s appreciation for nature and outdoors; and

ORDINANCE 2018 - 7AN ORDINANCE OF THE CITY OF SOUTH SIOUX CITY, DAKOTA COUNTY, NEBRASKA, AMENDING SECTION 42-157 OF THE SOUTH SIOUX CITY MUNICIPAL CODE AS IT RELATES TO FIREWORKS: SALE AND USE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.

BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF SOUTH SIOUX CITY, NEBRASKA:

SECTION 1: SECTION ADDED. Section 42-157(d) is hereby added to the Code of Ordinances of the City of South Sioux City, Nebraska to read as follows:

Sec. 42-157. – Fireworks: Sale and Use.(d) It shall be unlawful for any person to discharge, explode, or use any

permissible fireworks within the City of South Sioux City except from

8:00 a.m. to 11:00 p.m. on June 28th to July 3rd; from 8:00 a.m. to 11:59 p.m. on July 4th to July 5th; and from 8:00 a.m. to 1:00 a.m. on

December 31st to January 1st of each year. SECTION 2. REPEALER. The remainder of Chapter 42 shall remain the same. All ordinances or parts of ordinances in conflict with the provisions of this Ordinance are hereby repealed.

SECTION 3. SERERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof, not adjudged invalid or unconstitutional.

SECTION 4. WHEN EFFECTIVE. This Ordinance shall be in full force and effect after its final passage, approval and publication as provided by law.
