QUESTIONNAIRE

1. What motivates you to seek appointment to the City Council?

There is an old maxim in the business world that advises: "Find a need and fill it".My motivations in seeking the appointment to fill the remaining City Council term,ending in November, 2018, are:

1) there is an obvious need to fill the vacant seat,

2) I have the experience, credentials, and temperament to effectively fill thatneed,and,

3) I believe that public service is a responsibility shared by all citizens in ademocracy.

2. What do you consider to be the top three issues the City will face in the nexttwo years? Explain.

One of the five "City Wide Strategies" identified at the November 22, 2013, Cityof Sausalito Strategic Planning Workshop was:

"Increase community involvement in City governance and decision-makingthrough communication and technology."

Since that time, the City received an A+ grade for the transparency of Sausalito'swebsite from the 2015-2016 Marin County Civil Grand Jury and, most recently,designated a Director of Communications. Therefore one should expect that an"average person" would be able to easily locate the prevailing answers to thisquestion about issues facing the City on the City's website. A recent visit to thewebsite reveals that this expectation is not fulfilled: What is there is:

1) Homepage:

a. "Hot Topics". Other than the vacant Council seat, only the GeneralPlan Update and the Ferry Landing law suit are mentioned.

2) Click to "City Government" then to "City Council":

a. Here one finds the "Three-Year Goals" "(not in priority order -

amended May, 2013)". They are:

• Achieve and maintain fiscal sustainability and resiliency with anemphasis on long term planning

• Increase effectiveness and efficiency to deliver municipal sen/icesthrough the use of technology and creativity

• Improve, and continue to maintain, the infrastructure emphasizinglong term asset management

• Balance the retention of Sausalito's unique character with change

These may still be valid, but how are we to know? They were "Three-Year Goals", in 2013 -four years ago.

b. Another click will access the "Priority Projects L/ste"for five years, butonly from 2008-09 to 2012-13. There is no mention of the last fouryears.

c. Another click will access the "City Council Goa/s" where six "StrategicPlanning Documents" are to be found, but only for the years 2009 to2013. Again, there is nothing for the last four years.

It is unlikely that the City Council has avoided addressing "Strategic Planning"and "Priority Projects" since 2013. It is apparent, however, that among theimmediate issues facing the City, there is a need to provide, in a timely andreadily accessible manner, the information necessary for an informed public toactually engage in the "City governance and decision-making".

The more evident issues include, but are not limited to:

1) Continuing financial planning and fiscal vigilance,

2) Infrastructure maintenance and replacement,

3) The Ferry Landing, shore side improvements, and bicycles,

4) The Update of the General Plan, and, perhaps even more likely,

5) A crucial issue that has not yet revealed itself.

3. Describe a particular issue that the City is currently facing that you feelpassionate about.

I believe that having "passion" about a single issue is antithetical to goodgovernance. Passion often clouds reason, and reason should prevail in the

deliberations and decision making process when addressing complex orcontentious issues facing this, or any other, governing body.

4. Why are you the most qualified applicant to be appointed to the City Council?

I cannot claim, by right or by ego, that I am the "most qualified applicant". That isa determination best left to those who will measure and judge the experience,credentials, and temperament of each in the pool of applicants.

Background

I was born in San Francisco and raised in the Haight Ashbury. For several years,as a child, my Dad would drag me to Sausalito to procure herring from theskippers on the local fishing boats. We would load the still live fish in several fivegallon buckets, secure them in the trunk of our '39 Pontiac, and head on home.Immediately upon arriving there I would realize that the whole neighborhood hadbecome perfumed with the scent of boiling vinegar and spices my mother hadbeen preparing. Cleaning what seemed like hundreds of those slippery wigglinglittle creatures was not high on my list of favorite things to do. We packed thesterilized mason jars with the fish, roe and milt, added the pickling liquid andsealed up the year's catch. A few days later we would distribute the results toour neighbors and family and friends all over town. That was all part of theSausalito I first knew.

Not until the late 60's and early 70's did Sausalito provide the attractions thatcreated new lasting memories. Those were the early days of my architecturalcareer and jazz and folk music somehow fit my state of mind. Music was the

major attraction in Sausalito and I spent many hours at Gatsby's to hear AlJarreau and Julio Martinez or the Jeannie Hoffman Trio, or, at The Tridentrelishing the sounds of the Kingston Trio or Vince Guaraldi. It was also when Igot the first of very few traffic tickets after making a U-turn on Bridgeway to getthat lone parking space near where Poggio is now. The Officer, who seemedbarely old enough to shave, came to my window and said: "Sonny, crossin' thatthere double double yellow line is like drivin' through a brick wall!" I took theticket, walked to the Trident, and enjoyed the gifts of excellent music and goodcheer.

I moved to Sausatito in 1983 as a newly divorced bachelor. I lived for a while in asmall house on Santa Rosa owned by a high school classmate and eventuallymoved into one of the townhouses on Cazneau. It was my landlord there whosuggested that I apply for the Sausalito Design Review Board. That was in 1988and was the beginning of almost thirty years of pretty much constant participationin civic affairs.

In 1989 I bought my condo on "^•'.r^i^ :\/^:'':ll:';;.^'l^:;!^i^^

Richardson Street. This brings me fullcircle back to the herring! Little did Iimagine that over forty years aftercleaning and pickling those little fish, Iwould watch the herring catch from myliving room window! The last time therewas a serious run of herring was inJanuary 2013. Four years ago. It hasn't

happened since. Remember the song:"Where Have All the Flowers Gone?"Well, I wonder where have all theHerring gone? Have they been repelledby pollution in the Bay? Or is it the resultof climate change? Or something else?Isn't that something our communityshould be concerned about in addition tothe swarming of bicycles?

Interest

I have always been interested in serving my community in whatever way bestsuits my abilities. I believe that is a responsibility of every citizen. It is also theresponsibility of elected or appointed officials to serve their constituents and tofoster a healthy environment for inclusive government.

My interest in serving on this City Council has been further energized by being amember of the 2015-2016 Marin County Civil Grand Jury (and currently havingbeen called back to serve for the last four months of the 2016-2017 Jury when avacancy occurred and there were no more alternates available). This has beenan extraordinary experience with so many facets. It is like a post-graduatecourse in all aspects of government. It is also a lesson in investigating issues,

analyzing data, making findings and forming clear and actionablerecommendations. And, it is also a lesson in the skills necessary to foster anatmosphere in which 18 people who have never met, are from diversebackgrounds, and have differing political and philosophical beliefs, can learn towork cooperatively and effectively.

I first served with Kate on the Sausalito Planning Commission (1995 to1997). We served together again on the Parking Policy Task Force (1999to 2000), Kate as Chair and I as Vice-chair. We then served together onthe Police & Fire Needs Assessment Task Force (2002 to 2003). I wasalso part of the Sausalito Ferry Landing Stakeholders Working Grouplargely formed by Kate. We continue to have an amiable workingrelationship based on mutual respect and friendship.

I first met Stafford in January, 2010 when I joined the Sausalito PlanningCommission for the second time. Stafford always asked the pertinentquestions. Is the ordinance dear and unambiguous? Is the Applicant orthe Staff making the correct interpretation? Have we been granting toomany variances for something which might indicate that the rules shouldbe re-examined? I learned a lot in the five years I spent with Stafford onthe Planning Commission, and continue to learn from him and very muchbenefit from his friendship.

Bruce and I first crossed paths in 1991 when, as Chair of the DesignReview Board, I took issue with the proposed modifications to the facadeof the Caledonia Street movie theater for which Bruce was the applicant'srepresentative. Our interactions following that encounter eventually ledBruce to, in 1998, recommend my firm to the owner of what became our28 & 30 Liberty Ship project. His knowledge of the Marinship has beeninvaluable to all the discussions and committees that have addressed thearea. I value his candor, directness and friendship.
