Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. GENERAL PIER MAINTENANCE / INSPECTION: Repairs broken stringers, decking and caps on the Pier; stacks lumber; digs trenches; moves sand; grades beaches and tears down fences; tears down unsafe decking, stringers and building facilities using heavy equipment; repairs gates and doors. Installs fences, fixtures and other hardware, as assigned; checks and replaces lights, light bulbs and other electrical fixtures; installs and replaces signs; performs other related duties, as assigned. It was clarified in interviews that incumbent develops workload compiled by inspections and work orders placed by City Hall and Government Outreach; work is prioritized and planned by Crew Leader based on safety; performs work individually and in teams of two. Incumbent visually inspects the pier daily; repairs loose or old deck boards, high nails, broken stingers holding deck boards and caps securing stringers; inspects for water leaks from pier buildings, repairs torn bird abatement netting; tears down and replaces broken chain link fencing; utilizes catwalk to inspect under the pier for repairs; fills holes dug under pier; cleans gutters of pier buildings; repairs wall around base of the pier; repairs broken windows; replaces light bulbs; may remove graffiti and paint effected area; repairs or replaces gates and doors of Pier buildings; installs City signs (i.e. stop signs, no parking, etc.); tests and inspects generators.

TRADESPERSON ASSISTANCE DUTIES (PAINTING, PLUMBING, ELECTRICAL, CARPENTRY): Performs building and pier repair and routine maintenance work involving painting, carpentry and plumbing; assists skilled trades staff with minor electrical repairs; performs touch-up painting and striping of pier deck; performs other related duties, as assigned. It was clarified in interviews that incumbent assists painters, carpenters, plumbers and electricians if the repair or installation requires a skilled trade; informs Crew Leader of work needing skilled trade; prepares area for trades worker to perform work; may dig trenches with shovel or backhoe, cuts lumber with skill saws; breaks apart cement with sledgehammer or jackhammer; assists with locating pipes and wiring.

ASPHALT / CONCRETE MAINTENANCE: Maintains, patches and repairs areas of the pier using asphalt and concrete; performs other related duties, as assigned. It was clarified in interviews that incumbent will break up asphalt and concrete as necessary to repair, patch or resurface parking lots pier areas; utilize jackhammers, sledge hammers, crow bars, shovels and wheelbarrows to break up and remove pieces of debris; stays aware of utility lines; measures and stakes out the areas to be resurfaced or filled; shovels concrete from wheelbarrow to fill pot holes and perform patch work; pours bagged asphalt into prepped area; utilizes truck tire or hand compactor to smooth, form and spread asphalt and level; requires securing a safe work zone, identify tripping hazards, clearing debris; utilizing traffic cones and caution tape to keep away pedestrians and vehicles. It was further clarified that incumbent loads broken up pieces of asphalt and concrete into the City truck; transports debris to the City dump.

EQUIPMENT OPERATION & MAINTENANCE: Maintains and cleans tools and working area; checks assigned vehicles and equipment for fluid levels and safe operation; cleans truck beds, as assigned; performs other related duties, as assigned. It was clarified in interviews that incumbent visually inspects equipment before use; loads/unloads equipment; cleans equipment at end of shift; performs daily visual safety inspection and fuels City-provided vehicles; every two weeks inspects and performs minor maintenance to equipment such as replacing blades, checking oil, water, tires, transmission fluid levels, etc.; fuels generators with diesel. Anything determined to be a major repair is requested by incumbent via the work order process through Crew Leader. It was further clarified in interviews that incumbent utilizes and maintains equipment such as but not limited to hand tools; jack hammer; pneumatic tools; hand compactor; sledge hammer; power tools; drills; backpack blowers; chain saws; skill saws; shovels; post hole diggers; concrete equipment; bolt cutters, digging bars, jacks etc.; utilizes carts, dollies, hand trucks and electric golf cart. Incumbents may also operate City-owned vehicles such as trucks, forklifts, dump trucks, skip loaders, backhoes, trailers, mobile crane etc.

CUSTODIAL DUTIES: Performs custodial duties, including mopping, vacuuming, emptying trash cans, and cleaning public restrooms; performs other related duties, as assigned. It was clarified in interviews that incumbent no longer performs this essential function regularly and will notify pier custodian of work that may need to be addressed. There may be a situation where custodial assistance is not available or incumbent cannot wait for custodial support. This would be expected to be done very infrequently.

Incumbent enters a narrative of all worked performed and time required to complete the work; may hand write notes of inspection; checks email; logs hours of generators and other equipment for emissions standards; keeps Air Quality Management District log up to date. It was further clarified that incumbents determines completes and submits supply order with crew lead approval; reconciles manifests and invoices of ordered supplies; orders supplies through Maintenance Connection on a quarterly and as needed basis.
