These stickers can be purchased at City Hall or by calling the Utility Billing Department. Please keep your containers by your house, in your garage, out of the way until the day of your scheduled garbage pick-up day. After the receptacles are emptied, be sure to return them to the same out of the way area. Clean Water Update

Green Up Your Lawn, Not Your Lakes

Remember that the choices you make when caring for your lawn directly affects water quality in our lakes and rivers.

With the passing of another winter, many residents like to give their lawns a ‘kick start’ to the growing season by adding fertilizer. After a rainstorm, however, some of the fertilizer you apply to your lawn can wash into the storm sewer system and end up in our lakes and rivers. Many commercially available fertilizers contain Phosphorous, an element that stimulates algae growth in our lakes and can turn these waterways green.

To protect our waterways, the City has in place a Phosphorous Free Fertilizer Ordinance. This ordinance helps the City manage and protect our natural water resources that are enjoyed by residents of our City and the surrounding area. The ordinance requires that home owners and commercial lawn services use fertilizer with no phosphorous. The only exceptions are for newly established lawn areas during the first growing season, or for lawns that have been confirmed as being below phosphorous levels established by the University of Minnesota Extension Services. Most Robbinsdale lawns are naturally high in phosphorous and can be maintained with phosphorous free fertilizer.

Bags of fertilizer typically display an N-P-K ratio. This is a ratio of Nitrogen (N) Phosphorous (P) and Potassium (K) contained within the fertilizer. When selecting a fertilizer for your lawn, make sure that the N-P-K ratio displays a 0 value for the P eg. 22-0-12. If you are hiring a lawn care service, make sure they know about this City ordinance as well as others relating to lawn care such as the prohibition of mowing or blowing grass clippings onto streets and sidewalks.

Please make the right choice for our natural environment when selecting your lawn care.

Annual Meeting to Review Stormwater Pollution Prevention Plan

Each year as part of our compliance with State stormwater regulations, City staff brings forward a report to a City Council meeting that provides an update of the City’s actions relating to maintaining clean water. During the Council meeting, residents are given the opportunity to address the City Council with any issues, comments, or ideas.

At this stage, the date of the meeting for 2019 has not been set. However, it is normally held within the first 4 months of the New Year. We will place a notice in the local newspaper at least 30 days prior to the proposed meeting date.

Illicit Discharges and Erosion Control

City staff relies on the vigilance of residents to help control illegal dumping and poor construction site control that can cause undesirable material finding its way into our stormsewer system and eventually into our lakes, creeks and waterways. Anything in the stormwater system that is not stormwater, even natural items such as soil, leaves, grass clippings, and pet waste, can add up to big water quality problems. If you observe illegal dumping, see and/or smell conditions that seem out of place, or see tracking of dirt from a building site contact the City immediately by phone and/or email to report the problem. FORESTRY/NATURAL RESOURCES UPDATE Emerald Ash Borer Update & Treatment of Public and Private Ash Trees

Beginning in 2016 ash trees growing in parks and along streets (public rights of way & boulevards) have been undergoing treatments as a preventative shield against the emerald ash borer (EAB). EAB is an exotic insect from China that has killed millions of ash trees across the US and Canada. It is rapidly spreading throughout the Twin Cities and was confirmed in Robbinsdale in April, 2018. All public ash trees with a healthy canopy, room to grow and a healthy branching structure have been injected with an insecticide called emamectin benzoate, or TREE-äge. A single treatment guarantees near 100% protection for 2-3 years. Because ash trees are wind pollinated TREE-äge poses no threat to bees or pollinators. Treated ash trees are marked with a round aluminum tag stamped with the letters EAB or COR and the last treatment year. Injections are performed in-house by City Forester/Natural Resources Specialist Stephan Papiz and the first 3 year rotation of public ash treatments were completed in August of 2018. Trees injected in 2016 will be undergoing retreatment this summer. The cost of a single TREE-äge injection every 2-3 years is a fraction of the cost for full tree removal. The elimination of a perfectly healthy mature ash removes all future benefits the tree could have provided such as shade, aesthetics, stormwater sequestration and wildlife habitat. Treatment of ash trees prior to EAB infestation is critical since dying ash trees deteriorate rapidly and pose significant risk to life and property. If you have an ash tree in your yard it is important to decide now to either treat the tree or remove it. From the City’s perspective preservation of healthy private ash trees is highly recommended due to the benefits these trees provide to the community as a whole. The cost of a preventative TREE-äge injection has decreased in recent years and may be as low as $5.00 per diameter inch depending on the tree service contractor. By the time emerald ash borer-caused decline symptoms become visible from the ground it is often too late to inject. There is a 100% chance an untreated ash will be killed if it is not protected. Robbinsdale licenses tree service contractors, many of whom can provide treatment services for private ash trees. A list of 2019 contractors can be found on the City’s forestry webpage. 2019 Public Right of Way Tree Planting

Now is a good time to start thinking about public tree planting! If you recently had a public tree along your street removed or if you have an empty spot and would like some new green canopy we would love to hear from you! You do not need to have a sidewalk to qualify since most rights of ways along public streets extend 12-15 feet from the back of the curb. The City Forester plants bareroot trees in the fall after a 4-6 month stay in our gravelbed nursery. The only requirement is that residents agree to regularly water any new plantings. Trees are free of charge and both mulch and a TreeGator watering bag will be provided for each new planting. Requests will be considered for existing canopy conditions and for any scheduled near-future street reconstruction prior to approval. Actual tree placement depends on the location of underground utilities and surrounding canopy. Pollinator & Monarch Friendly Plants

As you may have heard there has been a recent widespread and drastic decline in the population of wild & domesticated bees, pollinating insects and monarch butterflies. This has been primarily due to the extensive loss of nectar producing plants and milkweeds as a result of the increased use of herbicides throughout Midwest farmlands, particularly neonicotinoids which disrupts the life cycle of many pollinating insects. Many of our food crops depend upon honeybees and other insects for pollination, while monarchs require milkweed to complete their life cycle. To help out pollinators and the local monarch butterfly population please consider installing a butterfly or pollinator-friendly garden using native prairie plants and milkweeds (there are 5 milkweeds native to Minnesota) and avoid using pesticides when possible. Even adding a few flowering natives to an existing ornamental planting would be of benefit. Native grasses complement and support wildflowers and their use are encouraged as well. If you ‘discover’ any common milkweed plants growing wild or in unmanaged areas of your yard please consider allowing the plant to complete its life cycle so it can serve as monarch habitat. Whenever possible City landscape maintenance crews leave volunteer milkweeds growing and prairie flowers & grasses are used whenever an opportunity arises for using native plants on a non-turf or raingarden planting project. City code section 425 allows residents to install native prairie plant species as long as any such plants are maintained. Robbinsdale actively manages numerous public plantings and raingardens that have been populated with native wildflowers and grasses.

Basically any native prairie flower species can serve as an attractant for bees and insects. Russian sage, a nonnative species with showy lavender flowers as well as any kind of clover (native or nonnative) are major attractants for pollinating insects. Creating a Resilient Yard Workshop

Unseasonably warm weather, periods of drought, and flooding rains are the new normal in Minnesota. A resilient yard not only can survive extreme weather will thrive in spite of it. Metro Blooms’ Creating a Resilient Yard workshop provides a framework to understand the importance of resilience and how it can be fostered in your yard through a variety of practices, including site planning, raingardens, turf alternatives, trees, and other plantings. Following the presentation, attendees receive one-on-one design assistance from Blue Thumb Landscape Designers, Hennepin County Master Gardeners, and Master Water Stewards to create a plan for your own yard. All workshops attendees receive information about installation cost share programs and Blue Thumb resources to help get a project in the ground.

There are other internet sites with ideas to make your home more marketable. It is a good idea to get more than one estimate on the listing price of your home. Beware of people using the real estate market as a get-rich-quick scheme. Make sure you don't sell one of your most important investments for less than it is worth!

Robbinsdale Point of Sale Program Robbinsdale’s Point of Sale (POS) ordinance requires a disclosure report prepared by independent certified evaluators (hired by the seller). Under this code, licensed evaluators walk through homes prior to being placed on the market and shown for sale. The evaluator would file an inspection report with the City and leave a copy for viewing in the home. This applies to all single family homes, twin homes, townhouses, and condominiums (except new construction). Reports would indicate items which are acceptable, below standards, and required repairs. Required repairs include imminent structural failures, unsafe electrical and plumbing systems, hazardous or unsanitary conditions, and lack of basic items (sinks in kitchens, toilet facilities, etc.). COMMUNITY VOLUNTEERS NEEDED

The Robbinsdale Police Department is seeking applicants who are interested in serving the community as Police Reserve Officers. The Police Reserve is an ex-cellent opportunity to serve the community and help ensure that Robbinsdale remains a safe community in which to live, work and enjoy. Police Reserve Of-ficers are unpaid volunteers who assist licensed sworn officers by performing community service tasks, assist at community events such as Whiz Bang Days, perform non-criminal Police functions, and assist at natural disasters and other emergencies that require additional personnel. Being a Reserve Officer provides an excellent opportunity to serve the community, learn new skills, and gain new experiences. Anyone interested in volunteering and helping to make a difference in the community is encouraged to apply. Applicants must be at least 18 years of age, a high school graduate (GED acceptable), possess a valid driver’s license, and be able to pass a criminal background check.
