The Financial Statements contained in this Statement of Financial Information under theFinancial Information Act have been prepared by management in accordance withgenerally accepted accounting principles or stated accounting principles, and theintegrity and objectivity of these statements are management’s responsibility.Management is also responsible for all the statements and schedules, and for ensuringthat this information is consistent, where appropriate, with the information contained inthe financial statements.

Management is also responsible for implementing and maintaining a system of internalcontrols to provide reasonable assurance that reliable financial information is produced.

Council is responsible for ensuring that management fulfils its responsibilities forfinancial reporting and internal control.

The external auditors, BDO Canada LLP, conduct an independent examination, inaccordance with generally accepted auditing standards, and express their opinion on thefinancial statements. Their examination does not relate to the other schedules andstatements required by the Act. Their examination includes a review and evaluation ofthe City’s system of internal control and appropriate tests and procedures to providereasonable assurance that the financial statements are presented fairly. The externalauditors have full and free access to Council and meet with it on an annual basis.

To the Mayor and Council of the City of Pitt Meadows

We have audited the accompanying consolidated financial statements of the City of Pitt Meadows,which comprise the Consolidated Statement of Financial Position as at December 31, 2013, and theConsolidated Statements of Operations, Change in Net FinanciaL Assets and Cash Flow for the year thenended, and a summary of significant accounting policies and other explanatory information.

Management’s Responsibility for the Consolidated Financial Statements

Management is responsible for the preparation and fair presentation of these consolidated financialstatements in accordance with Canadian public sector accounting standards, and for such internalcontrol as management determines is necessary to enable the preparation of consolidated financialstatements that are free from material misstatement, whether due to fraud or error.

Our responsibiLity is to express an opinion on these consolidated financial statements based on ouraudit. We conducted our audit in accordance with Canadian generally accepted auditing standards.Those standards require that we comply with ethicaL requirements and plan and perform the audit toobtain reasonable assurance about whether the consolidated financial statements are free frommaterial misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures inthe consolidated financial statements. The procedures selected depend on the auditor’s judgment,including the assessment of the risks of material misstatement of the consolidated financialstatements, whether due to fraud or error. In making those risk assessments, the auditor considersinternal control relevant to the entity’s preparation and fair presentation of the consolidated financialstatements in order to design audit procedures that are appropriate in the circumstances, but not forthe purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit alsoincludes evaluating the appropriateness of accounting policies used and the reasonableness ofaccounting estimates made by management, as well as evaLuating the overall presentation of theconsolidated financial statements.

The City was incorporated as a District Municipality in 1914 under the Municipal Act (now a combinationof the Community Charter and the Local Government Act), a statute of the Province of British Columbia.Effective January 1, 2007, the articles of incorporation of the municipality were changed by an Order inCouncil of the provincial government to reflect a change in its name to the City of Pitt Meadows. Itsprincipal activities include the provision of local government services to the residents of the incorporatedarea. These services include community planning, protective, transportation, recreational, solid waste,water, sewer, drainage and dyking services.

1. SIGNIFICANT ACCOUNTING POLICIES

Basis of PresentationThe consolidated financial statements of the City of Pitt Meadows are the representations of managementprepared in accordance with Canadian public sector accounting standards as prescribed by the PublicSector Accounting Board (PSAB) of the Chartered Professional Accountants Canada.

In 2013, the City adopted the provisions of the public sector accounting standard “PS3410 GovernmentTransfers”. This new standard can be applied either retroactively or prospectively, and the City elected toapply the standard prospectively which resulted in no impact to the previous years. Government transfersare recognized as revenue when authorized and eligibility critera have been met unless the transfercontains stipulations that create a liability. If the transfer contains stipulations that create a liability, therelated revenue is recognized over the period that the liability is extinguished.

In 2013, the City also adopted the provisions of the public sector accounting standard, “PS3510 TaxRevenue”. The requirements of this standard did not differ from the treatment the City had previouslybeen following and therefore, no change was required

The consolidated financial statements reflect the assets, liabilities, revenues, expenses, and accumulatedsurplus of the reporting entity which is comprised of all organizations that are accountable for theadministration of their financial affairs and resources to the Council and are controlled or owned by theCity, including the Pitt Meadows Economic Development Corporation which was incorporated on March5, 2010. Inter-entity balances and transactions have been eliminated on consolidation.

Use of EstimatesThe preparation of consolidated financial statements in conformity with Canadian public sector accountingstandards requires management to make estimates and assumptions that affect the reported amounts ofassets and liabilities and the reported amounts of revenues and expenses during the period. Significantareas requiring use of management estimates relate to the determination of employee benefit obligations,useful life of tangible capital assets, liabilities associated with legal claims, and collectability of accountsreceivable. As such, actual results could differ from those estimates.

Revenue RecognitionRevenue is recorded on the accrual basis and included in revenue in the period in which the transactionsor events occurred that give rise to the revenues. Revenue unearned in the current period is recorded asdeferred revenue.

Taxes are recorded at estimated amounts when they meet the definition of an asset, have beenauthorized and the taxable event occurs. Annual levies for non-optional municipal services and generaladministrative services are recorded as taxes for municipal services in the year they are levied. Taxesreceivable are recognized net of an allowance for anticipated uncollectable amounts. Levies imposed byother taxing authorities are not included as taxes for municipal purposes.

Unrestricted revenue for the sale of goods and services are reported as revenue at the time the servicesor products are provided.

Contributions for specific purposes are recorded as deferred revenue and recognized as revenue in theyear in which the related expenses are incurred.

Through the British Columbia Assessment Authority’s appeal process, taxes may be adjusted by way ofsupplementary roll adjustments. The effects of these adjustments on taxes are recognized at the timethey are awarded.

Government TransfersGovernment transfers, which include legislative grants, are recognized as revenue in the financialstatements when the transfer is authorized and any eligibility criteria are met, except to the extent thattransfer stipulations give rise to an obligation that meets the definition of a liability. Transfer arerecognized as deferred revenue when the transfer stipulations give rise to a liability. Transfer revenue isrecognized in the statement of operations as the stipulation liabilities are settled.

Expense RecognitionExpenses are recognized in the period the goods and services are acquired and a liability is incurred ortransfers are due.

Cash and EquivalentsCash and equivalents consist of cash, bank balances, highly liquid money market investments and short-term investments with maturities of less than 90 days at acquisition.

Portfolio InvestmentsInvestments, other than Municipal Finance Authority Pooled Funds which are recorded at fair marketvalue, are amortized. Investment premiums and discounts are amortized over the term of the respectiveinvestment. Investments are written down when there is, in the opinion of management, a permanentdecline in value.

Non Financial AssetsTangible capital and other non financial assets are reported as assets as they can be used to providegovernment services in future periods. These assets do not normally provide resources to dischargeliabilities unless they are sold.

Tangible Capital AssetsTangible Capital Assets, comprised of capital assets and capital work-in-progress, are recorded at costwhich includes all amounts that are directly attributable to acquisition, construction, development andbetterment of the assets. Interest incurred during construction is capitalized.

The cost, less residual value, is amortized on a straight-line basis over the estimated useful lives of theassets as follows:

In the year of acquisition, amortization begins the first day of the month the asset is in service.

Contributed tangible capital assets are recorded at their fair value at the date of contribution. Thecontribution is also recorded as revenue.

Employee Future BenefitsThe City and its employees make contributions to the Municipal Pension Plan. The Municipal PensionPlan is a multi-employer contributory defined pension plan. These contributions are expensed asincurred.

The City also accrues sick leave, deferred vacation, supplementary vacation, vacation in year ofretirement, overtime and service severance benefits. The liability relating to these benefits is actuariallydetermined based on service and best estimates of retirement ages and expected future salary and wageincreases. The liability under this benefit plan is accrued based on projected benefits as the employeesrender services necessary to earn the future benefits.

Property Tax Collections for Other GovernmentsThe City is required by legislation to bill and collect property taxes on behalf of other governments. Theserevenues and payments are not included in the City’s financial statements.

2. PORTFOLIO INVESTMENTS

The City’s portfolio of investments include bonds, deposits and notes of provincial governments andagencies, deposits and notes of chartered banks, and deposits in the Municipal Finance Authority MoneyMarket Fund and Short Term Bond Fund.

The various instruments have stated rates of return ranging from 2.03% to 3.979% (2012 — 1.75% to4.95%), with varying maturity dates up to August 3, 2022. The market value of the investments as atDecember 31, 2013 was $21,907,500 (2012 — $21,980,600). It is the City’s practice to buy and holdinvestments to maturity in order to realize the stated rate of return.

4. DEVELOPMENT INSTALLMENTS

Development installments represent funds due from developers and others within two years. Fundsrealized upon collection of these receivables can only be used for expenditures as provided by theDevelopment Cost Charge Reserve Fund Expenditure Bylaw and the relevant sections of the LocalGovernment Act, unless otherwise authorized by the Ministry of Community, Sport and CulturalDevelopment.

6. EMPLOYEE BENEFIT OBLIGATION

The City provides non-vested sick leave, service severance, overtime bank, and vacation benefits to itsemployees. These benefits are described as follows:

a) Non-Vested Sick Leave: Employees are entitled to a sick leave benefit of 1.5 days for each monthof service which may be accumulated to a maximum of 250 days.

b) Service Severance: Upon retirement, employees are eligible for a payout of 3 days per year ofservice accumulated after January 1, 1969, paid at his or her current rate of pay. Upontermination or death, employees who have completed 8 or more years of service accumulatedafter January 1, 1969 are eligible for a payout of 1 day per year of service paid at his or hercurrent rate of pay.

c) Overtime Bank: Employees may accumulate overtime hours in a bank. Upon termination,retirement or death accrued overtime is paid out at his or her current rate of pay.

d) Deferred Vacation: Employees may defer a portion of their annual vacation entitlement.Employees in the collective bargaining unit who are entitled to 25 vacation days or more aresubject to a maximum accumulation of 20 days. Exempt employees are subject to a maximum of15 days.

e) Supplementary Vacation: Employees are entitled to 5 days of supplementary vacation every fiveyears. Employees in the collective bargaining unit are entitled commencing the fifteenth year ofservice. Exempt employees are entitled commencing the fifth year of service. Thesupplementary days must be used during the five year period following entitlement.

Regular principal payments are not required, but funds borrowed under this program must eitherbe repaid or converted to long term borrowing through a debenture issue within five years. Theoutstanding balance bears interest at approximately prime less 1.25%, which is paid monthly.

9. TANGIBLE CAPITAL ASSETS

Schedule 1 details Tangible Capital Asset cost and accumulated amortization information. As atDecember 31, 2013, the City held $3,163,590 in assets under construction that were not yet amortized(2012 - $1,380,609)

During the year the assets valued at $254,040 (2012 - $29,174) were contributed to the City and recordedas revenue.

11. SEGMENTED INFORMATION

For reporting purposes, City activities have been aggregated into functional segments based on theservices each activity provides. The Consolidated Schedule of Segment Disclosure (Schedule 3) reportsthe revenues and expenses that are directly attributable to each functional segment. The revenues andexpenses that cannot be directly attributable or allocated on a reasonable basis to individual segmentsare reported in the unallocated segment. The following describes the services included in each segment:

General Government ServicesThe General Government segment includes administration, legislative, financial, human resources,information technology, economic development and sustainability services.

Protective ServicesThe Protective Services segment includes Police services provided by the RCMP and support services bythe District of Maple Ridge, fire protection, bylaw enforcement, business licensing, building inspection,animal control and emergency program services.

Transportation ServicesThe Transportation Services segment includes engineering, operations administration, and roadsmaintenance services.

Utility, Solid Waste and Dyking ServicesThe Utility, Solid Waste and Dyking Services segment includes drainage, water, and sewer utilityservices, the solid waste collection and disposal service and dyking services.

Recreation and Cultural ServicesThe Recreation and Cultural Services segment includes parks and recreation services provided by theDistrict of Maple Ridge, library services provided by the Fraser Valley Regional Library, and theoperations of the Pitt Meadows Arena.

Planning ServicesThe Planning Services segment includes services for managing development and community planning.

UnallocatedThe Unallocated segment includes the following revenues and expenses that cannot be directlyattributable or reasonably allocated to a segment: municipal property taxation and penalties and interestcharged thereon, taxes in lieu, return on investments, and interest paid on development cost chargefunds and tax prepayment accounts.

12. MUNICIPAL PENSION PLAN

The municipality and its employees contribute to the Municipal Pension Plan (the Plan), a jointly trusteedpension plan. The board of trustees, representing plan members and employers, is responsible foroverseeing the management of the Plan, including investment of the assets and administration ofbenefits. The Plan is a multi-employer contributory pension plan. Basic pension benefits provided arebased on a formula. The plan has about 179,000 active members and approximately 71,000 retiredmembers. Active members include approximately 62 contributors from the City of Pitt Meadows.

The most recent actuarial valuation as at December 31, 2012 indicated a $1,370 million funding deficit forbasic pension benefits. The next valuation will be as at December 31, 2015 with results available in2016. Employers participating in the Plan record their pension expense as the amount of employercontributions made during the fisal year (defined contribution pension plan accounting). This is becausethe Plan records accrued liabilities and accrued assets for the Plan in aggregate with the result that thereis no consistent and reliable basis for allocating the obligation, assets and cost to the individual employersparticipating in the Plan.

The City of Pitt Meadows paid $385,168 (2012 -$368,811) for employer contributions while employeescontributed $324,957 (2012 - $317,172) to the Plan in fiscal 2013.

13. CONTINGENT LIABILITIES AND COMMITMENTS

a) The City is a member of the Municipal Insurance Association (MIA), which operates under areciprocal insurance exchange agreement. The main purposes of the exchange agreement are:(1) to pool the risk of third party liability claims against member municipalities (approximately 170)in order to allow for stable financial planning related to those liability claims; and (2) to engage inbroad risk management strategies to reduce accidents or occurrences that may result in liabilityclaims against the City. The City is assessed an annual premium by MIA based on factors suchas population, administrative costs, premium tax and re-insurance costs. MIA is subject tofinancial oversight by the Provincial Government.

b) The City self insures for certain potential financial losses arising from the penetration of water intobuilding envelopes (“leaky buildings”) and acts of terrorism, for any claims made after January 1st,

2002.

c) The City has cost sharing agreements with the District of Maple Ridge to provide services in amore efficient and cost effective manner. These agreements cover the provision of all parks andleisure services, and police housing and support services. The costs are shared on the basis ofproportionate population, and Council can terminate the agreement(s) by providing four months toone year’s notice.

d) The City has a long-term service agreement with another organization for the provision of fire andpublic works dispatch services. This agreement has an annual cost of approximately $34,000and will expire on December 31, 2014.

e) The City has been named defendant in a number of claims that are currently pending. Indetermining their estimated exposure the City has relied upon their understanding of the claims,including activities undertaken by the other parties, as well as discussions with legal counsel. Inthose cases where an unfavourable outcome is likely, a provision for anticipated costs has beenaccrued. In the opinion of management, the amount of any loss from these claims cannot bereasonably estimated, nor can the likelihood of their outcomes be known at this time. Therefore,management has made no provision for these claims and any future settlement will be accountedfor in the year of settlement.

f) As at December 31, 2013 there were various property assessment appeals pending. Theoutcome of those appeals may result in adjustments to property taxes receivable for the currentand prior years. The City has made no specific provision for these appeals as the outcome isindeterminable.

g) The City is a member of E-Comm, an organization comprised predominately of membermunicipalities, for the purpose of providing emergency dispatch services. The City is representedon the board, and as a Class ‘A’ shareholder has voting rights should the organization want toincur additional debt. The E-Comm facility was constructed using debt as a financing mechanismand members are liable for a proportionate share of that debt. This debt is repaid by membersthrough annual fees charged by E-Comm. Should E-Comm dissolve, members would be liablefor a proportionate share of any residual debt. Alternatively should a member choose to opt outof E-Comm, they would be liable for a proportionate share of debt at the time of withdrawal.

h) On September 15, 2009 the City agreed to an Offer to Lease for approximately 12,200 squarefeet of space at 12059 Harris Road, Pitt Meadows for the purpose of relocating the Pitt MeadowsLibrary in 2011. The lease commenced March 1, 2012, ninety days after the fixturing period, for aterm of ten years. The annual minimum rent is $151,000 and is subject to annual CPI increasesin the second five year period of the term.

i) In October, 2010 the City signed an Offer to Lease for approximately 9,500 square feet of spacein a senior’s residential facility for the purposes of operating a Senior’s Centre. Construction ofthe facility began in 2011, and the lease commenced in January 2013. The term of the lease isforty years plus a 20 year renewal option. The rent for the initial 40 year term is $1,549,506,prepaid at the commencement of the lease in 2013.

j) In February, 2011 the City signed an Operating and Maintenance Agreement with NustadiaRecreation Inc. for the operation and maintenance of the Pitt Meadows Arenas. The agreementwas effective May 1, 2011, with an initial term of five years and four optional renewal periods. Anannual management fee of $100,000 is payable under the agreement (adjusted annually forinflation), with payments due in equal monthly installments.

k) The City has a long-term service agreement with the Province of British Columbia for theprovision of police services by the Royal Canadian Mounted Police with an annual cost ofapproximately $3.3 million. The current agreement commenced April 1, 2012 with an expiry dateof March 31, 2032.

I) In March 2013 the City was the recipient of funds under the Green Municipal Fund (Project10297)— Loan and Grant Agreement in the amount of $3,141,602 in loan proceeds and $378,320in grant proceeds. A portion of the funds have been used to repay the 2012 $3,000,000 balanceof the temporary borrowing for the Facility Construction and Revitalization, Bylaw 2429.
