2. 2012 Sports Expo. Perry Bateson, Sports Expo.

Perry Bateson, Chair of the Maple Ridge and Pitt Meadows Sport and Outdoor Recreation Council, said that, for the second year, they will be hosting a Sport Expo, in concert with Parks and Leisure Services. Their vision is to enhance the health and wellness of the community at the Pitt Meadows Arena and Pitt Meadows Athletic Park by increasing the participation of citizens, including youth, in sport and recreation activities. Last year there were 37 exhibitors with over 500 visitors; this year they are working toward having 50 exhibitors and between 1,000 and 2,000 visitors.

The theme for this year is Physical Literacy, with Drew Mitchell as the guest speaker.

2. 2012 Sports Expo. Perry Bateson, Sports Expo Cont’d.

The Expo will be interactive; for example, a rugby exhibitor will have a field and a tennis exhibitor will have a tennis court that participants will play on. Also, each participant will have a Passport, which will be stamped as they go to each exhibitor.

Mayor Walters said Councillor Murray would act as the liaison to the group and would keep Council apprised of how the plans are proceeding. Council expressed their appreciation to Mr. Bateson for his efforts in the community. For more information, residents can log onto www.familyfunatyuens.ca Council directed staff to post this event on the City’s events web page.

Committee, receive into the record the report dated January 2012 from the Director of Fire & Rescue Service.

CARRIED. 1.1 2011 Fire & Rescue Services Annual Report Cont’d.

The Director of Fire & Rescue Service highlighted several points from the Annual Report: the Paid on Call transition year has gone very well, operationally and fiscally, call volume is down which lessens the burden on the firefighters, burning complaints are down, and compliance with the inspection program is 90%. Chief Jolley mentioned the ROC (Resuscitation Outcome Consortium) study which included cities and agencies North America-wide and was focussed on looking at cardiac arrest survivability coming out of hospital. The results put Pitt Meadows in the top half of the study in terms of response and skills performed, and in the top 10 for four categories related to people surviving and leaving the hospital. It shows the Fire Department is performing at a high level.

1.2 Update: Burning Regulation Bylaw No. 2406 - Enforcement and Fines.

H1.2 2406 Burning Reg update

Councillor J. Elkerton said that she wanted to look at the whole picture regarding burning regulations and had several concerns, including: do other municipalities have restrictions on burning, what is the cost for permits, is there an increase in complaints, how much illegal dumping is occurring, what are the Greater Vancouver Regional District’s plans for restrictions of wood burning fireplaces? Council requested that staff provide answers to these questions at the next Council in Committee meeting. Chief Jolley said that there has been a dramatic reduction in the materials that should not be included in burning and a significant change in attitude by residents. Also, much research went into the bylaw before it was brought forward and the Greater Vancouver Regional District is supportive of the bylaw. MOVED by Councillor J. Elkerton, SECONDED by D. Miyashita, THAT Council, upon the recommendation of the Council in Committee, does not proceed with the addition of an Arena Amenity User Fee Levy at this time and revisits an Arena Amenity Fee in 2014, once the full incremental funding increase for subsidized hours is complete, depending on the level of subsidized support achieved through that process.

I. COUNCIL REPORTS

Mayor Walters, attended the Local Government Leadership Academy which was a wonderful training session, with excellent guest speakers – touched on all local government issues; attended Scottish Night at the Heritage Hall which was hosted by the Stave Falls Scottish Dancers – very enjoyable evening; noted that the new Library is open, with the Grand Opening on March 31st; attended the RCMP Awards Night which celebrated the achievements of individuals; attended Operation Jack Frost which was a mock disaster that activated the joint Emergency Operations Centre with Maple Ridge – very proud of our staff who handled everything professionally; attended the Jim Diers Neighbourhood

Development Forum – he provided many ideas to empower residents to make their community a better place to live; attended the annual Fire and Rescue Service Awards Banquet – it was a wonderful opportunity to thank our volunteers; attended the Metro Vancouver Orientation Session where the Strategic Priorities were reviewed and the 2012 Action Plan was unveiled. Councillor Miyashita, attended the RCMP Awards – Supt. Dave Walsh was recognized for 30 years of service; attended the Fire Awards Night - congratulated all the recipients – Brad Perrie, Assistant Fire Chief was recognized for the Heart in My City Award – she said it was an honour to have Don Jolley as the Fire Chief in Pitt Meadows; noted that the Chamber of Commerce Business Awards will be held on March 9 at the Pitt Meadows Golf Club.. Councillor Bing, on February 25 attended the Jim Diers Neighbourhood Development Forum for elected officials; attended the Fraser Valley Regional Library Board Meeting; checked out the new Pitt Meadows Library which is a wonderful facility with computer labs, self check outs and much more – the Official Opening will be held on March 31 at 10 am, with a parade from the Old Library to the New Library and a ribbon-cutting ceremony; attended the RCMP Awards ceremony – Supt. Dave Walsh was recognized for 30 years of service; attended the Emergency Operations Centre (EOC) exercise, Jack Frost which was very interesting; attended the Fire & Rescue Awards – nice to see Jack Duggan recognized for 33 years of service.. Councillor Elkerton, attended all the Awards Ceremonies already mentioned by Council members, which were great fun and she was very happy to see the RCMP and Firefighters recognized for all they do for the community; attended the three-day Local Government Leadership Academy which was the best one she has attended; attended the Jack Frost EOC exercise – she said the representatives from the Province who attended said it was obvious the amount of training that has gone into the two communities under the leadership of the Chief Administrative Officers from Pitt Meadows and Maple Ridge, Jake Rudolph and Jim Rule. Councillor Bell, attended the Jim Diers Community Building Seminar; attended a TransLink meeting which was very interesting, they have under one authority roads, some bridges, West Coast Express, Coast Mountain buses, the Sea Bus and Skytrain, which means it is well coordinated and therefore transportation is quite good; attended a Metro Vancouver meeting that laid out its action plan and the Mayors Council and the amount of time that is put in by everyone, including the staff. Councillor Murray, attended the RCMP Award Night which was a great night; attended the Fire & Rescue Award Banquet – there is a feeling that it's a real

family; attended the Local Government Leadership Academy, which was a tremendous opportunity to meet ones from other municipalities; will be attending the Parks and Leisure Services Commission meeting on March 8; said the senior boys, junior boys and Grade 9 boys, each won the Fraser Valley Championships, on March 8 at Pitt Meadows Secondary the Grade 8 boys and girls will be hosting the provincial championships – thanked Rich Goulet for his efforts.

M. QUESTION PERIOD

Bill Wilde, Pitt Meadows, asked what Council has done to lower the proposed tax increase of 4.35% that is provided in City documents for 2010 to 2015. The Director of Finance explained that Council and staff must to look 15 to 20 years in the future, and the projected numbers provided are estimates based on certain assumptions. Council and staff will begin discussions on in the summer on next year’s Financial Plan and Budget.
