As part of our project planning and feasibility assessment process, we need to gather product information. Refer to the “Background” section of this RFI for more detailed information regarding the City’s business needs and current technical environment (Appendices A thru D); this detail is provided for your information only. Please note that although price information is requested, this solicitation will not be used to make a purchasing decision. After analysis of RFI responses, the City will determine its next action, including, but not limited to: release of an official Request for Proposals (RFP) or Invitation for Bids (IFB), justification for purchase from an existing co-operative agreement, enter into a contract for services, or take no further action. The City is not responsible for and will not pay any costs associated with the preparation and submission of responses to this RFI.

B Response Format and Delivery

Information about Vendor’s products or solutions must be in current production status (generally available for purchase, not in beta or pre-release status). We do encourage vendors to mail product marketing information for City to review or provide web addresses to pertinent information. The City requests that the responding vendor review all their RFI responses for technical accuracy before submission to the City. An electronic response is requested for General Information/Questions items beginning on page 4. If wish to provide information to the City about more than one “solution,” please respond separately for each one. Please enter your responses into this document and submit it in its entirety.

C Background

1. Current system: • Engineering - Right of way or easement construction performed by private contractors.

Projects that are created by the City of Mesa for this same type of work will not part of the requested solution.

• Development and Sustainability – The Development and Sustainability Office handles/manages/processes plans for developing property within the City of Mesa; construction permitting of commercial buildings, residential buildings, Industrial buildings, signs, infrastructure (roads, sewer, potable water, drainage systems, etc.); and, code compliance (zoning, nuisance, housing and environmental violations and animal regulations).

o The system uses the following integrations

- Convergys EVIP10 (IVR) for automated inspection scheduling automated inspections requests,

- System Innovators INovah 2.0, - SharePoint 2010, - Customer Suite version 4.1.3, - Outlook 2010 and Exchange 2007 for e-mail, - Paypal - ArcGIS data is passed from GIS to existing Tidemark application to indicate what layer

the data came from to indicate in the parcel or case that this issue exists. Also Parcel Address information is compiled from various City GIS layer information as well as Maricopa County Assessor GIS data and is passed into Tidemark on weekly and monthly basis.

o Building Services - Building permitting related to construction, plan review, inspections,

annual facilities - Code compliance – Housing, Zoning Ordinance violations, dangerous buildings,

nuisance and other

• Transportation – traffic barricades, requests and construction • Animal control - Animal related zoning ordinance violations; there is no licensing or

impounding done by the City of Mesa

2. Desired solution

The City is interested in receiving information about any enterprise solution that would provide these departments the technology needed to maximize effective, efficient and economical business processes for the city and its customers. Each department would need the ability to offer a customized self-service portal/interface that allows interaction between the public and city staff as well as electronic submission of applications and documents. This interface needs to give the ability to make payments, retrieve account and case data and the associated attached documents and initiate a new case, permit or project. All departments need to have the ability to retrieve these documents that have been attached to their case\permit\project and be able to redline, comment, markup, stamp, and also integrate the ICC family of codes, pertinent sections of the Mesa city codes and Mesa’s Engineering design standards into the comments where they apply. The solution needs to provide other users in different disciplines or departments the ability to see what their comments are while in the process of their review. These comments need to also be stored with the case\permit\project. The system needs to provide reporting and querying of the data by any user of the system for every case type available. The proposed system would need the following functionality, interactive interfaces and API’s: NOTE: For versions or city specifications of any of the below please see Appendix E. • Microsoft Office 2010 productivity suite • Reporting – standard and dynamic reporting • Kronos 6.2 - timekeeping • System Innovators 2.0 (iNovah) or CGI Advantage version 3.8.02 for payment processing into

the city financial systems. • PayPal for payment processing from ecommerce • ESRI (ArcGIS interfaces to maps and data from internal ESRI and would also need to allow

the public the ability use the mapping when attempting to create a case, application or project from the website. This needs to be real-time processing. This would remove the need to have batch processing which currently loads Address, Parcel, and other city GIS layer information that is currently done on a weekly and monthly basis.
