Meeting called to order by Chairman Earll at 5:30 PM in the Council Chambers of City Hall Plaza.

Street Superintendent Winch presented a Street Division construction update. City Engineer Turchi presented

Joe Dolezal, The Boson Company, presented an update on the Community Center Renovation Project. This

Chad Rykal, CR-BPW Building Performance Specialists, presented information on the City Garage Facilities

Condition Assessment. This was an informational item only.

City Planner Miller presented an update on the proposed improvements to the Weinbrenner Dust Collector.

PW17-78 Motion by Wagner, second by Jockheck to recommend approval of the RFP submitted by Town

and Country Engineering of Madison, WI for improved mixing at the Wastewater Treatment Plant at a cost of

$18,750 and direct staff to prepare a contract.

Director of Public Works Knoeck presented an update on the bid opening for the Wildwood McMillan

Connector Trail Project. Staff is evaluating the two bids received and will bring a recommendation for award of

bid to the Board of Public Works at a special meeting on Tuesday, July 25, 2017 prior to the Common Council

meeting.

PW17-79 Motion by Feirer, second by Jockheck to recommend approval of Preliminary Resolution No. 2017-

27 for 2017 asphalt paving projects and refer to the Common Council for their consideration.

PW17-80 Motion by Witzel, second by Feirer to recommend that the first Board of Public Works meeting in

August be held on Monday, July 31, 2017 at 5:30 PM and that the second meeting in August be held on

Monday, August 14, 2017 at 5:30 PM.

DATE: July 27, 2017 TO: Board of Public Works FROM: Steve Barg, City Administrator RE: Disposition of the Vaughn-Hansen chapel, including a new alternative

Background

For 4 years, staff has talked with the Board about the future of the Vaughn-Hansen chapel at Hillside Cemetery. On July 18, 2016, Myron Silberman, architect of the chapel in the 1970s, suggested converting it into a columbarium, presenting/highlighting the following proposal to the Board:

• $40,000 will be raised by the Marshfield Rotary Club and Vaughn-Hansen family.

• An appeal will be made to the greater Marshfield community, with the goal to raise another $40,000, bringing the total to $80,000.

• They ask that the City match this amount by budgeting $80,000 for this project.

• With $160,000 total, the City could make the needed repairs and put the remaining funds in a separate fund for future maintenance. (This was based on an estimate of $100,000 for the required repairs, and setting aside $60,000 for future needs.)

Based on the Board’s interest, staff solicited and presented a proposal from Tim Hentges of The Tribute Companies to study this option. But on September 19, 2016, the Board voted 3-2 against the proposal, giving no direction on disposition of the chapel.

In November 2016, I was approached by a person willing to give $160,000 for the needed repairs. I advised her that no project had yet been authorized, but she said that she would work with the Marshfield Area Community Foundation (MACF) to set aside monies in a fund there, which could later be used for this purpose, once a project has been approved. Based upon this representation, the Board approved a motion directing staff to look into transferring ownership to a nonprofit entity that could then make the required repairs and improvements, and then operate and maintain this building.

But talking to this person earlier this summer, she and her husband never put the monies into a fund at MACF, and they have now taken a step back, looking at various charitable causes, and working with an attorney to update their will, so donations are made through their estate upon their death. They are still willing to contribute toward the project, apart from estate planning, but it won’t be anywhere near the amount she had once suggested.

During the last 2 months, I have had contact with members of the Vaughn family and the prospective donor on several occasions, and I have also talked to Myron Silberman. From these conversations, I understand that the parties still want to see the chapel remain, but it is questionable whether they can pull together the funding required for the needed repairs and improvements.

New option

Cemetery Coordinator Mike Baltus recently provided the attached drawings, which show another option: raze the chapel, and in its place, make an attractive “reflection center”. As you can see this includes a monument, benches, brick pavers, and decorative landscaping. Mike estimates the cost to raze the chapel to be roughly $50,000 (city’s expense), and the cost of the proposed improvements would be the donors’ responsibility. (Mike estimates the monument cost to be $10,000; however, we don’t have an estimate for benches, paver blocks, landscaping, or other general project expenses as yet.) I’ve shared this idea with members of the Vaughn family and the prospective donor, and they initially seem to have an openness to this option. (The prospective donor would want her family’s name on the monument too, and the Vaughns aren’t opposed to this request.)

Recommendation

Staff recommends that the Board review the attached proposal, and offer some direction on whether you are supportive, if the details can be worked out with the parties involved.
