2019 2nd QUARTER INVESTMENT PORTFOLIO

Finance Director Iverson reviewed and answered questions regarding investments. No

motion required, review was provided for information only.

DISCUSSION ON GENERAL FUND, EDA, UTILITY BUDGETS

Finance Director Iverson provided an updated overview of the proposed 2020 budget for

the Committee. Finance Director Iverson answered questions, as the committee reviewed

the updated budget. The committee was comfortable with the budget as presented.

LONG RANGE PLAN DRAFT

Finance Director Iverson reviewed the long range plan with updated information on costs

with numbers provided by the county. Committee recommended a 2% increases in the tax

rate as presented.

NEXT MEETING

The next meeting is scheduled for October 15, 2019 at 5:00 pm at City Hall in the

Council Chambers.

AGENDA ITEM: Presentation & Acceptance of the 2018 Comprehensive Annual Financial

Report (CAFR)

BACKGROUND:

Annually, the City engages the services of an independent outside audit firm to audit and assist with the

preparation of the financial statements. The auditors are asked to assure that the financial statements are

free from material misstatement in accordance with U.S. Generally Accepted Accounting Principles

(GAAP). The firm also performs testing and makes inquiries to help ensure that proper internal controls

are in place. This is the sixth year that the City of Lake Elmo has presented the report in the Comprehensive

Annual Financial Report (CAFR) layout.

As such, the City had retained the services of Redpath and Company, to perform the City of Lake Elmo’s

audit for 2018. The 2018 Comprehensive Annual Financial Report and Management Reports were

presented to the City Council by Mr. Andy Hering – Director Audit and Attest Services, from Redpath and

Company on September 17, 2019.

ISSUE BEFORE THE CITY COUNCIL:

1) Does the Finance Committee have any questions regarding the 2018 CAFR?

DISCUSSION:

The City received an Unmodified audit opinion, meaning the Financial Statements are fairly stated in all

material respects. One exception was noted during the audit for Minnesota Legal Compliance related to

the timing of the deposit of State Fire Aid, the details of this finding and the City’s response are outlined in

the Minnesota Legal Compliance Report attached. The City’s Net Position increased by $5,598,113 during

2018, this includes assets and infrastructure less outstanding debt obligations. The governmental funds

reported a combined ending fund balances of $9,075,498 which is a decrease of $298,849 from 2017. The

unassigned general fund balance of $4,756,695 is 85% of the next year’s general fund expenditures and

other financing uses.

FISCAL IMPACT:

Overall sound policies, fiscal management, effective operational, capital, and long range planning are all

integral parts of City business leading up to the audit and completion of the CAFR. As such, continued

investment in the aforementioned items will help position the City to continue to provide quality, efficient,

timely and cost effective services to the constituents of the community.

RECOMMENDATION:

1) No formal recommendation is required.

AGENDA ITEM: 3rd Quarter Financial Reports

BACKGROUND:

As the Quarter ended September 30th, staff will bring the reports to the meeting to discuss with the

committee. Staff apologizes for this as the Finance Director is on vacation from October 4th thru October

11th.

ISSUE BEFORE THE FINANCE COMMITTEE:

1) Does the Finance Committee have any question regarding the 3rd Quarter Financial Reports?

DISCUSSION:

Staff will put together a detailed analysis of the City’s investments. The Budget vs. Actual for 3rd quarter

2019 will have explanations alongside line items to explain variances from the budget. This format aligns

with the budget worksheets used during the 2019 budget cycle. Please note that revenue figures will be

low on property taxes and utilities do to timing of when the revenue is received. Taxes are only received

in July for those collected in May, December for those collected in October, and a clean-up payment for

any delinquent taxes collected by the end of December in January of the next year. Utilities are billed

quarterly so the report will only reflect payments for 1st and 2nd quarter as the 3rd quarter bills are sent in

October.

FISCAL IMPACT:

RECOMMENDATION:

1. Motion to recommend approval of the 3rd Quarter Financial Reports to the City Council.

AGENDA ITEM: 2020 Fee Schedule

BACKGROUND:

Annually the Finance Committee reviews the City’s Fee Schedule and recommends which fee adjustments

would be brought forth to City Council consideration. The Fee Schedule was last updated on December 4,

2018.


1) Does the Finance Committee have any questions or changes regarding the proposed attached 2020

Fee Schedule?

2) Would the Finance Committee like to recommend the 2020 Fee Schedule to be considered for

approval by the City Council?

DISCUSSION:

Staff has reviewed the attached Fee Schedule and proposes the changes highlighted in yellow on the

attached document. The items highlighted in red are proposed to be deleted. Attached is also the

previously adopted Fee Schedule for comparison.

Utility rates have remained the same as shown in the Utility Financial Management Plan with the

exception of water where we do not recommend an increase this year.

FISCAL IMPACT:

Regularly analyzing, discussing and updating fees helps to ensure sound financial management.

Further, review helps to ensure the proper fees are received for services.

RECOMMENDATION:

Motion to recommend approval of the attached 2020 Fee Schedule.
