Population Equality - This map meets the population equality standard, with total

deviation between the largest and smallest district is less than 10 percent.

District 8 is the largest district exceeding the target 2,462

District 3 is the smallest, short of the target 2,137 total deviation is 4,599, well within the legal requirement.

Minority Representation - This map meets the standard for minority representation.

(5) voting age majority Hispanic districts - 1, 2, 3, 5, & 6

(3) voting age majority Black districts - 4, 7, & 8

(5) voting age majority White districts - 9, 11, 12, 13, 14 (1) minority coalition district - 10

This plan protects the voting interests of the Black community by maximizing the Black

voting age population in 3 districts with voting age majorities 65.84%, 62.02%, 53.29%.

Attempts to spread the Black population into 4 majority districts produced voting age

majorities which may erode with population shifts.

This plan answers the call for a quantity of Hispanic districts reasonably proportional to the

city population, with 5 majority districts at 64.89%, 64.58%, 62.49%, 60.75%, & 60.17%

Contiguity and Compactness - All districts are contiguous

and reasonably compact compared to previous district maps.

Added compactness comes in dramatic changes to districts 4 & 5, which now hold together

populations either west or east of the Trinity with shapes more contiguous and compact

than their previous forms.

Districts 14 and 2 have become more compact by curving inward. Each now makes a single

main curve as they receptively hug the entertainment districts and the working class

minority neighborhoods surrounding downtown and love field. District 14 sees a new

western boundary at the tollway instead of Love Field, and District 2s eastern bound is now

at Tenison Parkway from White Rock Creek.

The least compact districts 8, 6, & 2 bear a strong resemblance to their historical shapes.

Communities of Interest - The majority of most districts remain intact and these maps

serve to hold together communities of interest as much as can be met within the guidelines.

The Social, cultural, and ethnic interests play a strong role in the shapes. Significant weight

was given to the interest of the Hispanic majority in South East Dallas. Weight was also

given to preserving the common interests of District 2s working class Hispanic population,

and the Arts and Entertainment community in 14.
