NEW BUSINESS

Ocean Boulevard Survey Update

Staff advised that the survey would be closing on June 15, 2020 and that to date the responses were evenly split between keeping Ocean Boulevard open to through traffic, partial closure during the Summer months, and closing it permanently.

NEXT MEETING

Due to COVID-19 the Committee is behind schedule and members agreed to continue monthly meetings through the Summer with a possible site visit at the Lagoon as deemed necessary by the Committee.

The next meeting of the Waterfront Coastal Processes Committee is scheduled to be held Thursday, June 25, 2020 at 2:00p.m.

The Chair asked staff to prepare a list of issues to guide the Future-casting and compile a Matrix to assist the Committee with recommendations to Council. Staff asked that members submit ideas for the Matrix to [email protected] by June 12, 2020.

RECCOMENDATION

That the results of the Capital Region Coastal Flood Inundation Mapping Project be received for

PURPOSE

The purpose of this briefing is to bring forward the results of Capital Region Coastal Flood Inundation

Mapping Project compiled by a team led by the Capital Regional District (CRD) in partnership with the

City of Colwood. It also outlines necessary next steps required to integrate the data into Colwood's

pertinent planning regimes and processes (e.g. capital infrastructure planning, land use planning,

flood protection measures and emergency management).

The following briefing includes excerpts adapted from the CRD staff report to the July 15^^ Meetingof the Environmental Services Committee titled Capital Region Coastal Flood Inundation MappingProject Update.

BACKGROUND

Under both the Local Government and the Emergency Program Acts, local governments have a

responsibility to understand, plan for and manage coastal flooding risk.

In May 2019, working with and on behalf of local governments, the CRD received a $705,000 grantfrom the provincially and federally funded National Disaster Mitigation Program to undertake theCapital Region Coastal Flood Inundation Mapping Project. Associated Engineering, DHI and Westmar

Advisors were retained to complete the work. Colwood staff were included as part of the project teamand provided input on local needs and information to help shape the project deliverables.

The purpose of the project was to develop better information on of the risk of coastal flooding due

to sea level rise and tsunamis, and the subsequent impacts as a result of inundation. The results areintended to be used to develop coastal flood hazard policy in the region's respective local

governments and inform emergency mitigation and evacuation plans. This project builds uponprevious regional work, offering new and detailed information on coastal flood hazards related toboth climate change and tsunamis.
