City Manager Report July 2, 2019 City Manager’s Report 6/26/2019 For 7/2/2019 Meeting From the City Manager Environmental Sustainability Policy Update At the May 14th City Council Work Session, Council gave staff direction to move forward with a policy that elevates current Stage II Watering Restrictions, as defined in the 2011 Water Conservation Plan, to become our new standard watering practice. Staff is currently moving forward with Council’s direction. A Water Conservation Plan Update, which is a joint City- Mt. Werner project with grant funding from the CWCB, is currently underway and is slated for completion near the end of the year. In addition to including Council’s May 14th direction in the Water Conservation Plan Update, staff will bring forth a suite of water-saving options for Council consideration in conjunction with plan adoption near the end of the year. Kudos I’d like to give kudos to our Payroll Technician Wendy Clark for her knowledge, dedication, and hard work. We had an update to our financial software at the end of May that created major issues for our payroll system. We were not aware of the issues until Wendy was processing payroll during the last week of May; which was also a short workweek due to the Memorial Day holiday. Wendy only had two days to process payroll and meet the banking deadlines for direct deposit. She spent hours on the phone with support, put in a lot of extra time, diligently pushed back on our customer support until she received a resolution, and helped create a solution to process an accurate payroll. Employees were paid correctly, on time, and to anyone outside of Finance it appeared to be a normal pay period. Thank you Wendy for your passion, attention to detail, and ability to solve these major hurdles professionally. Also, the entire IS team pitched in to provide an exceptional IT experience for the entire Police Department. Angela McCarty and Pat O’Connor did much of the heavy lifting for the end user moves and Mark Billerbeck assured that all of the underlying infrastructure was in place and working properly to meet every deadline. The rest of IS pitched in wherever needed and filled in any gaps. Finally, I would like to give a huge kudos and congratulations to the City Clerk’s Office for their work on the recent election. It was a significant undertaking and they did a great job. Kudos I’d like to give kudos to our Payroll Technician Wendy Clark for her knowledge, dedication, and hard work. Finance

The Accounting Division has been focusing on cross-training within the division on routine tasks in an effort to create seamless processing for both internal and external customers.

The Sales/Use Tax Division is working with the event coordinators of several special events to ensure we get all of the vendors licensed properly. We currently have 179 individual “Art in the Park” vendors that we are working on getting licensed. This is on top of the general sales tax licenses which have increased significantly due to the changes in the State of Colorado tax law.

Our CORE (ERP software) consultants finished up their second week of process mapping meetings on June 21st. They will return the 4th week of July to complete the remaining processes. There have been over 50 different employees that have been a part of these meetings providing information on current processes, forms, and policies. We plan to have the processes mapped, the needs established, and a RFP written in October and 3.a.3

Project Updates:

City 101 successfully completed for 2019 with 25 participants.

Trail Use and Economic Impact Study was completed.

Construction on the Public Safety DTR Tower has resumed, with anticipated operations beginning in September. The contractor is on site this week, and the tower install will happen over the next two weeks. Site components and completion will occur by the last week in August.

Plastic Bag Ban program development and launch – work completed includes researching other communities, photographs

and PSAs recorded with Teen Council, Bag Sourcing (90%), logo, messaging development, and FAQ content. The Finance Department has developed reporting forms and we plan on meeting again with store managers during the week of July 8.

4th of July Fireworks and Laser Show – organization and coordination of these events will occur on July 4.

Harvey’s Huddle – appear every Wednesday, typically at 3 pm, on Fox Sports to provide updates on the city, including recreation, sports, projects, council topics, and other items.

2A Trails – liaison with the US Forest Service and Colorado Parks and Wildlife regarding the trails project. The USFS currently expects to release their planned scope during the first week of July, which will be followed by a 30 day period where they will listen to public comment on the proposed scope. Other activity includes orientation for the new 2A Trails Committee member and three 2A Trails Committee meetings.

Renegotiation of the Animal Shelter Contract with the Routt County Humane Society. The final contract negotiation meeting is expected to be held on June 28.

STAR benchmarking: Recruitment and hiring of interns and launch of the benchmarking process. Our target date for ending data collection is October 1.

General Services Communications

Website visitation through June 24 (2018 vs 2019) saw 33,044 to 35,497 visits; 47,615 to 47,004, page views; and 1,156 to 979 searches. Top page visits for June were the Home Page, Transit, Ice Complex, Parks & Recreation and Facilities.

Facebook followers reached 2,250 (City), 1,849 (Parks & Rec), 3,588 (SSFR), 263 (SST), 1,303 (Howelsen Hill), 598 (Ice Complex) and 1,495 (Haymaker). Top posts included Saturday Morning Zen-Fish Creek (3.9K), Haymaker Weather (3.1K), Snow at P&R (2.5K), Summer Snolstice (2.4K), and CLEF (2.4K).

The city’s twitter channel saw 18.7K impressions with the top posts focusing on Spring Water Levels and the 6/4 Council meeting; while Parks & Rec enjoyed 2.5K impressions with Spring Runoff and Haymaker Junior Programs coming in as the top posts. Instagram grew to 1,277 followers with Mamma/Baby Moose at Fetcher Park and the V-22 Osprey at Steamboat Springs Airport seeing the highest interaction.

KCNC-TV, Channel 4 covered the Steamboat Springs Police move to the new CLEF building and the joint partnership with the Routt County Sheriff moving forward.

Running for City Council was the focus of Coffee with Council and the Valley Voice column. The Farmers Market Council Booth kicked off the season, and the City Limits Radio Show taped a segment with Parks & Recreation for the July show.

Sixteen media releases were issued during the month that spanned preliminary and final sales tax reports, Mt. Werner Paving, Noxious Weeds, Roundabout Closure/Paving, Fish Creek Critical Watershed Wildfire Plan Open House, River Safety, Yampa Street Closures, Coffee with Council, Council Farmers Market Booth, SSP Move, Council 6/17 Meeting, CLEF Opening, Spring Creek Downhill Trail, Tree City USA and Trail Endowment Fund Donation Meters.

Facilities:

Attached is the semiannual report for our electric vehicle charging station located on 10th street (Attachment 2). This charging station has been in place since 2015 and is containing to show increases in use. The station has required very little to maintain and seems to operating much better after we placed the system on 50 amp breakers. The retractable cords have been very successful in the winter because they are out of the way for plowing. Charge Point, our vendor, who provides access to the charging station, seems to do a good job and we have received no complaints to date from users. I encourage everyone to stop and visit someone using the charging station as everyone I have spoken to

is happy that we have provided this service for our community.

GIS

Route maps and interactive maps are being provided for the Town Challenge Mountain Bike race series.

Field data collection applications are currently being offered and maintained to track street assets and maintenance.

We are providing ongoing support for Stormwater, Water and Sewer utility field data.

IT

CLEF – All network switching, WiFi Network, and workstation relocations are complete. We met or exceeded every deadline and received multiple compliments from management and staff about our responsiveness and our expertise. Only issues remaining: 3 mini pc’s, warrant computer, external AP’s for AXON uploads, signature pad at front desk, and remote access to HVAC controls. Working with Cory to finish implementation and tuning of Audio/Video systems. We will refine the room controls to maximize ease of use.

CityView: We established an oversight/core team including Rebecca Bessey, Ben Beall, Greg Jaeger, Kelly Douglas and Kent Immenschuh. CityView had given us a list of Project Roles and we discussed role responsibilities. Here is our initial draft: o Executive Sponsor – Gary Suiter o Steering Committee - Core group

Scope of Work proposals from CDW and Lewan for implementation consulting on the Office 365 suite and migration of our Exchange/Outlook systems to the Microsoft cloud. We have also received SOW and pricing from Lewan for implementation consulting on workstation management suite.

Open A/V and IS Tech Position – Merrick Hare was interviewed, hired and began work on 6/17.

Upgrade SysAid – Proposal received and in Procurement. Will begin implementation upon contract execution.

CORE - Overall going well, lots of leg work centered on investigating process and collecting information. GFOA has been onsite, mapping out our current processes and identifying points of improvement in the first group of departments and functions.

Fire Notable Events

Total Call volume for May 2019 was 6.6% below May 2018 (141 calls to 151 calls). 2019 YTD calls are tracking 2.3% above to 2018 YTD calls ( 1038 calls to 1015 calls)

The Fire Station Site Selection Committee will present additional information on 10th Street potential location at the June 11th City Council Work Session.

After members of the Citizen’s Fire Funding Committee presented their recommendations to City Council on April 9th, City Council directed staff to pursue a 2 mil property tax, and 2% sales tax on all alcohol sales and recreational marijuana sales. City Council indicated that they were inclined to direct the revenue from the new taxes (if approved) to public safety. Staff and City Council are working to provide details for a ballot question on these items for the November 2019 elections.

On May 7th, City Council heard an up-date on Fire/EMS Funding from Kim Weber. Kim and Chief Mel Stewart answered questions from City Council on the future budgetary needs of the Fire Department. Chief Stewart said the long-term funding needs would remain similar, but the Strategic Plan and short term funding would need to be revised to reflect possible funding related to a successful November election. Council Members Crossan and Meyer were appointed by

Council to work with staff on developing an updated Strategic Plan.

The department has hired and is in the process of training three (3) new firefighters.

On Friday May 10th, at 1:00 am, SSFR responded to a fire alarm at Catamount Ranch. No alarms or apparent fire were visible upon arrival, however, upon investigation, fire was found in the golf cart barn. In addition to SSFR, West Routt Fire was requested and sent a fire engine and crew to assist. The fire was completely extinguished after about an hour of attack. Damage was limited to one end of the building and about 15 golf carts (approximately 1/3 of the building and carts). The fire was started by staining rags that were left in a (dry) plastic bucket and subsequently spontaneously combusted. During this incident, SSFR received a second call for a medical, which was handled by a crew and ambulance after being released from the fire.

Fire Prevention

Fire Prevention activity for May 2019 was down 7% compared to May 2018 and revenue for the same time period was up 80% from 2018. The revenue number is due to several large permit fees for fire sprinklers and alarms coming in. Year to date activity is down 6% and revenue is up 40%.

Fire Prevention conducted a fire investigation at the Catamount Golf Cart Barn after a fire in the early morning hours of Friday May 10th. The origin of the fire was determined in a

joint investigation with the Routt County Sheriff’s Office and Colorado Bureau of Investigation to be some stain soaked rags that spontaneously combusted in a plastic bucket.

Fire Department Operations and Training

General o SSFR crews worked with the new hires to

facilitate their Fire Academy Training.

Fire Trainings for the Month o Auto Extrication with emphasis on Hybrid

and electric vehicles, Swiftwater Rescue refresher, and Wildland Fire Refresher and pack test.

EMS Training o Difficult Airways and mandatory RSI/Cric

waiver training, Carbon Monoxide and other gas poisonings, and Head Injuries; assessment and treatment.

Public Education Events:

SSFR provided a CPR class to 20 kids at Strawberry Park Middle School on May 1st.

Girl scouts visited the Mountain Fire Station on May 17th to learn about first aid, and were given instruction on assembling personal first aid kits.

As part of EMS Week, SSFR provided morning and afternoon “CPR/ Stop the Bleed” classes at the Community Center on May 22nd. About 60 members of the community attended these classes.
