Message from the Editor: This edition includes information about the 44th annual Sakai Festival as well as various other events and some city
notices and campaigns to be aware of.

○★ Sakai Festival
The Sakai Festival will be held from Saturday, October 14th to
Sunday, October 15th.
Following the main theme of “Sakai’s 1600s Heritage”, this year’s
theme is “Show to the world, Sakai’s honor”. Become fascinated
with Sakai’s 1600 years of history and culture through the Grand
Parade. Along with the parade, Sen no Rikyu’s Hometown Grand
Tea Ceremony, events at Citizen’s Square and other attractions will
be held throughout the two-day festival. Entrance fee is free.

Cylinder Eradication Campaign
These neglected high pressure gas con-
tainers include those that are
either left in vacant areas or
maintained in the workplace without
being used for an extended period of
time.
For those that find gas cylinders that
are either rusted, deformed, or show no
evidence of usage, please be very care-
ful and warns others to stay away and
not to touch them. There is a possibil-
ity that they might explode, so please
be very careful and contact the Fire
Bureau immediately.

Sakai rugs were manufactured in the peak
year. This exhibitions introduces the histo-
ry of Japanese rug making.

Campaign
Please read the following measures
to protect yourself from residential
fires.
● Smoke detectors are effective in
signaling a fire outbreak early.
● Smoke detector maintenance con-
trol and confirmation of normal
battery running is recommended.
● Prepare a fire extinguisher at your
home (or check where they are if
you are in a building) to extinguish
a fire during its early stages.
● Know how to properly use a fire
extinguisher. ● Clothing, such as aprons, easily
catch fire; therefore, fire-proof
materials are effective in order to
reduce the damage.
● Changing items such as carpets,
curtains, cars, or motorbike covers
to fire-proof ones can prevent fire
expansions and arsons.

Mikunigaoka
Each ward office’s Fixed Property
Tax Office (固定資産税事務所koteishisanzei jimusho) and City
Tax Office (市税事務所 shizeiji-
musho) will be integrated into a
new government building under
constructions near Mikunigaoka
Station.
In addition, there will be a new city
tax counter at each ward office. As
before you can consult, apply, and
pay at the counter but depending on
the content, you may be told to
visit the new city tax office.
Please note that the issuance of
Residential House Certificate (住宅
用家屋証明書 jutakuyo kaokusho-
meisho) and viewing of property
tax ledger will be handled only at
the new city tax office or Sakai
Ward Office’s tax counter.
□¥ City & Prefectural Tax
Notice
October will be the start of the 3rd appoint-
ed time for payment for the city and pre-fectural tax. Tuesday, October 31st, is the
deadline. To pay please go to the nearest
banking facility, post office, convenience
store, or at any ward city tax office. Please
make sure to pay before the deadline. For
those that use the automatic transfer, pay-ment will automatically be deducted on
Tuesday, October 31st, please check your
bank balance before the deadline
Municipal and prefectural residents’ taxes
are paid by people who were resident in Sakai on January 1st of a particular year.
The amount of tax due is calculated
based on the resident’s income between
January 1st and December 31st of the
previous year. Taxes can be paid in two
ways: by ordinary collection (普通徴収futsu choshu) where the resident pays
their taxes at the bank etc. or by spe-
cial collection (特別徴収 tokubetsu
choshu ) where taxes are deducted auto-
matically from salary. For residents
paying their taxes by futsu choshu, pay-ments are required four times a year, in
June, August, October and January.

To use the childcare service, it is
necessary for the guardians to
have conditions such as employ-
ment, pregnancy, nursing care,
afterbirth care, illness/disease or
disabilities.
○¥ Semboku New Town Home
Assistance Subsidies
Sakai City provides rent assistance for
young married couple households and
families with small children that have
moved into rental accommodation in
Semboku New Town from outside of
the Town area. The 3rd application
period for the 2017 fiscal year is from
Monday, October 2nd ~ Tuesday,
October 31st (excluding weekends
and public holidays).
Application during this period is for
households who have finished the resi-
dent’s registration within Semboku
New Town by October 1st, 2017. There
are certain restrictions on the types of
households and housing eligible for
assistance so be sure to take these into
account if planning a move.
Young married couple and families
with small children: up to ¥20,000
towards the portion of rent above
¥50,000 for max. 5yrs.

○❤ Caution with Redback Spi-
ders and Red Ants
Redback spiders
are easily noticed
with a red patch
on their backs
They are general-
ly found outside,
on the underside of things (e.g. under bike
saddles, outside pipes).
Do not touch them with your bare hands.
Crush them under your shoe or kill them
with bug spray. If bitten, seek immediate
medical attention. Do not cover the
wound, even if bleeding. Take the spider
(dead) with you if you can so appropriate
treatment can be administered.
Red ants (fire ants) have a reddish
brown body and their mounds are
easily identifiable. They are found in
usually sunny open places likes fields
or parks near rotting logs, tree stumps
or trees. Do no touch them. If bitten,
seek immediate medical attention.
Red ants have a alkaloid venom
which can be lethal to people who are
allergic.

Convenience Stores
This service will be available at all
convenience stores within the country
that has the multi-copy machines.
Times: 6:30 ~ 23:00 (will not be
available between Dec 29th ~ Jan 3rd)
To use this service, you must bring
your “My Number” card. Pre-
registration is not necessary, but it will
generally take about 1 month to issue
the card after application. The service
will not accept Basic Resident Regis-
tration cards (住民基本台帳カード jumin kihondaicho card) or Name
Seal Registration Card/Sakai Resi-
dent Card (印鑑登録証・さかい市
民カード inkan torokusho/sakai
shimin card).

Volunteer Interpreter Service Those who need interpretation can apply for a
volunteer interpreter at the Sakai International
Plaza. Available languages are English, Chi-
nese, Korean, Spanish, French, Portuguese,
German, Thai, Tagalog, Vietnamese, Italian,
Urdu, and Sinhalese. Please make sure to ap-
ply 10 days in advance. For more information

Eliminate Street Smoking and
Littering
Sakaihigashi Station square, both east and west
squares of Sakai Station, Oshoji street, prohibit-
ed smoking areas around city hall, etc., a 1,000
yen fine will be placed for those caught smok-
ing and littering.
Also, the areas around Sakaihigashi Station
west side exit, Mikunigaoka and Nakamozu
Station are designated special campaign zones.

○♣ Storing Water in Case of Disaster
It’s important to store drinkable water for at
least 7 days in case of a disaster. One person
drinks about 3 liters of water for one day. It is
necessary to save water in case of a large earth-
quake that could result in water pipes being
damaged, causing filthy or sewage water not
being properly disposed.
If this happens, it is recommended that you
refrain from using the water from the pipes. By
simply refraining from the use of water other
than the toilet, you can reduce the sewage up to
about 70%.
○♣ Parking ban-zones for bicycles
and mini bikes Each railway station in Sakai city (except for
the Hankai Line) is designated as a parking ban
zone. Bicycles and mini bikes left in the zone
will be removed. In addition, we will collect the
removal & storage fee for the return of the re-
moved bike and mini bike. Please use the park-
ing lot to park a bicycle and mini-bike.

Volunteer Interpreter Service
Those who need interpretation can apply for a vol-
unteer interpreter at the Sakai International Plaza.
Available languages are English, Chinese, Korean,
Spanish, French, Portuguese, German, Thai, Taga-
log, Vietnamese, Italian, Urdu, and Sinhalese (as of
July 2016). Please make sure to apply 10 days in

Eliminate Street Smoking and
Littering
Sakaihigashi Station square, both east and west
squares of Sakai Station, Oshoji street, prohibit-
ed smoking areas around city hall, etc., a 1,000
yen fine will be placed for those caught smok-
ing and littering.
Also, the areas around Sakaihigashi Station
west side exit, Mikunigaoka and Nakamozu
Station are designated special campaign zones.

○♣ Storing Water in Case of Disaster
It’s important to store drinkable water for at
least 7 days in case of a disaster. One person
drinks about 3 liters of water for one day. It is
necessary to save water in case of a large earth-
quake that could result in water pipes being
damaged, causing filthy or sewage water not
being properly disposed.
If this happens, it is recommended that you
refrain from using the water from the pipes. By
simply refraining from the use of water other
than the toilet, you can reduce the sewage up to
about 70%.
○♣ Parking ban-zones for bicycles
and mini bikes Each railway station in
Sakai city (except for the
Hankai Line) is designat-
ed as a parking ban zone.
Bicycles and mini bikes
left in the zone will be
removed. In addition, we
will collect the removal
& storage fee for the return of the removed bike
and mini bike. Please use the parking lot to park
a bicycle and mini-bike.

Pease contact the center when you need to start or
stop your water supply. Also, please make sure to
pay your water bill on time. If not, the water sup-
ply may stop.
