Chair Klun called the meeting to order at 6:30 p.m.

CONSIDERATION OF AGENDA:
Motion by Swanberg, second by Donovan, to approve the agenda. Motion passed

CONSIDERATION OF MINUTES:
Motion by Donovan, second by Erlandson, to approve the February 7, 2019,
minutes. Motion passed 4-0.
PUBLIC HEARINGS/PRESENTATIONS:

BUSINESS:
Motion by Swanberg, second by Erlandson, to appoint Mike Klun as Chair; Motion
passed 4-0.

1. City Code Re-Write
Planners Rita Trapp and Beth Richmond went over the Draft Development Code
Evaluation which provided an overview of major themes that will be addressed in the
code rewrite. The goal is to create a more user friendly code with a consistent numbering
system. The following themes identified to address are:
1. Restructure and Reformat the Land Use Title
2. Implement the Comprehensive Plan
3. Evaluate the Zoning Map
4. Evaluate and Update Structure and Content of Zoning Districts’ Uses and
Standards
5. Update and Clarify Development Procedures and Roles
6. Improve Zoning as a Tool for Expanding Housing Development Options
A suggested structure of the new Land Use Title is:
Title XV Land Usage
o Chapters
Divisions
Sections
→ Sub-sections
Sections will be located within Divisions. Some shorter chapters may not need to be
broken down into Divisions, in which case Sections will be located within the Chapter
level.
Planning Commission members discussed the history and purpose of the R-1 and R-1A
districts as well as the B-1 and B-2 districts.
Next steps suggested include community engagement such as stake holder meetings and a
Planning Commission field trip to view developments like small lot and townhome
housing options.

Olinger explained the City is trying to resolve parking and stormwater. TIF from the
Northland redevelopment can be used for public parking and stormwater storage. Also,
live/work units cannot be interchangeable in the front, street side; they must be retail.
3. Development Updates-Olinger went over the current developments in the City.

The revised plan for veterans housing is attached. The proposal includes eight single-family
slab on grade single story homes on around 120’ x 50’ lots. The Community Garden would
be a public lot and the west access would but public right of way to access the parcel to the
south.
There are many ways that this development does not meet our current standards. We
currently do not have the standards to address the intent of the Comprehensive Plan to allow
for a variety of housing options. Through this proposal, I recommend we discuss the
principals of good design and neighborhood planning. We should discuss what can be
varied, what creative solutions can be used to address critical issues without compromising
the intent of a housing option, like affordability of affordable housing.

Rosehill Resort- The final construction plans are almost complete. Permits
and fees should be received within a couple of weeks.
Meredees/Northland- The City Council approved Tax Increment Financing
Assistance. The developer is finalizing their financing
Sunset Meadows- Final Plat will continue in 2019
Morning Sun-Phase 2 and 3 All are complete and the first building permit
was issued for Phase 2.
Lindstrom Commons-A few more errors were discovered.
Lakes Region EMS Facility-complete but for spring cleanup.
Enchanted Cove-Final Plat was extended into 2019
