Book 39, Pg. –11- Minutes of the Alabaster City Council Meeting Alabaster, Alabama March 3, 2011 A regular meeting of the Alabaster City Council was held in the Municipal Annex on Thursday, March 3, 2011, at 7:00 P.M., and there were present at said meeting Councilpersons: Present: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Absent: Bob Hicks. MEETING OPENING The meeting was opened with prayer followed by the Pledge of Allegiance. Council Member Moseley made a motion to approve the minutes of the February 17, 2011 meeting as read. Council Member Brakefield seconded the motion. Voting – Ayes: Sophie Martin, Adam Moseley, Rick Walters, Tommy Ryals, Scott Brakefield and Jim McClain. Nays: None. Motion carried. Council Member Ryals made a motion to approve the agenda for tonight’s meeting with the addition of one item regarding changing the second meeting date in March of the City Council meeting. Council Member Martin seconded the motion. Voting – Ayes: All Ayes. Nays: None. Motion carried. MAYORS COMMENTS Mayor Frings proclaimed the month of March 2011 as “Developmental Disabilities Awareness Month” in Alabaster and urged all citizens to give full support of efforts towards enabling all children and adults with cognitive, intellectual and developmental disabilities to live full and productive lives of inclusion in our communities. Mayor Frings proclaimed March 20-26, 2011 as “National Safe Place Week” in the city and urged all citizens to support the Safe Place program, recognize the efforts of adult and youth volunteers, and continue to guarantee the safety and protection of all children. March 3, 2011

A regular meeting of the Alabaster City Council was held in the Municipal Annex on Thursday, March 3, 2011, at 7:00 P.M., and there were present at said meeting Councilpersons:

Present: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain.

Absent: Bob Hicks.

MEETING OPENING

The meeting was opened with prayer followed by the Pledge of Allegiance.

MAYORS COMMENTS

Council Member Martin gave the Police Department Report for February 2011.

Council Member Brakefield gave the Fire Department Report for February 2011.

Council Member Ryals gave the Building Safety Report for the month of February 2011.

1. RESOLUTION REGARDING CONCESSION RFP’S FOR PARKS AND RECREATION.

Council Member Brakefield made a motion to continue this item until the next scheduled meeting of the council to allow the Mayor more time to negotiate on the contract. Said meeting will be held on Thursday, March 24. Council Member Moseley seconded. Voting – Ayes: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried.

2. APPLICATION FOR A 020 RESTAURANT RETAIL LIQUOR LICENSE FOR PANYC ENT INC, 251 BUCK CREEK PLAZA.

Council Member Martin introduced an application for a 020 Restaurant Retail Liquor License from PANYC ENT Inc, 251 Buck Creek Plaza. City Attorney Jeff Brumlow stated the Police Department is requesting a 30 day extension, to complete their report to the Council on this item, and his recommendation is to allow said request. Council Member Martin made a motion to continue this item until April 7, 2011 meeting. Council Member Walters seconded. Voting – Ayes: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried.

3. DATE CHANGE ON SECOND MEETING DATE IN MARCH FOR THE CITY COUNCIL.

Council Member Walters made a motion to change the second meeting date in March for the City Council from Thursday, March 17 to Thursday, March 24, due to a lack of quorum for the meeting because this is the week of spring break. Council Member Martin seconded. Voting - Ayes: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried.

4. COUNCIL WORK SESSION.

Council President McClain announced that a council work session will not be scheduled to be held before the next regularly scheduled council meeting at this time.

COUNCIL COMMENTS

Council President McClain appointed the following members to the Council School Committee, Scott Brakefield as Chairman, Sophie Martin and Adam Moseley. President McClain stated this committee will hear any and all items of business related to the schools before presentation to the Council as a whole.

After brief council and audience comments, Council Member Moseley made a motion to adjourn with Council Member Walters seconding. All were in favor and said meeting was adjourned at 7:20 P.M.
