    2.1 CONDOLENCES TO THE FAMILY OF TIM SYMONS ON HIS PASSING ONMARCH 26,2012WHEREAS prior to becoming part of the CKPC Family in 1984, Tim worked inOttawa at CKBY as a News/Sports Announcer and in Vancouver as Cameraman;andWHEREAS Tim and his family made Brantford their home where him and his wife,Elsie raised three children - Elizabeth, who is married and lives in St. Thomas andhas one son - Gavin; Tim Jr. and Melissa; andWHEREAS, it was with heavy hearts that on March 26, 2012, the City of Brantfordand surrounding communities learned of the passing of an important and longstanding member of our Media Family; andTHEREFORE BE IT RESOLVED THAT Brantford City Council EXTENDS heartfeltsympathies to the Family of Tim Symons as well as his CKPC Family and friends inthe community.

    6. Greenwich Mohawk Brownfield Site - Structural Condition Assessment,Heritage Impact Analysis, and Designated Substances and HazardousMaterials Survey (CD2012-040)

    Amendment:THAT item 6 BE AMENDED to change the wording for Clause "C" and to addClauses "0" and "E", as follows:

    C. THAT the following buildings BE DEMOLISHED: #1B on 347 Greenwich Street (Massey Horses Machine Shop), #2 on 347 Greenwich Street (Verity Plan Office and Warehouse), #3A on 347 Greenwich Street (Verity Plan Paint Shop &Manufacturing), #2 on 66 Mohawk Street (Warehouse); and

    D. THAT the Cockshutt Timekeepers Office (Building #1 on 66Greenwich Street) and Cockshutt Office (Building #2 on 66 Mohawk)BE RETAINED and the roof be replaced and interior finishes renewed;and

    E. THAT staff BE DIRECTED to prepare Request for Proposals for suchaction to occur as soon as possible.

    TOPIC: City Agenda Items for Tri-Council Meeting on April 25,2012

    RECOMMENDATION:THAT the City's agenda items for the Tri-Council meeting on April 25, 2012 INCLUDEthe following:

    Economic Development without impediment Communication Protocol Provincial/Federal Government to accept responsibility for their jurisdiction Cultural understanding and education Mutual Learning Opportunities

    BACKGROUND:City Council at its meeting held February 21, 2012 adopted the Terms of Reference forthe Tri-Council Working Group (City representatives).The approved Mandate includes the following:

    To meet with First Nations to review the Terms of Reference for the FirstNations Liaison Committee. To make recommendations of City agenda items to be considered at Tri-Council meetings. To meet and prepare recommendations on those items already on theagenda at the first meeting of the Tri-Council.

    To communicate with representatives from First Nations and the County ofBrant regarding Terms of Reference, Guiding Principles andCommunication Strategies respecting issues of mutual concern.The City's representatives on the Tri-Council Working Group met on March 21, 2012 toprepare for discussions with First Nations (Six Nations Elected Council and theHaudenosaunee Confederacy Chiefs) and the Tri-Council, and to establish with the Cityagenda items for the April 25, 2012 Tri-Council meeting.As the Tri-Council meeting will be held two days after the next regularly-scheduled CityCouncil meeting, the recommendations of the Working Group are being presenteddirectly to City Council at this time, as the agenda will need to be finalized anddistributed well in advance of the April 23rd City Council meeting. .The First Nations Liaison Committee has identified that the three City members on theTri-Council Working Group (Mayor Friel, Councillor Carpenter, Councillor Vanderstelt),who are also Members of the First Nations Liaison Committee, will be the group tomake initial contact with representatives of First Nations to commence discussions.Arrangements are presently being made to schedule these meetings, which areexpected to occur in the coming weeks. Interest-based discussions are expected using,but not limited to, the same agenda items referenced in the recommendation section ofthis report.

    9.7 Exemption to Municipal Alcohol Policy - Grandelicious Food & Wine Show-May 4 to 6,2012

    Motion to Waive the RulesTHAT Section 15.3.11 of Chapter 15 of the City of Brantford Municipal Code BEWAIVED in order to introduce the following resolution without first being consideredat the Committee of the Whole or Standing Committee meeting:

    WHEREAS Grandelicious Food & Wine Show is being held at the CivicCentre from May 4th to 6th, 2012; andWHEREAS the event will feature over 40 different local restaurants, areawineries and alcohol manufacturers and culinary-associated business; andWHEREAS Canada's Top Female Chef, Lynn Crawford will be hosting a VIPSeminar on May 5th; andWHEREAS all wineries and alcohol manufacturers participating in the Showwill be provide alcohol servers who comply with the requirements of theLiquor Licence Act; andWHEREAS the Show will meet all necessary licencing requirements underthe Liquor Licence Act; andWHEREAS the Grandelicious Food & Wine Show does not meet therequirements of "non-profit organization" or "registered charity" as.definedunder the City of Brantford's Municipal Alcohol Policy and is not eligible forexemptions from criteria in the Policy;NOW THEREFORE BE IT RESOLVED that City Council APPROVE thefollowing exemptions to the Municipal Alcohol Policy for the GrandeliciousFood & Wine Show;

    a) "Approved Bartending Company" definition; andb) "Certified Alcohol Server definition - clauses a) and b); andc) Complete the City of Brantford Municipal Alcohol Policy Training

    FURTHER THAT the Grandelicious Food & Wine Show organizers BEREQUIRED to provide the municipality with a minimum of five million dollars($5,000,000.) in alcohol liability insurance coverage (naming The Corporationof the City of Brantford as additional insured) as required within the MunicipalAlcohol Policy; andFURTHER THAT Staff BE DIRECTED to prepare the necessary By-law forthis exemption to be presented at a Special City Council meeting on April 2,2012.
