Jeff (269)339-1868 To Whom it may concern, I have been a police officer for the City of Battle Creek for quite a few years now and during that time I have seen some corrupt behavior that has caused me great concern. I have watched police officers in my department commit acts of excessive force, evidence destruction and internal cover-ups in crime reporting. When these acts have been "discovered" they have been handled with minimum to no disciplinary action taken. In some cases the officers have been promoted to positions of training officers and instructors. While I have attempted to notify the leadership of both the police department and city officials responsible in employee oversight; I have been met with death threats and lack of backup during investigations, while the city officials have looked in the other direction and failed to take action. It is because of this, I contacted members of the City Commission for help. With their help, they requested that I submit this brief information to you for your consideration. Please note that I have extensive docwnentation backing up the information I have just spoken of and would be glad to tum it over to an investigator if an investigation is initiated. I would like to ask for your sincere consideration into this matter, as I have exhausted all other avenues to get our department back onto the right path. It is my fear that if an outside agency doesn't come in to do an investigation of our department, that the corruption will continue and either citizens or officers will get hurt and any trust in us will be lost. I would appreciate more information on how to contact the MSP. Whom do I need to call? Do you have his/their number? How do I go about convincing them that coming out here is imperative? A little assistance would be very appreciative.

Commissioner Domenico. This e-mail is written in response to your expression of concern over the Battle Creek Police Department. You forwarded a copy of a statement made by a current police officer, in which he alleges corruption within the department. He generally alleges that he has seen officers in his department commit acts of excessive force, evidence destruction and internal cover-ups in crime reporting.

The issues raised by the officer would best be handled by the Michigan State Police. I would strongly advise him to contact that agency, and express his concerns. If an investigation by the State Police finds evidence of criminal activity, they will refer the matter for prosecution. But until the matter is properly and thoroughly investigated, it would be premature for this office to become involved.
