    RESOLUTION NO,___ _ WHEREAS, the City Clerk Department currently consists of the City Clerk as department headwho supervises an Administrative Assistant, Secretary, two Revenue Officers and a Mail Clerk;andWHEREAS, the City Commission, as governing body of the City of Dothan, desires to increaseproductivity and provide better service delivery to our citizens by re-assigning certain functionsof the City Clerk Department to other departments where similar situated services are provided;andWHEREAS, any proposed increase or decrease in the number of city departments shall beinitiated by the city governing body and shall become effective when approved by the PersonnelBoard.NOW, THEREFORE, BE IT RESOLVED that in accordance with the Civil Service Act, Section2, Definitions and Section 3, Unclassified Service, the City Commission respectfully requeststhe City of Dothan Personnel Board to:Section 1. Dismantle the City Clerk Department and re-classify the position of City Clerk to anUnclassified Appointed position reporting to the City Manager as a Division of the GeneralAdministration Department (Range 67: $57,283.20-$87,318.40).Section 2. Re-assign the responsibility of the Treasurer to the Finance Director who wouldissue/sign business licenses and checks.Section 3. Re-name the position of Administrative Assistant within the City Clerk Department toAssistant City Clerk and have that position report to the City Clerk and remain as a Classifiedposition subject to all rules of the Civil Service Act and Personnel Rules and Regulations.Section 4, Allow the positions of Secretary and Mail Clerk to remain as support functions withinthe City Clerk Division of the General Administration Department and remain as Classifiedpositions subject to all rules of the Civil Service Act and Personnel Rules and Regulations.Section 5. Transfer the Classified position of Revenue Officer to the Permits and InspectionsDivision of the Planning Department under the supervision of the Planning Director or his or herdesignee and subject to all rules of the Civil Service Act and Personnel Rules and Regulations.Section 6, Include the following as responsibilities of the City Clerk; Public Records(Documentation and Archiving), Direction of the City Commission, Commission Agendas,Meeting Minutes, Elections, Demolition Advertising, Recordings or Filings of Liens,Disbursement of Checks, and supervising the Assistant City Clerk, Secretary and Mail Clerk,and other duties as assigned.PASSED, ADOPTED AND APPROVED on_________ _
