    Stephen (Steve) Davies, Senior Vice President of Project for Public Spaces, has a broad background inarchitecture, urban design and user research and is a member of PPSs senior leadership team. Since joiningPPS in 1978, Mr. Davies has directed close to 500 major projects located throughout the world. He currentleads PPSs public market program but has broad expertise in all of PPSs program areas, including downtownurban design and management, transportation, and multi-use development projects.

    Building on his extensive project experience, Steve has been instrumental in creating and shaping keyprograms at PPS over his tenure. Beginning in 1987, Steve helped found PPSs public market program, whichfocuses on making markets more sustainable and community-centered. Through this work, he has providedassistance to dozens of communities starting new markets and expanding existing ones from small towns to

    major cities. Projects include Detroits Eastern Market, West Side Market district in Cleveland, a new publicmarket and district for Boston, NewBo City Market in Cedar Rapids (opening in 2012), and a repositioning planfor Halifax Seaport Farmers Market. He is currently working with the Kresge and W.K. Kellogg Foundations ona program to rebuild Detroit neighborhoods around markets and local food stores. With support from the FordFoundation and the W.K. Kellogg Foundation from 2005 to 2008, Steve oversaw a $3 million, 3-year grantprogram to enhance the impacts of public markets on communities. Finally, he has directed 8 InternationalPublic Market conferences, most recently in Cleveland (2012).

    Until 2003, Steve led the d evelopment of PPSs transportation program, completing an extensive researchprogram on transit and livable communities, and expanding this into a broad-based transportation programwhich included PPSs first Context Sensitive Solutions training program. PPS has since trained thousands oftransportation professionals, and five state DOTs in CSS. Steve has co-authored and written many books and

    articles, includingPublic Markets and Community Revitalization, Managing Downtown Public Spaces and TheRole of Transit in Creating Livable Metropolitan Communities.

    From 1993 to 2009, Steve developed and managed PPSs work in Eastern Europe, beginning with aninnovative Placemaking program in the Czech Republic, su pported by the Rockefeller Brothers Fund (RBF), torevitalize public spaces in historic town centers. Today, this program is part of the Czech EnvironmentalPartnership Foundation. Following the work in the Czech Republic, he expanded this work to Serbia, Kosovoand Montenegro.

    Among the many downtown projects he has directed are downtown master plans for Orlando, FL; Worcester,MA; Springfield, MA; and San Bernardino, CA; design improvement plans for streetscapes, plazas, central

    squares, and transit malls in Rochester, NY; Salt Lake City, UT; and New Haven, CT; and comprehensivedowntown management plans for both large cities and small towns, including Hartford, CT; Pittsfield, MA; andHoboken, Madison and Morristown, NJ. Steve has also directed PPSs downtown mixed-use developmentprojects, including a master plan for the Orlando City Hall, built through an innovative public-privatepartnership.

    Elena Madison is a Vice President at Project for Public Spaces and a veteran placemaker. She is an urban

    planner with a rich experience in the planning and design of parks, plazas, campuses, civic and cultural

    instuons.She has a passion for working with people in communi es building a shared vision for acve

    and diverse public spaces that nurture a sense of pride and ownership. Elena is an expert in

    collaborave visioning, concept development as well as management and programming for public

    spaces. She works closely with designers, economic development experts and event organizers to

    seamlessly bring the concepts developed in the public visioning process through design development

    and into implementaon. Short-term or lighter, quicker, cheaper (LQC) experiments have now

    become an important facet of her placemaking implementaon efforts. She is currently working on

    placemaking iniaves at the Virginia Museum of Fine Arts in Richmond; the Houston Central Library in

    Houston; neighborhood Farmers Markets as community places in Detroit; and healing gardens at the

    Stanford University Medical Center.

    Elena has been the keynote speaker, presenter and trainer at numerous naonal and internaonal

    conferences, seminars and convenings. Most recently she was the main trainer at the Lively Cies kick-

    offmeeng in Aberdeen, Scotland a transnaonal public space project of the European Union for

    North West Europe and a lead trainer at the Public Spaces as a Catalyst for Sustainability, Culture and

    Social Jusce training in Johannesburg, South Africa.

    In her own community of Jackson Heights, Queens she is a founding member of the Jackson Heights

    Green Alliance, a grassroots group organizing the 78th

    Play Street/Plaza in an effort to expand public

    space in the neighborhood. Through her volunteer work Elenas has gained vast praccal experience in

    event organizing, which informs her work on short-term experiments and LQC iniaves.

    David O'Neil is widely recognized as one o f the nations foremost experts in the management a nd

    development of public markets and rebuilding local economies. He is the former General Manager of the

    Reading Terminal Market in Philadelphia, where he directed the overall market revitalization for ten years.

    After Reading Terminal Market, he traveled the a ncient trade routes of Asia, studying markets in cities and

    remote areas, walking over a thousand miles. For nearly 15 years, he has worked with PPS to provide

    technical assistance with regard to development and operation of public markets and farmers markets. He

    has been a consultant to over two hu ndred historic and new market projects in the United States, Canada,

    New Zealand, Africa and Europe, ranging from small neighborhood farmers markets to major p ublic market

    halls and market districts.

    He is an experienced trainer in market operations and development. He was an instructor for the

    Neighborhood Reinvestment Corporation, teaching a course in market development, and co-instructs PPSs

    training course, How to Create Successful Markets.

    One of the key elements in an y market venture is working with would-be entrepreneurs to develop small-

    scale businesses that work in markets. He has worked successfully with many vendors and farmers who had

    no previous entrepreneurial experience.

    Mr. O'Neil was a contributing writer and advisor to the PPS/Urban Land Institute book Public Markets and

    Community Revitalization" published in 1994. He completed Reading Terminal Market, An Illustrated

    History published by Camino Press in 2003. He has the worlds largest collection of market documents and

    photographs and has lent or donated parts of his collection to museums, periodicals, authors and TV

    programs.

    For PPS, he has co-directed five c onsecutive International Public Market Conferences: Philadelphia (1996);

    Pike Place Market in Seattle, WA and Granville Island Market in Vancouver, BC (1998); New York (2002);

    Washington DC (2005); and San Francisco (2009). Conferences in 2002 and 2005 were both sponsored by

    the Ford Foundation and the W.K. Kellogg Foundation.

    Recent projects include markets in: Halifax, Baltimore, Boston, Anchorage, Brooklyn, Charleston, Flint,

    Detroit, Kingston (Ontario), Cleveland, and Trenton.

    The University of Virginias Central GroundsParking Facility/Bookstore was constructed to

    provide convenient parking for visitors to thecentral portion of this historic campus. The three

    levels of parking are built into the side of a hill.

    There are two separate entry/exit areas at twoof the different elevations.

    The project initially was envisioned as a parkingfacility only, but during the preliminary design

    phase, it was decided to include a 44,500square foot, two-level university bookstore

    above the garage. The structure also includes

    a central police surveillance station. Walker

    Parking Consultants was the prime designprofessional for this project working closely with

    Mariana & Associates as the lead architect.

    The architectural look of the mixed-use parking

    facility personifies Jeffersonian Architecture,which features extensive use of brick and

    detailed millwork that create a spectacular
