We recognize that our reputation is closely tied to our credibility in the capital
markets. Underwriters, rating agencies and credit enhancers know that we are
realistic and pragmatic, but also that we understand the special characteristics
of the educational market and specifically the unique nature of campus housing.
Our work has helped to make grounded business cases for dozens of projects
and often to secure investment-grade bond ratings, while also providing suitable
control and flexibility over the development process and ongoing operations.
Scions business planning and financing services can include capacity projec-
tions, system-wide unit-mix planning and operating plans. It can also involve
long-term infrastructure overview, such as an evaluation of risk, control, quality,
flexibility and credit impact of various ownership and management structures.

Scion creates comprehensive master plans for campus housing, typically
including facilities assessment, lifestyle and student-housing market analyses,
review of financial and operational issues, new construction and site analysis,
plus a detailed business plan. All of these factors are assembled into a realistic
implementation plan for the overall on-campus housing system to match our
clients individual needs.
Scions recommendations often include an ordered, phased combination of
renovation and new construction to diversify inventory and improve market
position, but will depend on the institutions goals, economic conditions and
current facilities. Scion also may engage an architectural and/or engineering
partner for more advanced design studies, selected from our many relationships
or from recommendations provided by our client.

Scions institutional clients are typically experts in education, institutional
management and research and no one could better understand the schools
own missions, values and goals. But schools often seek additional expertise
in the myriad of disciplines required to plan, finance and construct a new or
renovated student housing facility.
There is inherent value and credibility in the participation of an independent,
third-party expert for these tasks. Scion partners with clients to ensure thateach project fulfills expectations and fully supports the mission and goals of the
institution. We can lend support in every aspect of the project, from helping to
assemble the appropriate teams, to program design, financing and construction
management, to marketing and operations of a new facility.
In this capacity, Scion serves neither a consultant nor a developer, but rather
takes the role of development consultant what we call owners advocate. We
add a critical resource of non-profit operational and student housing expertise toa project team. As owners advocate, Scion assists in the planning and develop-
ment processes, providing guidance whenever it is needed; control remains
with the client. We make recommendations and are available to remain involved
through project completion, ensuring that mission-specified results are achieved.
Further, as experienced end users, particularly of on-campus and affiliated off-
campus housing, our property management and residence life expertise adds
knowledgeable input to efficient programming and design.

DEVELOPMENT CONSULTING
Scion has decades of student and multi-family residential property management
expertise. Our passion for delivering a quality experience for every resident is
genuine and is reflected in all phases of our work. We do not offer third-party
management, but benefit from our on-going management experience with over
5,600 beds in seven markets where we have an ownership or similar interest.
Additionally, our consulting team members have visited and/or studied over 200
campuses in the past several years and have consulted on over 100 of them;
we have become well informed from this first-hand knowledge as to successfulstrategies and lessons learned.
As a result, when Scion is hired to review campus housing and residence life
operations or to develop a marketing plan, we provide our clients with strategiesthat are not only aligned with organizational goals and student preferences,
but also incorporate some of the latest techniques and tools in housing
management. We perform operational reviews, pre- and post-devel opment
marketing and public relations strategies, transition planning from construction
management to operations and residence life, facility protocol and financial
operations modeling. Scion excels at uncovering operating efficiencies and
preparing long-term management strategies that balance financial performance
and an exceptional resident experience.

UNIVERSITY OF VIRGINIA CENTRAL GROUNDS
PARKING FACILITY/BOOKSTORE, CHARLOTTESVILLE, VIRGINIA
The University of Virginias Central GroundsParking Facility/Bookstore was constructed to
provide convenient parking for visitors to thecentral portion of this historic campus. The three
levels of parking are built into the side of a hill.
There are two separate entry/exit areas at twoof the different elevations.
The project initially was envisioned as a parkingfacility only, but during the preliminary design
phase, it was decided to include a 44,500square foot, two-level university bookstore
above the garage. The structure also includes
a central police surveillance station. Walker
Parking Consultants was the prime designprofessional for this project working closely with
Mariana & Associates as the lead architect.
The architectural look of the mixed-use parking
facility personifies Jeffersonian Architecture, which features extensive use of brick and
detailed millwork that create a spectacular
looking building that compliments itssurroundings.
The Central Grounds Parking Garage/Bookstore
received the 1997 Award of Merit from the
