FOREWORD
Since the maiden publication in 2009 of the DA Bicol Citizens Charter, it has undergone revisions in consonance with the change in policy directions, thrusts and priorities of the department under the administration of Agriculture Secretary Emmanuel F. Piñol. However, printing/publication of the revised edition has been deferred while awaiting the approval of the agency-wide rationalization plan embodied in Executive Order 366. This Rationalization Plan directs a strategic review of the operations and organizations of the executive branch. Changes in the organizational structures and functions were necessary so that the agency could focus its efforts on its core government functions and institute reforms that would transform the bureaucracy into an efficient and result-oriented organization. With the Rationalization Plan already approved and fully operationalized in 2017, the publication of the 4th edition of this DA-5 Citizen’s Charter this year is timely and necessary as it will shed light on the current core functions, thrusts and directions of the DA within the context of the approved Rationalization Plan. This charter which will also be distributed and posted in conspicuous places including the website will serve as a channel or platform for disseminating to the DA clients and the public various programs, projects and services of our agency and will guide them on how to avail these services. This will also ensure transparency in the delivery of services.
What are embodied in this charter are not only the services, pledges of each operating unit and individual personnel of the DA but the commitment of each and every DA employee to deliver and render the highest quality of service at the shortest possible time and in the most transparent manner.

The Department of Agriculture is the principal agency of the Philippine government responsible for the promotion of agricultural development and growth through increased productivity.
By virtue of PD 461, in June 1978, the Ministry of Agriculture then established 12 regional offices each headed by a Regional Director. Among this is Regional Office No. 5 covering the entire Bicol Region with office at Panganiban Avenue, Naga City then later transferred to the former regional office of the Bureau of Plant Industry at San Agustin, Pili, Camarines Sur. In May 1980, under EO 595, the Bureau of Cooperatives Development under the Ministry of Local Government and Community Development was transferred to the Ministry of Agriculture. On June 30, 1984, under EO 967, the Ministry of Agriculture was renamed Ministry of Agriculture and Food. The Bureau of Fisheries and Aquatic Resources was transferred from the Ministry of Natural Resources, converted into a staff bureau and placed under the supervision and control of MAF.
The reorganization of the Department of Agriculture was contained in EO 116 signed by President Corazon C. Aquino on January 30, 1987. The EO mandated the DA to promote agricultural development by providing the policy framework, public investments and support services needed for domestic and export-oriented business enterprises. The Livelihood Enhancement for Agricultural Development (LEAD) Program was launched in 1988 to speed up farmers’ organizations access to financing, management expertise, and marketing. Agriculture and Fishery Councils (AFCs) were set up at the sectoral, regional, provincial and municipal levels, involving farmers, fishers, traders, rural bankers, and agribusiness entrepreneurs to provide inputs on major programs and policy decisions and help plan and monitor DA projects.
With the passage of R.A. 7160, otherwise known as the Local Government Code of 1991 the extension function, responsibilities and concerned personnel of the DA were devolved to the respective Local Government Units and the Regional Offices have been renamed to Regional Field Units, thus, the DA RFU V.
With the approval of the Rationalization Plan of Department of Agriculture in July 10, 2013, the DA RFU 5 was renamed as Department of Agriculture Regional Field Office 5 (DA RFO 5).

This Citizen’s Charter offers you a quick and easy way to avail of the services of the Department of Agriculture.
First, you will find the location and site map of DA regional office in Bicol to help you locate our different offices and facilities easily. To help you find the service you are looking for, you can go to the Table of contents. It enumerates all the frontline services of the DA. Frontline Services are divided into nine (9) simplified categories:
Registration and licensing - Covers the services pertaining to certification, license and permits for the manufacture of animal feeds and veterinary drugs as well as operation of animal facilities and veterinary drugs and products establishments.
Agri-Infrastructure and Postharvest Facilities - Tells you how to avail of the production and postharvest equipment provided by the DA to qualified individual farmers, irrigator’s associations or cooperatives. Among these are mechanical dryers, threshers, and shellers.
Provision of Technical Assistance on crops, livestock and other Agricultural Services - Covers various assistance extended to our clients such as provision of planting materials, vegetable seeds, and breeder stocks; provision of compost fungus activator and bio-control agents for rice, corn and high value commercial crops; plant pest and disease diagnosis and services provided by the training centers and dormitories of DA.
laboratory Services - Flip these pages if you have soil, water, plant tissue sample, or insect pests you want to analyze. You can also find the services related to livestock upgrading, diagnosis of animal diseases and parasites through the use of laboratory diagnostic procedures.
Land Use Conversion/Reclassification - This service is very important for those land owners who want to convert their agricultural land for residential or commercial use.
Each service featured is briefly discussed in this Citizen’s Charter. It also provides step by step instructions on how to avail of the service, the approximate time it will take you to complete each procedure and name of the person whom you can approach.

FORMULA: First things first
To achieve food sufficiency and maximum productivity, the Department of Agriculture must undertake the implementation of the basic foundations of a sound agriculture and fisheries program with the following steps:
Step 1: A National Color-Coded Agriculture and Fisheries Map;
Step 2: A National Food Consumption Quantification Study;
Step 3: An institutional restructuring and paradigm resetting for the Department of Agriculture and its officials and employees
Step 4: An intensive technology updating and sharing, modernization and mechanization program;
Step 5: An easy access financing program for farmers, fishermen and agriculture and fisheries stake- holders;
Step 6: A strategic and effective post-harvest, storage and processing facility;
Step 7: A government-initiated and supported aggressive marketing campaign especially for high-value crops in foreign markets;

• The country’s agriculture and fisheries program must go back to the basic – Produce Food and Address Poverty.
• The programs of DA will focus in two areas: -Staple Food Commodities to ensure food security; -High Value Crops to generate jobs and foreign earnings.
• What do Filipinos need? -On top of the list would be rice, corn, chicken, meat, milk and dairy products, fish and marine products and fruits, especially bananas.
•What products could be grown and raised in the Philippines which are in demand in the local and foreign markets? -Coconut is No. 1 and then there is cavendish and lacatan banana, pineapple, cacao, coffee, rubber, oil palm, abaca, shrimps, fish and marine products, seaweeds, organically grown rice and vegetables, pork, halal chicken, spices, essential oils and tropical fruits.

Step 8: A coordinated program with other agencies of government to ensure the protection and preservation of water sources, especially watershed;
Step 9: A relentless campaign for the enforcement of agricultural and fisheries laws, especially on land conversion and illegal fishing;
Step 10: Re-introduction of basic agriculture in the primary and elementary grades of the Philippine schools system with emphasis on the value of the land, water and seas and the maximum but prudent utilization of these resources.

• Coconut Productivity and Rehabilitation Agenda (COPRA) aims to cover 600,000 hectares over the next six years would include the development of under-the-coconut crops like Cacao, Coffee, Abaca, Black Pepper and even the Señorita Pineapple.

hIGh vAlue cRoPS DeveloPMenT PRoGRAM
The High Value Commercial Crops Program provides the directions and framework for harmonizing local initiatives in the production of high value commercial crops. It offers an alternative profitable opportunities to smallholders and lend well to value adding activities and marketing agreements or joint ventures with users or processors. Priority crops for the region include pili, queen pineapple, mango, banana, root crops, and selective vegetables.
RIce PRoGRAM The Rice Program is one of the banner components of the Department of Agriculture mainly concerned in rice farming and uplifting the lives of Filipino farmers. The National Rice Program integrates government initiatives and interventions for the agriculture sector, namely: food security
and self-sufficiency, sustainable resource management, support services from farm to table, and broad-based local partnerships. It focuses on longer-term investments and has the following objectives:engage farmers associations / irrigators associations, LGUs and the private sector proactively; encourage the production and consumption of other food staples and provide specific interventions (technologies and services) to rice farmers to increase rice productivity such as: frontload investments in irrigation, postharvest facilities and mechanization.

The Livestock Program focuses on conservation and improvement of genetic materials; disease prevention, control, and eradication; explore and promote alternative nutrition technologies and pursue possible export opportunities.
coRn PRoGRAM The Corn Program focuses on
the productivity of Farm Clusters in major corn producing provinces/ areas in Bicol Region to achieve self-sufficiency in feed crops (yellow corn and cassava); to sustain the growing demand of the livestock and poultry
sub-sectors and help stabilize prices in our local market. Likewise, the Corn program also promotes the production and consumption of white corn as staple and to ensure steady supply of white corn grains and expand the market for high quality white corn grits to help ease the pressure on rice demand. With the continuous promotion of productivity-enhancing and cost-reducing measures/technologies to aid corn farmers gain better income thru establishment of adaptation technologies using improved corn varieties (High Yielding OPVs and Hybrids) and state-of-the-art Post-harvest Facilities (PHFs); and mitigating measures such as adoption of organic-based agriculture to help strengthen resiliency and coping capacity of our corn farmers.

The Soil and Water Research (Soil Microbiology) Laboratory of the Department of Agriculture is producing Trichoderma harzianum, a Compost Fungus Activator (CFA) which hastens decomposition of rice straw to only 3-4 weeks. This is in support to the Modified Rapid Composting (MRC) technology, a program of the DA which is aimed to reduce the use of inorganic fertilizer up to 50% and to eliminate total dependence to inorganic fertilizer. The MRC program promotes the use of compost from decayed plants, farm wates, animal manure and other organic matters as fertilizer.

The Regional Animal Disease Diagnostic Laboratory is located at the National Highway at Cabanga, Camalig, Albay with a total land area of more or less 2,000 sq. meters. It is mandated to:
• Monitor the incidence and prevalence of infections/notifiable diseases present as well as newly introduced diseases and parasites in the different provinces regionwide.
• Control and eradicate animal diseases and parasites through the use of laboratory diagnostic procedures.
• Serve as reference center for disease diagnostic methods.
• Offer livestock and poultry farmers effective services for diagnostic of bacterial, viral and parasitic diseases as well as nutritional deficiencies and other related conditions.

The Regional Soils Laboratory located at Del Rosario, Naga City conducts the following activities.
1. Conducts soil analysis using Soil Test Kit and recommend tentative fertilizer usage of major food crops.
2. Conducts chemical / physical analysis of soil, water and plant tissue samples in support to research and development activities of the Department of Agriculture and other RD&E network members.
3. Conducts quality tests on nutrient contents of different soil ameliorants such as inorganic and organic fertilizers, liquid fertilizer, compost and soil conditioner prior to FPA registration
4. Conducts chemical analysis of special assay samples of the requesting clientele.

1. Sworn Declaration of Application for Land Use Reclassification2. Proof Ownership of Land (e.g. photo copy of the OCT/TCT and/or other documents establishing ownership duly certified by the Register of Deeds not later than thirty (30) days prior to filing. If at the time of application, the landholding is not untitled agricultural land, the following shall be required in lieu of the copy of title: a) DENR Community Environment and Natural Resources Officer (CENRO) Certifi- cation that the landholding has been classified as alienable and disposable; b) Certification from DENR CENRO (for administrative confirmation of imperfect title) or the Clerk of Court or regular courts (for judicial confirmation of imperfect title) that; the titling process/proceeding has commenced; and there are no adverse claimants.
NOTE: If the title has any encumbrances/mortgages, certification by the lending institution/ mortgages that he has no objection to this application.
